April 13, 1955.
The City Council met in called session on this date with
Mayor Clark presiding and the following aldermen present: Jim
Farr, Charles Riggins, J. W. Clements, Dean Murray, John Hancock,
Herman Ferguson, J. P. Hedrick and Doyle White.
Police Chief Moore was also present.
Mayor Clark reported the purpose of the meeting was to dis-
cuss the sale of approximately 36 acres of the old City Dump
Grounds.
This matter was discussed and it was moved by Alderman Han-
cock, seconded by Alderman Clements, that the City sell that part
of the old dump grounds lying south of the Lingleville Highway and
east of Stadium cut-off road to Mr. Ray Lum for $200.00 per acre,
and reserving 1/6 of an acre of land for the City on the south
and east end of the above described property. Motion carried un-
animously.
It was suggested that Alderman Hedrick be authorized to work
out an agreeable refund with Mr. W. H. Berry for his lease on the
old dump grounds.
Mayor Clark asked for nominations for a Mayor-Pro-Tem.
Alderman Ferguson was nominated and elected by acclamation.
Alderman Hedrick reported a number of signs were needed in
the Park grounds to aid in keeping it clean. This was discussed
and referred to the Park Committee to be worked out by them.
The Council discussed the buying of a gasoline pump and
underground tank to save tax on all gasoline bought for the
Police & Fire Departments. This matter was referred to the Law
& Order Committee to be worked out by them.

The City Council met in regular session on the above date with
Mayor Clark presiding and the following aldermen present:. Dean
Murray, Jim Farr, J. P. Hedrick, Chas. Riggins, J. W. Clements,
Herman Ferguson, and Doyle White.
Present also were Water Supt. Anderson, City Attorney Chandler,
Street Supt. McMahan and Chief Police Poore.
Minutes of last meeting were read and approved.
Mayor Clark reported that Mr. Ray Lum had informed him he
wanted the approx. 7.5 acres of the old Dump Grounds on the west
side of Stadium cut off road along with the east side of approx.
36 acres. This matter was discussed along with some form of res-
trictions which should be entered into the deed.
It was moved by Alderman Farr that the City sell Mr. Lum
the additional 7.5 acres west of Stadium cut off road on the same
terms as agreed on the approx. 36 acres on east side of Stadium
road of the old Dthmp Ground. The motion died for lack of a second.

Sgt. Barney C. Koons and Officer Chester Shaw of the Fort
Worth Worth Police Department's Youth Activities Division, out-
lined for the Council the operations of the Tarrant County Modi-
fied Automobile Association, a central governing body for youth
responsibility driving clubs in Fort Worth. Sgt. Koons discussed kk
this matter and asked for questions which he answered. He recommen-
ded that the City Council back the Erath Angels, a Stephenville Club
having the same designs as the Fort Worth Clubs, in their bid for a
drag track for racing purposes at the City Airport. It was moved
by Alderman Ferguson, seconded by Alderman White, that the Airport
Committee check into the matter of locating a drag track on the vest
side of the City Airport property. Motion carried.
Mr. C. H. Maguire presented the recommendations of the Recrea-
tion Board and after some discussion the following action was taken:
It was moved by Alderman Clements, seconded by Alderman Hedrick,
that the City accept the recommendations of the Recreation Board and
hire Mr. Johnny Dunn as summer recreational director at a salary of
$250.00 per month. That Mr. Wallace Dove be hired as assistant dir-
ector at a salary of $175.00 per month. Motion carried.
Messrs. R. V. Derrick and Garland Loudermilk, representatives
of the local Junior Chamber of Commerce, appeared before the Council
requesting the use of the second floor of old City Hall & Fire Station
Building for a youth center. After some discussion, the Council re-
quested Alderman Riggins to report tot he Junior Chamber of Commerce
that the City would be unable to grant their request since it was felt
that the second floor of the old building might not be safe for a
group as large as would be expected at these youth center meetings.
A group of citizens, with Dr. Philip Price as spokesman, rep-
resenting property owners in the Greenview Addition, appeared before
the Council asking relief of the unfavorable sewage condition in their
part of town. This matter was discussed at length and it was moved
by Alderman Ferguson, seconded by Alderman Hedrick, that the Sanitary
Committee be authorized to contact engineers J. C. Oliver and Charles
Yantis for bids on a comprehensive survey of all the City's sewer prob-
lems, and to report back their findings at a later date. Motion carried.
Alderman White, along with Street Supt. McMahan, discussed the
City's doing some paving work at Glenrose, Texas. After discussion,
it was agreed that the City would not do any street work outside the
City limits.
Mr. McMahan also reported that Mr. Baley was wanting the City
to pave a street running east and west of the Greenview Addition and
south of the Dublin Highway. No action taken on this matter.
Along with the above, it was suggested that the Street Department
go ahead with the paving of private property as the$ have in the past.
Mayor Clark discussed a proposed remodeling plan of the first
floor of the old City Hall and Fire Station Building into a court room
and city jail. No action was taken.
It was suggested, after some discussion, that the Park Committee
accept sealed bids for painting the City Auction Barn.
Alderman Hedrick reported that Dr. Young, Dr. Whitacre and Bill
Biggs wanted to operate, for at least one year, the concession stand
at the City Golf Course if it was agreeable with the keeper. It was
moved by Alderman Ferguson, seconded by Alderman Murray, that the
Park Committee contact Ben F. Allen, keeper of the Golf Course, re-
garding this concesssion stand at the Club House. Motion carried.
It was moved by Alderman Ferguson, seconded by Alderman White,
that the Park Committee be authorized to purchase and install lockers;
at t he City Club House. Motion carried.
It was suggested that the Park Committee go ahead with necessary
work and improvement at the City Park, such as letting contract for
painting; of auction barn, a concrete slab by swimming pool, etc.
It was moved by Alderman White, seconded by Alderman Ferguson,

