HomeMy WebLinkAbout1956-03-05 Regular MeetingE'Z1 Stephenville, Texas March 5, 1956. regular The City Council met in called session on March 5, 1956s with Mayor Clark presiding and the following aldermen present: Doyle White, Herman Ferguson, John Hancock, Dean Murray, J. W. Clements, J. P. Hedrick and Chas. Riggins. Also present were City Attorney Chandler and Chief of Police Moore. Minutes of last meeting were read and approved. The following ladies, representatives of the Garden Club, Mxs. W. J. Wisdom, Mrs. Jack Teddlie, Mrs. A. W. Boyd and Mrs. H. B. Garrett, met and discussed with the Council their plan to beautify the City Park grounds with flowers and shrubs, with the aid of the City. After some discussion, it was moved by Alderman White, seconded by Alderman Hedrick, that the City co-operate with the Garden Club in beautifying the grounds around the City Park. Motion carried unanimously. Alderman Hedrick reported that the local Kiwanis Club wanted to use the City Recreation Hall for a Pancake Supper with all pro- ceeds to to to charity, and requesting the City not to charge them the regular fee for the use of the building. This matter was dis- cussed and referred to the Park Committee to be worked out by them. Also discussed by Alderman Hedrick was that the Coca Cola Bottling Co. wanted to install a coke machine in the lobby of the City Recreation Hall. After further discussion this matter was referred to the Park Committee. It was moved by Alderman Ferguson, seconded by Alderman Clements, that $"200.00 be transferred fromt he General Fund to the Park (Golf) Fund. Motion carried. Alderman Hedrick reported that the Park Committee, as requested, had looked into the matter of retiring all City Employees over the age of 65 years on Social Security. After some discussion, kkkzx the Committee made the following recommendations in form of a motion: It was moved by Alderman Hedrick, seconded by Alderman Riggins, that all City Employees 65 years old, or over, shall be retired on Social Security effective as of June 30th, 1956, and all employees in the future will be retired on Social Security upon becoming 65 years old, and any exception to be passed upon by the City Council and the Department Head. Motion carried. Alderman Murray discussed the following: 1. Wanting to replace several parking meters around town in better locations. 2. Wanting to try and stop parking on the west side of Belknap Street in the 400 block. 3. Recommending that the City furnish ammunition for members of the Police Department for pistol practice. After discussion, these items were referred to the Law & Order Com- mittee to be worked out by them. The City Secretary was requested to read a letter received from Dr. Vance Terrell which read, in part, that the Rotary Club had be- come interested in the "litterbug problem" of our streets and highways, and was requesting the co-operation of the City in this matter, also a a contribution of $100.00 to aid in publicity to get the public aroused about the litterbug menace. This matter was discussed but no action taken at this time. The Council discussed summer water rates at this time, but it was suggested that no action be taken now but to study the matter further, and take it up again at the next regular meeting. 82 It was moved by Alderman Hedrick, seconded by Alderman Ferguson, that bills and accounts be allowed and ordered paid. Motion carried. There being no other business at this date, the Council stood ad- journed subject to the Mayor's call. STc or. i y ecretary. Stephenville, Texas; March 6, 1956. j The City Council met in called session on the above date with Mayor Clark presiding and the following aldermen present: Chas. Li Riggins, John Hancock, Dean Murray, J. W. Clements, J. P. Hedrick, Herman Ferguson and Doyle White. Present were City Attorney Chandler,:Chief of Police Moore and Water Supt. Anderson. Present at this time were the following ladies, representating the 20th Century Club, Mrs. J. F. whisenant, Mrs. Thos. Donnell, Mrs. Grace Colwick, and Mrs. Cleo Ferguson. Mrs. Whisenant, as spokesman for the group, requested the Council not to move the Historical Marker located on Erath Street at its intersection with W. Washington Street. Mayor Clark promised the group that t his matter would be given due con- sideration. No other action was taken. At this point the City Council went into a joint session with the Dublin City Council and Erath County Commissioners Court. Mayor Clark introduced Mr. Bossey, District Engineer with the Texas High- way Department, who in turn discussed with this group a new proposed Super -Highway around the north side of Stephenville. After Mr. Bossey had explained this project in detail, Mayor Clark asked for expressions from each of the members present. Several members expressed their views, both pro and c on, but it was suggested that eac�L group take up the matter in their individual meetings and at a later date meet again in a joint session to discuss this further. Mr. Melvin Coley, representative of the Junior Chamber of Commerce, reported that his committee had been assigned the project of getting a blinker light installed at the railroad crossing on W. Frey St., and was requesting a letter from the Mayor and City Council urging that this blinker light be insttiled by the Gulf, Colorado & Santa Fe Ry. Co. No action was taken at this time.
