The City Council met in called session on Feb. 129 1955s with Mayor Clark presiding and the following aldermen present: Joe T. Roach, J. P. Hedrick, Leonard Wood, Herman Ferguson and John Hancock. Present were Chief Moore and Attorney Chandler. Mayor Clark reported the purpose of the meeting was to dis- cuss, and if the Council agreed, to purchase the south 100 ft. of Lots 1 & 2, Block 71; and Lots 1 to 4, Block 58, both in the City Addition, for a location of a new park building. Alderman Hedrick reported he had talked with Mr. J e Wood and Mr. Earl Wright concerning the purchase of the soutfi 100 ft. of their lots, and they had agreed to sell. It was moved by Alderman Hancock, seconded by Alderman Ferguson, that the City purchase the above mentioned south 100 ft. of these lots, at an approximate cost of $3750.00. Motion carried unanimously. Mayor Clark then requested Alderman Hedrick to go ahead and close the deal on the above lots for the City. The Council again discussed the City's aiding of Mr. C. C. Pemberton in buying a new packer trash truck unit and it was ag- reed that the street committee be authorized to go ahead and work up a suitable deal with Mr. Pemberton and some Packer Co. for the purchase of this unit. The buying of a new police car was discussed and it was agreed to allow the Law & Order Committee to go ahead and let bids for a new police car. The City Council met in a called session on the above date with Mayor Clark presiding and the following aldermen present: J. W. Clements, Grover Hale, J. P. Hedrick, Herman Ferguson and John Hancock. Mayor Clark reported the meeting was called for the purpose of discussing the passing of a resolution to authorize the Mayor to sign a warranty deed to the Texas National Guard Board. It was moved by Alderman Ferguson, seconded by Alderman Clements, that the following resolution be passed: RESOLUTION OF THE CITY COUNCIL OF STEPHENVILLE: "Resolved, that the Mayor of the City of Stephenville, Henry Clark, is authorized and empowered to execute on behalf of the City of Stephenville, Texas, a warranty deed to the Texas National Guard Board, which shall recite that it is in consideration of the sum of $10.00 and other good and valuable consideration paid by Texas National Guard Armory Board, and shall be dated March 1, 1955, and shall convey to Texas National Guard Armory Board that certain land which is the site of the present National Guard Building and which is described as follows: FIRST TRACT: All of that certain 6.46 acres of land out of the SWC of the original J. R. Hattox 100 acre subdivision of the M. Roberts Survey, Abstract No. 640, situated in Erath County, Texas, said 6.46 acres being described by metes andboundsas follows: Beginning at a point in the East Line of the J. B. Dupuy Survey, No 196, at the SWC of the above metioned 100 acre tract out of the M. Roberts Survey for the SWC of this: THENCE N30W at 333 varas the SEC of the Winters 622 acres of J. B. Dupuy Sur- vey, 377.5 varas the NWC of this in WBL of said Roberts Survey; THENCE N60E 108 varas the NEC of this; THENCE S30E 377.5 varas the SBL of said Hattox 100 acre tract; THENCE S60W 108 varas to the place of beginning, and containing 6.46 acres of land. SECOND TRACT: All of that certain 5.7 acres of land out of the J. B.Dupuy ffurvey in Erath County, Texas, described as follows. - Beginning at the S. W, corner of the Hattox 100 acre tract in the M. Roberts Survey; THENCE S60W 40 feet to the ROW line of the Stephenville-Glenrose Road, U. S. Highway No. 67; THENCET along said Highway ROW N70W 320 feet; THENCE N55-10 Min. W 360 feet to ROW line of U. S. HWY. 281; THENCE along said highway 281 ROW N 18-07W 335 feet to north line of the R. L. Ballow tract;. THENCE N60E 260 feet to East line of J. B. Dupuy Survey; TMMCE S30E 925 feet along center of road to the point of beginning and containing calculated area of 5.7 acres and being the same land as described in a deed from R. L. Ballow to the City of Stephenville recorded in Vol. 280-442 of Deed Records of Erath County, Texas. THIRD TRACT: A11 that certain 3.4 acres of land being a part of the J. B. Winters 622 acres subdivision of the J. B. Dupuy Sur- vey, Patent No. 74, Vol. 3, Abstract No. 196, situated in Erath County, Texas, and described as follows: Beginning in the EBL of the said Dupuy Survey at the SEC of the J. B. Winters 622 acre tract, and at the NEC of the second tract herein described; THENCE S60W 260 feet to the ROW line of the U. S. HWy. No. 281; THENCE along said ROW line N. 18-07W 475 feet and N. 12-14W 260 feet to the NBL of said J. B. Winters tract and SBL of the T. M. English tract; THENCE N60E 100 feet to East line of the J. B. Dupuy Survey; THENCE S30B 715 feet along the center of the road of place of beginning, and containing 3.4 acres of land, and being the same land as described in deed from J. B, Winters to the City of Stephenville, recorded in Vol. 280-485 of Deed Records of Erath County, Texas. Be it further resolved that said deed be attested with the City Seal impressed thereon