January 2, 1945.
The City Council of the City of Stephenville, Texas, met
in regular session on January 2, 1945, with Mayor Henry Clark
presiding, and the following aldermen present: T. R. Moore,
im. 0. Croft, C. A. McDonald, Doyle tishite, and S. E. Richard-
son.
Minutes of previous meetings were read and approved.
It was moved by C. A. McDonald, seconded by T. R. Moore,
that the Plumbers Bonds of E. E. nosey and Earl Kincaid be
accepted and approved for the year 1945. Motion carried.
Bills and accounts were read, and on a motion oy C. A.
McDonald, seconded by Vim. 0. Croft, were allowed and ordered
paid.
There being no other business at this time, the Council
stood adjourned in an adjourned regular meeting, subject to
the Mayor's call.

January 15, 1945.
The City Council of the City of Stephenville, Texas, met in
an adjourned regular meeting on January 15, 1945, with Mayor Henry
Clark presiding and the following aldermen present: Vim. 0. Croft,
T. G. Funk, S. E. Richardson, C. Cd. Bryant, and C. A. McDonald.
The Mayor stated that the purpose of the meeting was to con-
sider another roller, as the present one was inadequate. After
discussion, the Airport Committee was asked to get propositions and
submit the proposals to the Council at a later date.
Mr. Jim Jones, with the Dixie Tank & Bridge Co., came before
the Council with a proposal to repaint the overhead water storage
tank. No action was taken on this matter.
Mr. C. A. McDonald, Chairman of the Fire Committee, stated
that the floor upstairs in the boys room needed attention. After
discussion, the committee was asked to make such repairs as are
needed.
There being no other business at this time the Council stood
adjourned, subject to the mayorts call.

The City Council of Stephenville, Texas, met in an adjourned
regular meeting on January 16, 1945, with Mayor Henry Clark pre-
siding and the following aldermen present: T. R. Moore, C. W.
Bryant, Vim. 0. Croft, T. G. Funk, and C. A. McDonald.
Mayor Clark stated that the purpose of the meeting was to
consider the proposals of buying another roller. Mr. Bryant
quoted J. EIngram & Co., of San Antonio, on a new roller at
ia price of 4085.00. «fter discussion, it was moved by T. G.
Funk, seconded by FJm. 0. Croft, that J. P. nnderson and Roy
Miller be sent to Brady to inspect a roller owned by Morgan &
Co., and to purchase same subject to approval of the Council.
Iviotion carried.
There being no other business at this date, the Council
stood adjourned, subject to the Mayorts call.

The City Council of Stephenville, Texas, met in an adjourned
regular meeting on the above date, with Mayor Henry Clark presiding
and the following aldermen present: T. R. Moore, S. E. Richardson,
C. V,. Bryant, Doyle ti�hite, T. G. Funk and C. A. IcDonald.
The T.ayor stated that the purpose of the meeting was to can-
vass the votes of a special election held. in �dard # 3. The Mayor
appointed Doyle '7Jhite, T. R. Moore and S. E. Richardson as a committee
to canvass the votes and make a return, their report being as fol-
lows: Reecie R. Jones receiving 145 votes; Dr. U. V. Bessonette re-
ceiving 25 votes; and Carl Birdwell receiving 5 votes. It was moved
by T. G. Funk, seconded by C. W. Bryant, that the report be accepted
and that Reecie R. Jones be declared duly elected. Motion carried.
It was moved by T. G. Funk, seconded by S. E. Richardson, that
the following accounts be paid in full: V7ork done at airport, moving
dirt, etc. Edwin E. Stewart, dated 1/16/45, amount $439.25; Barnett
& King, dated 1/16/45, amount $682.50. Notion carried.
It was moved by `i'. R. Moore, seconded by Doyle 6<hite, that the
10 Ton Roller purchased from Morgan Construction Co. be paid for out
of the Crater Works Operating Fund in the amount of 09'2,000.00. Motion
carried.
It was moved by T. G. Punk, seconded by C. Yd. Bryant, that the
Plumbers Bonds of Homer Nix and N. Hays Anderson be accepted and
approved, and License issued. Motion carried.
The Mayor appointed Reecie R. Jones to serve on all committees
that Dan Lane was serving on before his death.
There being no other business, the Council stood adjourned sub-
ject to the Mayor's call.

