City Council Work Session
Tuesday, March 20, 2018 at 5:30 PM
The City Council Work Session of the City of Stephenville, Texas, convened on Tuesday, March 20, 2018, at
5:30 PM, in the City Hall Training Room, 298 West Washington Street, for the purpose of a City Council Work
Session with the meeting being open to the public and notice of said meeting, giving the date, time, place
and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:

Call to Order
The meeting was called to order at 6:14 p.m.
II. Request by Habitat for Humanity for Waiver of Landfill and Permitting Fees
Jeremy Allen, Deputy City Administrator, and Habitat for Humanity presented council with a
request to waive fees for their current project. Staff estimated the cost as $1,200-$1,500. The
waiver will be brought back to council in April for formal action.
III. Employee Benefits Proposal
Monica Leatherwood, Financial Benefit Services, joined the meeting via phone call. Council was
presented with the cost of the current plans, as well as an additional plan that would be available
as a buy -up option for employees. Action will be taken in April.
IV. Proposed Amendment to Records Ordinance
Staci King, City Secretary, and Jason King, Chief of Police, presented the proposed ordinance to
council. This ordinance will allow a time limit to be set for repeat requestors under the Texas
Public Information Ad. The proposed ordinance will be brought to council for action in April.
V. Proposed Ordinance Regarding Regulation of Recreation and Amusement Redemption
^ Machines
Jeremy Allen presented the proposed ordinance to council. Mayor Weldon asked that staff look
into the coin -operated machine tax that is referenced on the State Comptroller's website to see if
that is something that could be added to the ordinance. Staff will bring the amended ordinance
to council for action in April.
VI. Funding for Texstar Ford Summer Concert Series
Jeremy Allen presented council with information regarding the current funding of the Texstar
Ford Summer Concert Series. Currently, the city has been allocating almost 30% of Hotel
Occupancy Tax Funds between the concerts and the Cross Timbers Fine Arts Council contract; this
is not allowed under the HOT expenditure guidelines. Staff will work together to find creative
ways to fund both within the confines of the statute.
VII. Mid -Year Budget Adjustments
Monica Harris, Finance Director, presented council with budget adjustment requests. Council will
be asked to approve these adjustments in April.
Vill. Review of Statement of Qualifications Rankings and Recommendations
RFQ rankings were discussed and staff was directed to solicit master service agreements with
HDR, Freese and Nichols, Pacheco -Koch and Kimley-Horn firms to provide professional
engineering services for various stormwater improvement and pavement and utility improvement
projects.
RFQ rankings for the Garfield ground storage tank rehabilitation project were discussed. Staff was
directed to negotiate a service agreement with Tank Industry Consultants, Inc.
This item will be referred to the public works committee for follow-up.
IX. City Administrator's Contract
Allen Barnes, City Administrator, requested that two members of the personnel committee sit
down with him to discuss changes to his contract. Mark McClinton and Sherry Zachery
volunteered to do so.