by the City Secretary, Rex H. Cates." Alderman Ferguson reported that Mr. Doyle White was wanting the City to extend water mains to his property east of the City Limits on Fort Worth Highway. This matter was discussed and it was suggested that it be handled by the Water Committee. It was moved by Alderman Ferguson, seconded by 4aderman Hedrick, that the City authorize the Texas Power & Light Co. to install street lights from the Fort Worth Highway'north and west along the Morgan Mill Road to City Limits. Motion carried. Bids were opened for a new Police Car. It was moved by Alderman Clements, seconded by Alderman Hale, that the City accept Herrin Motor Company's bid of one cent per mile on a 1955 Ford Intercepter with 180 HP V► engine, Heavy Duty Radiator, Fuel & Vacuum Pump, Heavy Duty Brakes, Oil Bath Air Cleaner, Recirculating Heater & Defroster. Motion carried. It was moved by Alderman Ferguson, seconded by Alderman Hed- rick, that City Policeman Davie G. Hale and Night Radio Operator H. G. Davis be granted a $10.00 per month, each, raise in salary to become effective as of February 1, 1955. Motion carried. 1 Air conditioning in the second floor of the Fire Department 45 r was discussed by Alderman Clements. It was moved by Alderman Ferguson, seconded by Alderman Clements, that bids be prepared for aireonditioning the second floor of the Fire Department, and sealed bids to be opened at the regular meeting in April. Motion carried. City Attorney Chandler reported on the examination of the titles of the property being bought by the City in Lots 1-20 Block 71, City Addition; and Lots 1 to 4. Block 58, City Ad- dition, and suggested that a line be run and corners be es- tablished on the above described property. The City Council met in their regular session on this date with Mayor Clark presiding and the following aldermen present: J. P. Hedrick, Grover Hale, J. W. Clements, Joe T. Roach, Herman Ferguson, John Hancock and Leonard Wood. Attending the meeting were City Attorney Chandler, Water Supt. Anderson and Chief W. L. Moore. Minutes of last meeting were read and approved. Mr. Elmo White appeared before the Council requesting that they consider paving along his property in the 300 Block on Virginia St. This matter was discussed and referred to the Street Committee to be worked out. Mr. & Mrs. Joe Hurley came before the Council asking for City aid in maintaining an Old People Home. This was discussed and Mayor Clark reported that the City would be ��nahle to con- tribute toward charity with City funds. The following sealed bids were opened at this time: 1. C. C. Booth, $100.00 per acre for approximately 10 acres of the old dump ground on west side of new Farm to Mar- ket Road # 2215. 2. Ray Lum, $126.00 per acre on all of approximately 40 acres of old dump ground. 3. B. M. Pittman, $155.00 per acre for approximately 30 acres of the old dump ground property lying south of Lingle- ville Highway and east of the new stadium cut-off road. The above bids were discussed but no acti^n taken. Alderman Hedrick asked City Attorney Chandler if it was necessary for the City to carry property damage and bodily in- jury insurance on fire trucks and police cars,. Mr. Chandler reported that Fire and Police Departments are government&l function departments and that the City is not generally liable for their negligent operations. After some discussion, it was suggested that the City Secretary write Texas League of Muni- cipalities as to how many cities eax'ried property damage and bodily injury insurance oiifire and police vehicles. Alderman Hedrick reported that it had been brought to I 46 his attention that most of the playground equipment at the City Park was in need of repair. This was discussed and referred to the Park Committee. City Attorney Chandler suggested that the City should carry public liability insurance at the City Park, and after some dis- cussion it was decided that the City Secretary be authorized to secure this insurance for the park. It was mved by Alderman Clements, seconded by Alderman Hale, that bills and accounts be allowed and ordered paid. Motion car- ried. The City Council met in regular session on this date with Mayor Clark presiding and the following aldermen present: J. P. Hedrick, Grover Hale, John Hancock, Joe T. Roach, Leonard Wood, Herman Ferguson and J. W. Clements. Present, also, were City Attorney Chandler, Water Supt. Anderson and Chief Moore. Minutes of last meeting were read and approved. A committee of the Band Fan Club, with Mr. Telefub Cawyer.as spokesman, along with Mrs. E. L. Stephens and Mrs. Jack Arthur, appeardd before the Council requesting the City's aid in purchas- ing two base horns for the High School Band. This matter was dis- cussed and the following motion by alderman Wood, seconded by Al- derman Hale, that the City purchase one base horn for the band at a cost of $485.00, but not to pay for said horn until presented with invoice for same. Motion carried. Mr. John Wilkins, along with a representative of Carrier Air Conditioning, discussed with the Council their proposed bid for airconditioning the 2nd floor of the Fire Department. The following bids for airconditioning the 2nd floor of the Fire Department were opened: 1. Tunnell Sheet Metal Shop -------------- $3525,00 2. Morgan's Electric--------------------- 2690.00 (72 ton Ohrysler) Morgan's Electric--------------------- 2300.00 (5 Ton Chrysler) 3. John Wilkins Implement Co.