The City Council of the City of Stephenville, Texas, met in
regula-r session on February 6th, 1945, with Mayor 1:enry Clark pre-
siding and the following aldermen present: 'm. 0. Croft, T. R.
Pdoore, C. V1. Bryant, Reecie Jones, S. E. -'�ichardson, C. A. McDon-
ald, and T. G. Funk.
Llinutes of previous meetings were read and approved.
Yrs. C. 0. Blakeney, I:Irs. H. A. 1,.othershed, h_rs. J. F. i�his-
enant, P:irs. B. 14. Stone, and Miss Ina ;.utchinson, as a committee
from the Twentieth Century Club, came before the Council asking
that the City consider a garbage disposal system. ILfter discussion,
the matter was referred to the Sanitary Committee for further ac-
tion.
It was moved by Reecie Jones, seconded by C. A. 1;7_cDonald, that
the annual City Election be ordered for the purpose of electing
one alderman in each of the four wards. Llotion carried.
It was moved by T. G. Funk_, seconded by S. E. Richardson, that
Mack Creswell be appointed Election Judge with Bose Reader as as-
sistant. Potion carried.
It was moved by T. G. Funk, seconded by Cain. 0. Croft, that
$3,000.00 be transferred out of the ',`dater 'Ilorks Operating Fund in-
to the City Airport Fund. Motion carried.
It was moved by C. A. 1!cDonald, seconded by T. G. Funk, that
the Mayor be authorized to sign a deed to a 200 acre tract of lard
known as the old airport, and that Mir. Fount Taylor be paid a fee
of 5% in the amount of �150.00 for the sale of same. Motion car-
ried.
It was moved by C. 1. Bryant, seconded by S. E. Richardson,
that the City Secretaryts salary be raised $20.00 per month ef-
fective this month. Motion carried.
Reecie Jones, Chairman of the Park Committee, stated that
some extra help might be needed in the arrangement for the Here-
ford show to be held next week. The Park Committee was given
authority to make best plans possible.
Iir. Bryant gave a short report on the estimated cost of the
airport including two runways, soding, leveling, etc.
Bills and accounts were read and on a motion by T. R. Yoore,
seconded by Reecie Jones, were allowed and ordered paid.
There being no other business at this date, the Council stood
adjourned in an adjourned regular meeting, subject to the I`.ayorts
call.

RESOLUTION
On the 6th day of February, 1945, at a regular meeting of
the City Council of the City of Stephenville, among other business
there came on to be considered the matter of a sale by the City of
Stephenville of that certain 198.2 acres of land, more or less, con-
veyed to the City by Mrs. Olivia S. Scarborough and husband, T. 111, }
Scarborough, in deed dated June 7, 1940, recorded in Volume 263 at U
pages 383 et seq. of the deed records of Erath County, Texas, and
it appearing that said land may be sold to H. H. Crank for the ag-
gregate consideration of Three Thousand (tir3,000.00) Dollars, being
the assumption of indebtedness secured by a lien on such land of
Six Hundred Sixty -Five (;656.00) Dollars to the Federal Land Bank
of Houston, Texas, the payment of the sum of One Thousand Five Iiun-
d'red. Thirty -Five (�11535.00) Dollars in cash and the execution and
delivery to the City of Stephenville of a promissory vendor's lien
note in the sum of Eight Hundred (�800.00) Dollars of even date with
the deed conveying such property and bearing interest from its date
at the rate of six per cent (6%) per annum. Due discussion was had
by members of the Council with reference to the making of such sale,
and after due deliberation it was moved by Alderman C. A. ycDonald,
and seconded by Alderman T. G. Funk, that the following resolution
be passed:
RESOLVED that the City of Stephenville by deed executed by the
R;ayor and attested by the City Secretary convey 196.2 acres of land,
more or less, described in deed to said City dated June 7, 1940, re-
corded in Volume 263 at pages 383 et seq., to H. H. Crank for the ag-
gregate consideration of Three Thousand ($3,000.00) Dollars, being
the assumption of Sir, Hundred Sixty -Five ($656.00)Dollars to the Fed-
eral Land Bank at Houston, Texas, the payment of One Thousand Five
Hundred Thirty -Five (01,535.00) Dollars in cash and the execution to
the City of Stephenville of one promissory vendor's lien note in the
principal sum of Eight Hundred ($800.00) Dollars, of even date with
such deed, due one year from its date.
Such motion being put to a vote, it carried unanimously.

