MINUTES OF COUNCIL WORK SESSION
City of Stephenville - City Council
Tuesday, November 14, 2017, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on November 14, 2017, at 5:30 p.m.,
in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Council Work
Session, with the meeting being open to the public and notice of said meeting, giving the date, time, place
and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:

Council Work Session
Mayor Weldon called the work session to order at 5:30. The order of agenda was changed so
that HOT funds and tourism could be discussed together.
Asset Management Plan Update
Tim Wentrcek, graduate student at the University of Texas in Arlington, introduced council to the
Asset Management Plan (AMP) project being developed as a capstone project by graduate
students in the Public Administration program. Phase I of the project was discussed. The
capstone group will update council again in December.
III. Presentation by the Texas Hotel & Lodging Association
A presentation was given by Brian Sullivan, Texas Hotel and Lodging Association (THLA) Attorney,
and Robin Clinker, Director of Marketing and Membership, THLA. Mr. Sullivan covered the nine
categories of acceptable uses for Hotel Occupancy Tax funds and answered questions from the
council. Jeremy Allen, Deputy City Administrator, will follow up with Ms. Clinker about
membership in the THLA.
The mayor called a 5-minute recess. The meeting reconvened at 7:06.
IV. Visitor Center / Tourism Discussion
Carla Trussell gave a presentation to the council, showing how surrounding towns are advertising
for tourism. Ms. Trussell had prepared a proposed timeline for implementation of a city -run
tourism center. Council discussed the logistics and budget of the city creating a tourism director
position. A resolution creating a Tourism and Visitor Bureau will be presented at the December
meeting. Staff will work on budget, job description, and other details needed for implementation
of a tourism bureau to be presented to council January.
