June 13, 1955.
The City Council met in called session on the above date
with Mayor Clark presiding and the following aldermen present:.
Jim Farr, J. P. Hedrick, Doyle White, J. W. Clements and Herman
Ferguson.
Present was City Attorney Chandler.
A group of citizens from the south and west parts of town
appeared before the Council to hear and discuss the proposed
by-pass highway around the south part of Stephenville. The
following citizens expressed themselves as being in favor of
the south by-pass highway:. Messrs. Will Nix, Charlie Belcher,
Bryan Hale, W. C. Ammons and 0. H. Denman.
Mr. Lynn Hassler was requested to explain the route of the new
proposed by-pass highway to those new members of the Council. After
discussion it was agreed that it would be necessary to try and deter-
mine the approximate cost of securing the right-of-way before any
further action could be taken, therefore it was agreed that the
Council along with a representative of the Texas Highway Department
would approach each property owner along the proposed right-of-way
to try and determine the overall cost of said right-of-way.
It was moved by Alderman Ferguson, seconded by Alderman White,
that the City lease to W. H. Berry, for one year (June 1, 1955, to
June 1, 1956) the old City Dump Ground located along the Lingle-
ville road for the sum of $60.00, less T'10.00 for damage against
the property from previous lease year, and with the understanding
with Mr. Berry that the City reserves the right to forfeit said
lease upon a reasonable notice and City will make an adjustment
for balance of lease year. Motion carried.
There being no other business, the Council stood adjourn$
subject to the Mayorts call.

The City Council met in regular session on the above date
with Mayor Clark presiding and the following aldermen present:
Jim Farr, Chas. Riggins, J. W. Clements, Dean Murray, J. P.
Hedrick, Herman Ferguson and John Hancock.
City Sttorney Chandler was present.
Minutes of last meeting were read and approved.
Mr. E. M. Hughes appeared before the Council requesting that
the City extend a sewer line from Tarleton Avenue south on Barton
St. to his property which is on the corner of Green & Barton Sts.
His reason for this was the property owner where his present sewer
is now located(*cross from W. Tarleton) was dissatisfied with its
present location and was wanting him to move it. This matter was
discussed and it was suggested that no action be taken as it was
felt that the City was in no way involved.
Mr. Bryan Hale reported that he was wanting to purchase
several lots in the Clifton Heights Addition for the delinquent
tax against them. This was discussed and it was suggested that
no action be taken until it was determined what route would be
taken for the new proposed By -Pass Highway.

Opened at this time was a sealed bid from Mr. A. D. Land
in the amount of $25.00 to purchase an allen between Lots 1 & 2
on north, and Lots 3 & 4 on south, of Block 30 in the Frey First
Addition. After discussion, it was moved by Alderman Clements,
seconded by Alderman Hedrick, that the Ordinance finding and de-
claring this allen be abandoned, ordering same vacated and closed,
and authorizing Mayor Clark to execute a quitclaim deed to A. D.
Land.conveying the land in said alley for $25.00 (said ordinance
being attached to and becoming a part of these minutes). Motion
carried.
The City Secretary reported that Mr. A. E. Hukel was wanting
to place a piano at the City Recreation Hall to be leased out by
him to the different individuals wanting to use it there at the
City Park. This matter was discussed and referred to the Park
Committee.
It was moved by Alderman Clements, seconded by Alderman Farr,
that an ordinance be passed authorizing Mayor Clark to execute an
Instrument releasing restrictions on Blocks 1 and 6 of the McAlister
Second Addition to Stephenville, Texas, to that portion of Sheila
Drive in said addition which begins at the west line of Neblett Ave.
and runs westerly to the East line of Isla Ave., closing said portion
of said Drive and conveying the interest of the City of Stephenville
to W. D. McAlister for the consideration of $5.00, paid and relinquish-
ing any easement rights in said blocks. (Said ordinance being attached
to and becoming a part of these minutes). Motion carried.
A letter from the Stephenville State Bank, as a depository for
the keeping of City Funds for the year 1955-56, was opened, and the
bid was $300.00. It was moved by Alderman Ferguson, seconded by
Alderman Hancock, that the City accept the bid of the Stephenville
State Bank for the #300.00. Motion carried.
Alderman Murray discussed the City's not in£oreing the City
Parking Meter Ordinance. After further discussion, this matter was
referred to the Law & Order Committee and to be worked out by tkiem.
It was moved by Alderman Clements, seconded by Alderman Murray,
that $1000.00 each be transferred from the General Fund to the R & B
Fund and Park Fund. Motion carried.
Alderman Ferguson recommended to the Council that Mr. Percy
Anderson, Water Works Superintendent, be given a raise in salary.
This matter was discussed and it was moved by Alderman Hancock, sec-
onded by Alderman Clements, that Mr. Anderson be given a raise in sal-
ary of $60.00 per month effective as of July 1, 1955. Motion carried
unanimously.
Alderman Hedrick reported he had met with the City Recreation
Committee and they would like to know if the City Council would have
any objections to their installing air-condition units at the City
Recreation Hall at no cost to the City. It was moved by Alderman
Ferguson, seconded by Alderman Clements, that the Park Committee
have the authority to make all necessary arrangements with the City
Recreation Committee to install air-condition units at the Recreation
Hall as long as all cost and installation is to be free of charge to
the City. Motion carried.
Alderman Ferguson reported that Mr. Ewell Jones wanted to purchase kka:
the small 30 Watt Radio Unit if and when the City was ready to sell.
Alderman Hedrick reported that the Citizens Golf Committee was
wanting to purchase a spray and material to kill crabgrass on the greens.
It was moved by Alderman Ferguson, seconded by Alderman Murray, that
the Park Committee be allowed to purchase spray and material necessary
to kill crabgrass on the golf course greens. Motion carried.
It was moved by Alderman Riggins, seconded by Alderman Hedrick,
that Roy Miller and B. G. Britton be sent to Texas A & M Firemen's
Training School at College Station, and to pay each man $47.50 in
advance for all necessary expenses. Motion carried.