The City Council of Stephenville, Texas, net in an adjourned
regular meeting on the above date, with Mayor Henry Clark presiding
and the following aldermen present: T. R. i,.00re, Reecie Jones, C. W.
Bryant, T. G. Funk and 'cum. 0. Croft.
Mr. J. 1u. McCutcheon, resident engineer, presented a Resolution
regarding traffic regulation on U. S. highway # 377, as known in the
City Limits as Viashington Street. After discussion, it was moved by
T. G. Funk, seconded by Reecie Jones, that the resolution be passed
and the Llayor be authorized to sign same. I+otion carried.
Blanche Davis, hater Collector, came before the Council asking
for a raise in salary. «fter discussion, the matter was deferred for
a later meeting.
The contract between the City of Stephenville and the 1-;ater
Service Company,of Dallas, Texas, to paint the overhead water tank,
in the amount of $594.00 was discussed. It was moved by T. G. Funk,
seconded by T. R. Moore, that the contract be accepted and approved.
Notion carried.
There being no other business at this date, the Council stood
adjourned, subject to the Mayor's call.

The City Council of the City of Stephenville, Texas, met in
regular session on March 6, 19,5, with I::ayor Henry Clark presiding
and the following aldermen present: Reecie Jones, C. '+:. Bryant,
T. R. I.00re, C. A. LeDonald, Doyle --hite, T. G. Fun!, and im. 0. Croft.
Llinutes of previous meetings were read and approved.
I:Ir. B. '•.. Huffman came before the Council for Commissioner Harve
Boyd in connection with the graveling of the road to the airport. P,.r.
Boyd was asking that the City bear part of the expenses which .,.,as
about r;400.00. .,-fter discussion, it was :roved by T. G. Funk, seconded
by Doyle 6lhite, that the CitIT accept Y:r. Huffman's statement, but that
the matter be deferred for a later date awaiting an itemized state-
ment,from L1r. Boyd. i,otion carried.
I+Irs. rlufus Taylor asked that the Council be notified about the
drainage going -.cross her Property into the Iiiethodist Branch. This
matter was referred to the Street Committee.
Joseph A. Chandler gave a short report of the i':ttorney General's
opinion concerning the assessment of the South:°re stern Peanut Growers
Association of Gorman, Texas, who had peanuts stored at the City Park
and in the opinion the peanuts were not taxable.
The renewal of the liability insurance policy on the new fire
truck was discussed and on motion by heecie Jones, seconded by Doyle
C,'hite, the matter was referred to the Finance Committee for the in-
vestigation of a fleet policy. Notion carried.

seconded by T. R. Loore, were alloyed and ordered naid.
There being no other business at this time, the Council

,-rs. Joe B. Frey appeared before the Council as' the City
to aid her in some gray in controlling the big van traffic doing
dar:.age to her garage when pa.ssinC, through the alley on the r_orth
side of her property. This matter was referred to the street com-
mittee.
The >-n_ ual City election was held on i,pril 3, 1945, and after
canvcass.ng the r turr_s it was found that each of the following can-
didates received 33 votes each: iieecie Jones, T. R. l,:oore, C.
ICcDonald and S. E. Richardson. It was moved by C. ,. Bryant, seconded
by ':;ra. 0. Croft, that the above four were duly elected. I:otion car-

TO THE HONORABLE CITY COUNCIL .
CITY OF STEPHENVILLE
The Applicant, A. C. Robbins, is now'the owner of a permit
and franchise for the operation of the bus line within the cor-
porate limits of the City of Stephenville, which permit was
granted originally by this body to W. D. Snow. The application,
notice, hearing and franchise is set out in Book D. at page 286
of the Minutes of this Council and are referred to and made a
part hereof. Thereafter, on the 5th day of April, 1932 this
Council authorized the purchase, and transfer of said franchise
by W. D. Snow to Fred Winn, and on the 4th day of June, 1935,
this Council authorized the purchase, transfer and assignment
of this permit and franchise by Fred Winn to A. V. Roberson.
Subsequently in the year 1941 this City Council authorized and
permitted the transfer of this franchise from A. V. Roberson
to A. C. Robbins. The said franchise was amended on the
application of A. C. Robbins so as to enlarge and specifically
set out the routes to be followed by this Council in the year
1942.
The Applicant, A. C. Robbins, hereby makes application
for permission of this Honorable Council to transfer and assign
said permit and franchise to J. W. Shannon of Stephenville, Texas,
who is purchasing said bus line from the applicant, and to retain
and take a Vendor's and Chattel Mortgage Lien thereon securing
a $J:,000.00 purchase money note executed by J. W. Shannon.

