City of Stephenville
Special City Council Meeting
Thursday, May 17, 2018 at 5:30 PM
The City Council of the City of Stephenville, Texas, convened on Thursday, May 17, 2018, at 5:30 PM, in the
City Hall Training Room, 298 West Washington Street, for the purpose of a Special City Council Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes
Annotated, with the following members present, to wit:

I. Call to Order
Mayor Doug Svien called the meeting to order. Council member Pendleton was not present at
the beginning of the meeting, but arrived before the first vote was taken.
II. HOTEL OCCUPANCY TAX FUNDS
1. Consider Approval of Hotel Occupancy Tax Fund Application from the Stephenville
Historical House Museum - Centergrove School Restoration
A request was received for $24,000 to restore the Centergrove School from the
Stephenville Historical Museum. Julie Smith, Tourism and Visitor Board Manager, and
Allen Barnes, City Administrator, indicated that this application is eligible for HOT funds
under the "Historical Preservation" criterion.
Diane Wilson, President, Stephenville Historical House Museum, was present to answer
any questions. Ms. Wilson stated that the Stephenville Historical House Museum has
begun tracking outside visitors to the museum and there have been 96 "heads in beds"
from February to May. Ms. Wilson believes that there may be more because that
information was not gathered during the plant fair.
The request for $24,000 is in addition to money that the city has already budgeted to the
Stephenville Historical House Museum.
Carla Trussell abstained from voting because she is a member of the Stephenville
Historical House Museum Board.
MOTION by Rhett Harrison, second by Sherry Zachery, to approve the application from
the Stephenville Historical House Museum in the amount of $24,000.
CARRIED by unanimous vote, with Carla Trussell abstaining.
2. Consider Approval of Hotel Occupancy Tax Fund Application from Stephenville Parks
and Recreation Department for Texas Amateur Athletic Federation State Volleyball
Tournament
Stephenville Parks and Recreation will be hosting the 2018 TAAF State Youth Volleyball
Tournament on June 1-3. Jen Basham, Director of Community Services, said that she is
anticipating 50 teams, with 90% of the teams staying two nights in hotels. The amount
requested will cover SPARD's expenses associated with the tournament such as facility
rentals and personnel costs.
MOTION by Carla Trussell, second by Brady Pendleton, to approve the expenditure of
HOT funds in the amount of $10,000.
There was a question about the reduction in the amount. It was explained that the
application was made in order to transfer the cost burden from the General Fund to the
HOT Fund.
MOTION by Brady Pendleton, second by Carla Trussell, to amend the original motion by
f 1 striking $10,000 and replacing it with $13,150. MOTION CARRIED by unanimous vote.
MOTION by Carla Trussell, second by Brady Pendleton, to approve the HOT fund
application in the amount of $13,150.
CARRIED by unanimous.
3. Consider Approval of Hotel Occupancy Tax Fund Application for Texas Steak Cook -Off
Julie Smith, Tourism and Visitor Bureau Manager, stated that the Chamber of Commerce
has historically awarded $1,000 to the Texas Steak Cook -Off. Hico does not have the
hotels available to accommodate the spectators and registrants, so and estimated 200
hotel rooms are used during the event. Council member Pendleton expressed concern
about Stephenville advertised, and Ms. Smith assured the council that advertising for
Stephenville is already in place.
MOTION by Mark McClinton, second by Sherry Zachery, to approve the HOT application in
the amount of $1,000 made in two payments, one half up -front and the other half after
verification.
MOTION CARRIED by the following votes:
Ayes: Mark McClinton, Sherry Zachery, Brady Pendleton, and Carla Trussell
Noes: Rhett Harrison, Brandon Huckabee, and Alan Nix

1. Consider Approval of Community Services Reorganization
This item was removed from the agenda by Mayor Svien.
IV. Planning and Development
1. Pro-Rata Policy
This item is for discussion only and will be brought before council for action in June. Staff
presented for council input an ordinance that would remove the city's pro-rata policy; this
would not affect any private pro-rata agreements.
Former council member Scott Evans, 250 Bridal Path, addressed the council in opposition
of removing the pro-rata policy.
V. Nominations
City of Stephenville Mission Statement, Vision Statement, Core Values
Allen Barnes, City Administrator, presented the council with proposed mission statement,
vision statement, and core values that were created by the city's newly -formed
Innovation Team. Mr. Barnes will bring these to council for their official approval in June.
2. Vacancy on Board of Adjustment
The council will begin taking applications which will be brought before the Nominations
Committee for review in June.
VI. Adjourn
The meeting was adjourned at 6:53 p.m.