that the Park Committee be authorized to purchase a tractor and mower 1M
for the City Park. Motion carried.
Alderman Farr presented a list of radio supplies needed to main-
tain the City's radio equipment for the next six months and offered
his services free for any maintenance that the City might have on
their equipment. He recommended the City purchase these necessary
tubes and vibrator in the amount of 0186.00 at once. It was moved
by Alderman Ferguson, seconded by Alderman Murray, that the City
accept Alderman Farris offer to maintAin City's radio equipment free
of charge and to purchase all necessary tubes and vibrators needed
for the next six months. Motion carried.
It was moved by Alderman Murray, seconded by Alderman Clements,
that all available monies in the meter deposit fund be invested in
U. S. Govern*ent bonds. Motion carried.
Alderman Ferguson reported that Mr. Leonard Stone was wanting
the City to extend water and sewer mains along Frey St. west to the
City Limits. This matter was discussed and referred to a later
meeting to allow further study.
Opened and read at this time were the following petitions;,
each requesting the City to take over the West End Cemetery and
East Memorial Cemetery:

2. Busy Bee Club 7. Campus Club
3. I. 0. 0. F. Lodge 8. Arts Club
4. Garden Club 9. 20th Century Club
5. A & M Mother's Club
The above was discussed and it was moved by Alderman Farr,
seconded by Alderman Riggins, that it was the City's recommendation
that all Clubs sending petitions band together and form a ceme#ery
association to take care of both cemeteries. Motion carried.
The Council discussed several proposals submitted by local
insurance agencies for insurance to cover City Park. It was sug-
gested the matter be referred to the Finance Committee and be worked
by them.
It was moved by Alderman Clements, seconded by Alderman Hedrick,
that all bills and accounts be allowed and ordered paid. Motion
carried.
There being no other busirnss at this date, the Council stood
adjourned subject to the Mayorts call. ,,

The City Council met in called session on May 5, 1955, with
Mayor Clark presiding and the following aldermen present: Chas.
Riggins, Dean Murray, J. P. Hedrick, J. W. Clements, Jim Farr and
Herman Ferguson.
Chief of Police Moore was present.
Mayor Clark explained the purpose of the meeting was to see
if the Council was willing to sell the west portion of the old
Dump Ground of approximately 7 acres: to Mr. Ray Lum under the same
conditions as they sold the east part.
The above was discussed and it was moved by Alderman Clements,,

seconded by Alderman Hedrick, that City sell to Mr. Ray Lum all of
the approximate 42 acres of the old Dump Ground for $200.00 per acre
with the following proposed restrictions to be placed in deed by City
of Stephenville:
1. No part of said land shall be used for any industrial pur-
pose that will create an odor or noise or smoke or vapor or dust sub-
stance or the like, which will be a nuisance or hazard to the owners
or occupants of any other real property in or out of the City of Step-
henville.
2. No part of said land shall be used in such a manner that will
create unsanitary conditions which might be detrimental to residents
upon and/or owners of other real property in or out of the City of
Stephenville.

3. No part of said land shall be used in such a manner as to
create a nuisance, either to the public generally or any individual.
owning or occupying land in or outside the City of Stephenville.
!}. Under no circumstances shall any part of such land be used
as a rendering plant or abattoir, or for any like purpose.
Motion carried unanimously.
It was moved by Alderman Ferguson, seconded by Alderman Murray,
that the City purchase one 60 Watt Mobile Transmitter and Receiver
Radio set for Police Department and transfer 30 Watt Mobile Radio from
police car to fire department. Motion carried.
Alderman Ferguson reported that Mrs. Trewitt was wanting the
street running north of her Funeral Home paved. This matter was dis-
cussed and referred to Street Department.
It was agreed by the Council to allow City Secretary .OV per
ājā mile for the use of his automobile in performing his duties as Tax
Collector & Assessor and as City Secretary.
Mayor Clark reported that he would like to have an many of the
City Council as possible to attend with him a raw sewage demonstration
at Kerville, Texas, on May 19, 1955.
Alderman Murray reported the members of the Police Department
was in need of new shirts and pants for the summer. This matter was,
discussed and it was agreed to allow the Law & Order Committee to purchase
two shirts and two pants for each policeman.