On the 3rd day of July , 1945, the City Council of the
City of Stephenville, being in regular session, with a quorum
present, there came on to be heard and considered by the Coun-
cil the Application of A. C. Robbins for permission to sell;
transfer and assign his permit and franchise for the operation
of a bus line within the corporate limits of the City of
Stephenville; and to retain and take a Vendor's and Chattel
Mortgage Lien against said franchise securing the payment of
a $4,000,00 purchase money note to be executed by the purchaser,
J. W. Shannon; and after due consideration and discussion of said
application by the City Council, action was taken upon said
application.
It was moved by Alderman T R P'onrr and seconded by
Alderman .o.rrnf� that said application be granted,
and that the said A. C. Robbins be authorized to bargain, sell,
assign and transfer this permit and franchise to J. W. Shannon;
and to retain and take a Vendor's and Chattel Iviortgage Lien
against said franchise securing the payment of $4,000,00 purchase
money note to be executed by J. W. Shannon; the question being
called for, was put to a vote and carried unanimously.
Said application is therefor granted, and A. C. Robbins is
hereby authorized to bargain, sell, assign and transfer said per-
mit and franchise to J. W. Shannon, and to retain and take a
Vendor's and Chattel Mortgage Lien against said franchise to se-
cure a purchase money note for $4,000,00 to be executed by d. W.
Shannon, and after such transfer and assignment is made the said
J. W. Shannon will be recognized as the owner and holder of said
permit and franchise as fully and to the same extent as was A. C.
Robbins; subject to the Vendor's and Chattel Mortgage Lien.

placed, together with the seal of the City of Stephenville this

The City Council of the City of Stephenville, Texas, met in
regular session on the above date with Mayor Henry Clark presiding
and the following Aldermen present: C. A. McDonald, C. W. Bryant,
T. R. Moore, Reecie Jones, T. G. Funk and Wm. 0. Croft.
Minutes of previous meetings were read and approved.
Mr. Bryant stated that the airport runways were in bad con-
dition. Mr. Alford was asked to read a letter from the C. A. A.
concerning general maintenance of the runways. After discussion,
it was moved by C. A. McDonald, seconded by T. R. Moore, that the
runways be mowed and proper drainage be made. Motion carried.
It was moved by T. G. Funk, seconded by C. W. Bryant, that
$2000.00 be transferred out of the Water Works Operating Fund in-
to the Airport Fund. Motion carried.
The 1945-46 Annual Budget was discussed after which it was
moved by T. G. Funk, seconded by C. W. Bryant, that the Budget be
approved as outlined and that the City Tax Rate be set at $1.25
on the $100.00 valuation. Motion carried.
It was moved by C. W. Bryant, seconded by C. A. McDonald,
that John Tarleton College pay .18� per 1000 gallons for water
starting with the November reading. Motion carried.
The annual audit was discussed and it was moved by Reecie
Jones, seconded by Wm. 0. Croft, that Mr. W. F. Turner be hired
to audit the City Books at a fee of $200, same as last year.
Motion carried.
` It was moved by C. A. McDonald, seconded by T. R. Moore,
that the City Attorney file condemnation proceedings for Highway
right-of-way loop # 281, on M. M. Hayden property, known as Block
#76, City Addition. Motion carried.
It was moved by C. A. McDonald, seconded by Reecie Jones,
that Joseph A. Chandler contract for collecting delinquent taxes
be extended for another year at the same fee, 10,% for suits un-
filed and 15% for suits filed. Motion carried.
It was moved by Reecie Jones, seconded by C. A. McDonald,
that C. E. Moser's plumbers bond be accepted and approved, also
license issued. Motion carried.
It was moved by C. IV. Bryant, seconded by Reecie Jones, that
J. L. Day's salary be raised to $15.00 per month. Motion carried.
Mr. Winters, of the Alas Chalmers Co., met the Council solicit-
ing business.
Mr. Croft stated that he had heard some criticism concerning
the weekly dances at the City Recreation Hall.
Bills and accounts were read and on motion by T. R. Moore,
seconded by C. A. McDonald, were allowed and ordered paid.
There being no other business at this time, the Council stood
adjourned.