------------ 3000.00 The above bids were discussed and it was suggested that no action be taken at the present time, but to be decided upon at a later meeting. Mr. N. D. Dixon came before the Council in regard to his wanting to build a house on Sub. 2 of Lot 5, Block 75, City Add. Mr. Dixon reported a building permit had been held up temporarily for his house due to the fact a proposed by-pass highway was to go through his property. After some discussion, it was suggested that Mr. Dixon be issued a building permit with the understanding N a� 47 n that should the proposed by-pass highway (lo through his property he would have to move. Alderman Hancock reported the large ditch running along the east side of Clinton St. needed repairing and should be covered if possible. This matter was discussed but no action taken. Alderman Clements reported the High School was wanting the City to give the west part of the old City Dump Ground for feed- ing 'and care of livestock for those students not having a suit- able place. This matter was discussed and after careful consider- ation, it was agreed for the City to keep the above mentioned land for future development since a project of this sort might dis- courage building near this property. Opening of W. Frey Street from Rome Ave. to the new Stadium cut-off Road was discussed and it was moved by Alderman Hedrick, seconded by Alderman Wood, that the City open up W. Frey Street, provided all right-of-way be given free to the City. Motion carried. Alderman Wood introduced a Resolution and moved that it be adopted. The move was seconded by Alderman Hale, and carried with it the adoption of the following Resolution: RESOLUTION Resolved, by the City Council of the City of Stephenville, Texas, that S. McNeill St., located in the Greenview Addition, shall be changed to Blakeney Street, and that Davis Street, located in the McAlister 2nd Addition, shall be changed to Croft Street, effective as of this date. It was moved by Alderman Ferguson, seconded by Alderman Clements, that the City renew insurance policies oil the Water Works Dwelling with Harry E. Braeuer Agency. Motion carried. It was moved by Alderman Hancock, seconded by Alderman Roach, that the City sell the old 1934 International Truck, located at the Water Plant, for $75.00, to Alfred Landers and be *ayable $20.00 per month. Motion carried. It was moved by alderman Clements, seconded by Alderman Hedrick, that City pay their part on a 42.9 Radio Receiver to be located in the Police Department of the new City Hall, upon receipt of invoice from Erath Co. Motion carried. Alderman Hancock discussed the immediate need of painting the old mule barn next to the Recreation Hall at the Park. No action was taken at this time. his At this time, each carry-over alderman voiced tkm*w thanks and appreciation to the out -going aldermen for their cooperation during the past year and expressed how much they had enjoyed working on the Council with them. It was moved by Alderman Clements, seconded by Alderman Ferguson, that the Council go on record saying thanks to the following out -going aldermen: Joe T. Roach, Grover Hale, Leonard Wood, and to take this means of expressing their appreciation for a job well done. Motion carried unanimously. It was moved by Alderman Clements, seconded by Alderman Hedrick, that bills and accounts be allowed and ordered paid. Motion carried unanimously. Stephenville, Texas April 7, 1955• The City Council met in called session on the above date with Mayor Clark presiding and the following aldermen present: J. P. Hedrick, John Hancock, Leonard Wood, Grover Hale and Herman Ferguson. It was moved by Alderman Ferguson, seconded by Alderman Hedrick, that the Mayor appoint a committee to canvass the City Election re- turns. The motion carried unanimously, and the Mayor appointed Alder- men Ferguson, Hedrick and Hancock and this committee reported the re- turns in order. It was then moved by Alderman Ferguson, seconded by Alderman Hale, that the election returns and payroll for holding same be ap- proved. Motion carried unanimously (said election returns being at- tached to and becoming a part of these minutes). It was moved by Alderman Hancock, seconded by Alderman Ferguson, that the City accept Morgan's Electric bid of $2690.0o to a it condi- tion the 2nd floor of the Fire Department. Motion carried unanimously. The need of a telephone at the City Golf Course was discussed by Alderman Hancock. After further discussion, it was suggested that the Park Committee talk with Mr. Art Anderson, of the Telephone Company, about a pay telephone and report back their findings at the next meet- ing.