The City Council met in regular session on the above date
with Mayor Clark presiding and the following alderman presents
Chas. Riggins, J. P. Hedrick, Dean Murray, Ji* Farr, Doyle White,
Herman Ferguson and J. W. Clements.
Others present were City Attorney Chandler, Chief Moore,
Water Supt. Anderson and Street Supt. McMahan.
Minutes of last meeting were read and approved.
Mr. Bryan Hale appeared before the Council reporting he was
still interesting in purchasing those lots which had delinquent
taxes against them in the Clifton Heights Addition, and to
offer his services as an appraisor should the City need some-
one to purchase right-of-way for the proposed By -Pass High-
way around the south -part of town.
Messrs. Wooldridge & Williams, representatiites of Browning
Ferris Machinery Co., discussed with the Council their purchas-
i3hg a Wayne Street Sweeper. This matter was discussed but no
action taken.
Mr. Tommy King came before the Council as a representa-
tive of Willard Chamberlin Est. requesting that an ordinance
finding and declaring certain streets and portions of streets;
in Tarleton Heights Addition in Stephenville, Texas, to have
been abandoned as streets, ordering some vacated and closed,
and authorizing Mayor Clark to execute a quitclaim deed to the
owners of adjacent lands to said streets conveying sane.
The above was discussed and it was moved by Alderman White,
seconded by Alderman Clements, that the ordinance finding and
declaring certain streets and portions of streets in Tarleton
Heights Addition in Stephenville, Texas, to have been abandoned
as streets, ordering same vacated and closed and authorizing
Mayor Clark to execute a quitclaim deed to the owners of adja-
cent lands to, said streets conveying same (said ordinance being
attached to and becoming a part of these minutes). Motion
carried.
It was moved by Alderman Ferguson, seconded by Alderman
Hedrick, that the City dedicate a 50 ft. strip as a street
through the East part of old City Dump Grounds for a contin-
uation of Garfield Ave. north to intersect Linglveille High-
way, it being understood by the Council that this is formally
to be done by ordinance to be passed at a subsequent meeting.
Motion carried.
It was moved by Alderman Hedrick, seconded by Alderman
White, that the City extend water mains west on W. Frey St. to
New Stadium Cut -Off koadl,_also to pave nest Frey from Rome St.
to New Stadium Cut -Off Road if all property owners on both
sides of street were agreeable to same. Motion carried.

Mr. Charles Yantis presented the Council a comprehensive; sur-
vey prepared by him of the City's present sewer set-up, along with
facilities needed for future development and with cost and estimates
of providing these facilities. After discussing this matter with
Mr. Yantis it was suggested that the Council read and study his r o-
port before any further action was taken.
Alderman White, alengf, with Street Supt. McMahan, discussed
with the Council the City's doing contract paving for the public.
After more discussion, it was suggested that this matter be worked
out by the Street Committee. Alderman White reported the contrao-
for doing the paving of the lower Granbury Road was wanting to buy
2,000,000 gallons of water for .23� per M. gallons. It was
suggested that since all local citizens were paying .25� per M.
gallons that it would be only fair for all others to do likewise.
Opened, read and discussed at this time was a petition from
a group of citizens along Methodist Branch requesting something
be done about the obstructions in the culvert at the railroad
crossing causing water to stand,therefore making a breeding place
for mosquitoes. This matter was referred to Water Supt. Anderson
and to be worked out by him.
It was moved by Alderman Ferguson, seconded by Alderman
Murray, that $1000.00 each be transferred from General Fund to
R & B Fund and Park Fund. Motion carried.
It was moved by Alderman Clements, seconded by Alderman Hed-
rick, that the 1954 City Delinquent Tax Roll be approved and accep.
ted. Motion carried.
Alderman Clements reported that Mr. Sam Swanzy had complained
about dust from the road leading into City Dump Grounds being bad
and would like for something to be done about it. This was dis-
cussed and referred to the Street Department,
Alderman Clements also reported that Mr. Dennis White was
wanting to buy the old cabinets in the old City Hall building and
the V. F. W. was wanting to buy an acre of land off the west part
of the old Dump Grounds. This was discussed and referred to the
Finance Committee.
Alderman Hedrick reported that one of the Flower Clubs was
wanting to use the ground west of the City Recreation Hall for a
flower garden. This was discussed and referred to the Park Com-
mittee.
It was moved by Alderman White, seconded by Alderman Farr,
that bills and accounts be allowed and ordered paid. Motion car-
ried.
There being no other business at this time, the Council stood
adjourned subject to the Mayor's call.