The City Council of Stephenville, Texas, met in an adjourned
regular meeting on September 26, 1945, with Mayor Henry Clark pre-
siding and the following aldermen present: C. A. McDonald, T. R.
Moore, Doyle Whites Wm. 0. Croft, and T. G. Rink.
The Plumbers Bond of A. J. Holder was presented and it was
moved by C. A. McDonald, seconded by Wm. 0. Croft, that the bond
be accepted and approved and license issued. Motion carried.
The 1945 City Tax Roll was presented by the City Secretary
and it was moved by T. G. Funk, seconded by C. A. McDonald, that
the roll be accepted and approved. Motion carried.
A committee from the American Legion came before the Council
asking permission to have a carnival at the City Park. Spokesman
for the Legion committee was Bob Pittman, with W. A. Beene and S. E.
Pilgrim. They stated that the Legion was to get a percent of the
receipts taken by the carnival and were going to use same to improve
the Legion Hall east of town. The Mayor stated that the City had an
ordinance prohibiting carnivals to set up in the City Park. After
discussion, it was moved by C. A. McDonald, seconded by T. R. Moore,
that the City suspend action and allow the carnival to operate in the
City Park for this one occasion. Motion carried.
There being no other business at this date, the Council stood
adjourned.

The City Council of the City of Stephenville, Texas, met in
regular session with Mayor Henry Clark presiding and the following
aldermen present: S. E. Richardson, T. R. Moore, Reecie Jones,
T. G. Rink, Wm. 0. Croft, C. A. McDonald, and Doyle White.
Minutes of previous meetings were read and approved.
Mr. Roy Stafford, a member of the Hereford Association, came
before the Council asking the City to repair the old pavilion at
the City Park for the future meetings of the Association. After
discussion, it was moved by T. G. Flank, seconded by S. E. Richardson,
that the City pay all expenses for the remodeling of the old pav-
ilion under the supervision of the Hereford Committee, and the Mayor
be authorized to appoint a Committee to work in any capacity needed.
Motion carried. The Committee appointed were T. R. Moore, T. G. Funk,
and S. E. Richardson.
A petition was presented asking for a street light on Race St.,
near the Church of God. The matter was referred to the Street Com-
mittee.
City Attorney Joseph A. Chandler stated that he had had a reply
from two heirs in the M. M. Hayden condemnation suit. After discussion,
it was moved by T. G. Funk, seconded by C. A. McDonald, that the City
offer the Hayden heirs $250 as damages for the Highway right-of-way
across Block 76, City Addition. Motion carried.

.C. A. McDonald stated that the Fire Boys would submit plans,
etc., for a kitchen to be installed in the Fire Hall.
J. P. Anderson, Water Supt., stated that Mr. Dick Smith wanted
a 2 inch line with a 2 inch meter installed for a spray system over
his yard. After discussion, the wish was not granted due to short-
age of material and labor.
Bills and accounts were read and on motion by C. A. McDonald,
seconded by Wm. 0. Croft, were allowed and ordered paid.
There being no other business at this time, the Council stood

date set for November 12th at 7:30 P. M. at the City Hall.
It was moved by T. G. Funk, seconded by C. W. Bryant, that
J. E. Lookingbill Jr. plumber bond be accepted and approved and
license issued. Motion carried.
It was moved by T. G. Funk, seconded by C. W. Bryant, that
Joseph A. Chandler, City Attorney, be authorized to enter condem-
nation suits against J. R. Roberts on Lots 9-10-11 Belmont Addition,
and on J. A. Maxwell on 39 acres out of Block 75, City Addition, for
Bighway right-of-way purposes in Loop # 281. Motion carried.
It was moved by C. A. McDonald, seconded by S. E. Richardson,
that Mr. Chandler file condemnation suit on M. M. Hayden heirs on

