City of Stephenville - City Council
Tuesday, March 3, 2015, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on March 3, 2015, at 5:30 p.m., in
the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code,
Vernon's Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, March 3, 2015, by Mayor Weldon. Weldon thanked the Stephenville
Police Department and the Erath County Sheriff's Department for coordinating and
preserving operations during the State of Texas v. Eddie Ray Roth trial. He specifically
recognized SPD Lieutenants Don Miller and James Gresham for organizing and
coordinating trial security.
Mayor Weldon also announced that he will be signing a proclamation designating next
week as Poison Prevention Week. He reminded citizens to safeguard household
chemicals and other poisonous items.
II. Citizens' General Discussion. No one came forward to address the council.
III. PLANNING AND ZONING COMMISSION
A. PUBLIC HEARING to consider adopting Ordinance No. 2015-03 Amending Section
6.1 Neighborhood Business District B-1: 6.1.1)(2) Height, Area, Yard and Lot
Coverage Requirements
Mayor Weldon opened a public hearing, and Planning and Building Services Director
Judy Miller introduced this item and stated that the Planning and Zoning Commission
recommends approval of this amendment.

Speaking in Opposition of Amendment: No one.
Mayor Weldon closed the public hearing.
MOTION by Russ McDanel, second by Sherry Zachery, to adopt Ordinance No. 2015-
03. MOTION CARRIED.
B. Consider Approval of the Preliminary Plat of Golf Country Estates 11, being 14.551
acres of land out of the Jarrett Menefee Survey, Abstract No. 520, Erath County,
Texas
Judy Miller presented this plat and reported that the P&Z Commission recommends
approval provided that the developer/owner complies with the Parkland Dedication
Ordinance. Miller reported that this area is composed of 48 lots and will be
developed with R-1, single-family homes.
MOTION by Russ McDanel, second by Alan Nix, to approve the preliminary plat of
Golf Country Estates 11. MOTION CARRIED.
IV. PERSONNEL COMMITTEE REPORT
A. Financial Benefit Services —Employee Benefit Consultant. The committee received a
briefing from the consultants and will return with benefit plan proposals for council
action.
B. Consider Approval of Proposal with Management Partners/PW Consulting for
Staffing Study.
MOTION by Alan Nix, second by Doug Svien, to approve the proposal of Management
Partners/PW Consulting to conduct a staffing study at a proposed cost of $29,900.
MOTION CARRIED by unanimous vote.
C. Consider Approval of Car Allowance Policy.
MOTION by Doug Svien, second by Sherry Zachery, to approve the addition of Section
11.22 Car Allowance and Section 11.23 Mileage Reimbursement to the Employee
Handbook. MOTION CARRIED.
V. COMMUNITY SERVICES COMMITTEE REPORT --Consider Approval of Rule and Rate
Changes for Splashville for 2015, including season pass and party packages
MOTION by Brady Pendleton, second by Alan Nix, to adopt rate changes for Splashville
as set out below. MOTION CARRIED.

VI. Consider Approving Application of Kim Benestante for Appointment to the Library
Advisory Board —Sherry Zachery, Chairperson of the Nominations Committee
MOTION by Sherry Zachery, second by Russ McDanel, to appoint Kim Benestante to the
Librady Advisory Board. MOTION CARRIED.
VII. CONSENT AGENDA
MOTION by Russ McDanel, second by Brady Pendleton, to table Item A and approve
Item B of the Consent Agenda. MOTION CARRIED.

B. Approve Resolution No. 2015-03 for Grant Application for Body Camera Program
Vill. Comments by City Administrator
City Administrator Bridges announced that the Finance Committee will meet on
Monday, March 9, at 5:30 p.m.
IX. Comments by Council members
Mayor Weldon thanked those citizens who have filed to run for city council. He also
asked for prayers on behalf of all the first responders who stand ready to protect our
rights, our lives, and our property.
X. EXECUTIVE SESSION. At 6:07 p.m., Mayor Weldon recessed the open portion of the
meeting, and council went into executive session in compliance with the provisions of
the Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas
Codes, Annotated, in accordance with Sec. 551.071(a) Consultation with Attorney;
pending or contemplated litigation-- Frank Reed and Mary Winona Casselman v. City
of Stephenville, Cause No. CV32352, District Court of Erath County, Texas
Council reconvened in open session at 6:35 p.m.

XI. Action taken on matters discussed in executive session
MOTION by Doug Svien, second by Sherry Zachery, to authorize the city administrator to
enter into a negotiated settlement as set out in the "Confidential Settlement
Agreement' in this case. MOTION CARRIED.
XII. Adjourn
MOTION by Alan Nix, second by Jerry Warren, to adjourn the meeting. MOTION
CARRIED at 6:36 p.m.