The City Council of Stephenville, Texas, met in regular
session on the above date with Mayor Henry Clark presiding, and
the following aldermen present: C. W. Bryant, Doyle White, S. E.
Richardson, T. R. Moore, T. G. Funk, Reecie Jones and C. A.McDonald.
Minutes of previous meetings were read and approved.
Mrs. Burton Neese, a representative for the Girl Scouts, came
before the Council asking for the use of the lot west of the Rec-
reation Hall to erect a scout building. After discussion, it was
moved by T. G. Funk, seconded by C. W. Bryant, that the Mayor be
authorized to appoint a committee of three to help in locating a
place for the Girl Scout building. Motion carried. Committee
appointed: S. E. Richardson, C. W. Bryant and T. G. Funk.
Prof. J. B. Merrill appeared before the Council asking for
traffic lights on West Washington Street in front of the Ward and
Junior High Schools, also the use of the City Recreation Hall for
school basket ball practice, starting about January lst.
Mr. Merrill also stated that the school had hired Mr. Logan
as a band teacher. After discussion, it was moved by T. G. Funk,
seconded by Doyle IVhite, that the City supplement the school out
of the City Band Fund in the amount of $1300, $500 to be paid as
salary for one year and $500 to buy band equipment. Motion carried.
Dean E. J. Howell, Hal C. Doremus and A. M. McMahan, a committee
from John Tarleton College, came before the Council asking that the
City consider leaving the college water rate at 15� per thousand
gallons, and that they would appreciate a notice of change one year
in advance so that they might enter same into their yearly budget.
After discussion, no change in the previous action of 1" per thous-
and gallons was taken.
B. I11. Stone and C. D. Barnett, a committee for the Fire Boys,
stated that it would take about $300 to equip a kitchen in the Fire
Hall. It was moved by S. E. Richardson, seconded by Doyle Vdhite,
that the boys be allowed to purchase kitchen equipment in the amount
of $300. Motion carried.
Mr. W. B. Hale appeared before the Council asking for consider-
ation in a drainage system of the Bassell and Holliman property.
It was moved by T. G. Funk, seconded by C. A. McDonald, that the
annual audit, as prepared by W. F. Turner, be accepted, approved, and
the charge of $200 be paid. Motion carried.
Reecie Jones stated that Mrs. Jennie Moss and Mrs. Paige Harrell
wanted to sell the back part of their lots to the City for $2500.
The question of marking streets and numbering houses for free
mail delivery was discussed. It was moved by C. W. Bryant, seconded
by Reecie Jones, that the Mayor appoint a committee to make investi-
gation as to the requirements from the postal department and to con-
sult an engineer for the cost, etc., and to report back at a later
meeting. Motion carried. Committee appointed: T. G. Funk, S. E.
Richardson and Doyle 6hite.
It was moved by C. A. McDonald, seconded by S. E. Richardson,
that the City pay Mrs. Jimmie d'hite the appraisial amount of $750
in Condemnation Suit # 2949. Motion carried.
Mr. Paul Alford, airport manager, stated that his contract
would expire on December 31, 1945.
Bills and accounts were read and on a motion by T. H. Moore,
seconded by S. E. Richardson, were allowed and ordered paid.

The City Council of the Gity of Stephenville, Texas, met in an
adjourned regular meeting on November 12, 1945, with Mayor Henry Clark
presiding and the following aldermen present: Doyle V+hite, C. W. Bryant,
S. E. Richardson, T. R. Moore and Vim. 0. Croft.
The Mayor stated that the purpose of the meeting was to hear the
citizens pertaining to zoning the City of Stephenville.
Mrs. J. F. Vlhisenant, a representative from the Twentieth Century
Club, presented a petition with 32 club member names soliciting the
Council to pass a zoning ordinance.
Mrs. E. J. Howell and Miss May Jones, representatives from the
Campus Club, stated that their club members were for a zoning ordinance.
Miss Lucy King and Mrs. Arch Evans, representatives from the Music
Club Istatq& the club members were for zoiaing. Also Mrs. Hal Thomas from
the Study Club stated that the club members were for zoning ordinance.
Mr. Hal C. Doremus, head of the engineering department of John
Tarleton College, presented a map of the City outlining two types of
zoning, residental and business types.

The City Council of the City of Stephenville met in a called
session on the above date, with Mayor Henry Clark presiding and the
following aldermen present: S. E. Richardson, C. W. Bryant, T. R.
Moore, Wm. 0. Croft, Doyle �Ihite, Reecie Jones, C. A. McDonald and
T. G. Funk.
Joe Spindor came before the Council asking that all meat used
by the City be inspected. idr. Spindor stated that he would make
_ arrangement for the paying of such inspection. The Sanitary Committee
was to make investigation and report back at a later meeting concerning
this matter.
Chas. Ross, a member of the fire department, appeared before the
Council stating that the department was soliciting the City to pass
a wireing ordinance. This matter was referred to the Fire Committee.
Mr. Ross also asked that the City make investigation about a crossing
over the railroad on West McNeill St.
The Mayor stated that the purpose of the meeting was to consider
hiring Mr. Paul J. Alford for another year. Mr. Alford gave a report
on the financial income to the airport since opening day, May 17, 1945,
and ask that the City give him a contract for two years. After various

The mayor stated that a man had approached him about buying the
southwest 120 x 125 feet of Lot F, Block 8, City Addition, for a
business.
Mr. Funk stated that his committee was making progress on house
humbering and free mail delivery.
The contract between the City and John Tarleton College w4s read
by the Mayor and it was moved by C. W. Bryant, seconded by S. E. Rich-
ardson, that the Mayor and City Secretary be authorized to sign the
contract as read. Notion carried. (copy hereto attached).

ing and the following aldermen present: T. R. Idoore, S. E. hichard-

city water extended from the airport to the E. C. 'minters place. This
wish was not granted.

The Yayor stated that the purpose of the meeting was to hear the
the following group of business men: hrch Evans, H. Ic:. Everett, Gabe
Lewis and Hal C. Doremus.
T'hiis committee explained that Tarleton College has a chance to
handle a project of 200 G. I. single boys in barracks and 100 married
persons which would take about 50 houses. The committee was asking
that the City agree to serve the 50 houses with sewage and water, also
make all weather streets and sidewalks. Two sites were mentioned, the
C,'. D. tc=ilister farm north of the Lirgleville Road and the Don King
tract Imown as the old airport.
After various discussions, it was moved. by Reecie Jones, seconded
by T. G. Funk, that the City meet the College requirements and that the
rents be prorated according to the expense paid out by the Collegeand
the City of Stephenville. Ir'_otion carried.

the Ordinance and Contract on Highway 281 (Loop) around the City. After
discussion, it was moved by T. R. Moore, seconded by Doyle 4+hite, that
the Ordinance and Contract be accepted and approved and that the Mayor

A resolution making the City liable for the impounding of water
on the M. K. Hayden tract was presented by City Attorney, Joseph A.
Chandler. After discussion, it was moved by C. W. Bryant, seconded by
T. G. Funk, that the resolution be accepted and approved and that the
Mayor and City Secretary be authorized to sign same. Motion carried.
MEMORANDUM FOR RESOLUTION AND LETTER ABSOLVING STATE
HIGIN°AY DEPARTMENT FROM LIABILITY FROM IMPOUNDING OF
WATER ON M. M. HAYDEN ESTATE LANDS FROM CONSTRUCTION
OF U. S. HIGHWAY 281 (LOOP).
RESOLVED:
The City of Stephenville assumes the liability for all claims,
demands and actions that may be asserted because of the lake or
pond resulting from natural drainage impounding waters on the M. M.
Hayden tract of land being Block 76 in the City of Stephenville,
because of the construction of U. S. Highway 281 (Loop) by the
Texas State Highway Department; and the City of Stephenville will
hold harmless and indemnify the State of Texas and the State High-
way Department from any and all such claims, demands and actions
that may be made, asserted or filed.

Reecie Jones, Chairman of the Park Committee, stated that the
4H Clubs boys wanted to have a calf and hog show sometime in March,
and that they needed some lumber for hog pens. After discussion,
it was moved by T. G. Funk, seconded by Wm. 0. Croft, that Mr. Moaar
be instructed that if he would purchase the lumber for the pens the
City would pay for same. Motion carried.
The Sewer Committee gave a short report on their trip to Cole-
man and Brownwood, concerning garbage and sewage disposal systems.
After various discussions, it was moved by C. W. Bryant, seconded
by T. G. Funk, that the Sewer Committee and Street Committee work
together and make plans at an early date to purchase equipment to
install garbage disposal system. Motion carried.
The Mayor stated that Tarleton College was making plans for
a Trailor Housing project at the Hunnewell Park for the G. I's.
Doyle White reported that a Thompson boy was interested in the
management of the airport and would consider a proposition without
any cost to the City other than free house rent and all utilities
paid. The matter was referred to the Airport Committee.
