HomeMy WebLinkAbout2018-01-11 - Special City CouncilTE*AS Special City Council Meeting Thursday, January 11, 2018 at 5:30 PM A Special Council Meeting of the City of Stephenville, Texas, convened on Thursday, January 11, 2018, at 5:30 PM, in the City Hall Training Room at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Kenny Weldon Council Member Mark McClinton Council Member Carla Trussell Council Member Doug Svien Council Member Rhett Harrison Council Member Alan Nix Council Member Sherry Zachery Council Member Jerry Warren COUNCIL ABSENT: Council Member Brady Pendleton OTHERS ATTENDING: Allen L. Barnes, City Administrator Randy Thomas, City Attorney Staci L. King, City Secretary Call to Order The meeting was called to order at 5:30 p.m. Discuss Council Approval of Expenditures of the Stephenville Type B Economic Development Authority The maximum expenditure allowed for the Stephenville Economic Development Authority (SEDA) is currently set at $10,000, per state statute for Type B economic development corporations. Council Member Carla Trussell requested that council discuss lowering the maximum expenditure to $5,000. Discussion was held regarding the need for SEDA to be autonomous and have the ability to offer incentives quickly with board approval. Discussion was also held regarding the public's perception that funds were not being spent wisely and that council should have more oversight of what was being spent and how. Dr. John Hubbard, Executive Director for SEDA, stated that, outside of day-to-day operating expenses, the only funds SEDA had expended without specific council approval were facade grants. He said that most business incentives are in excess of the $10,000 limit. He also explained that his yearly budget is approved by the SEDA board of directors, then by city council. After much discussion, it was determined that greater public education would go far in helping the citizens of Stephenville understand how these funds are being spent. No action taken. III. Hotel Occupancy Tax Funds / Tourism and Visitors Bureau 1. Consider Approval of Hotel Occupancy Tax Fund Application MOTION by Carla Trussell, second by Sherry Zachery, MOTION to approve the HOT fund application for the Tarleton Invitational FFA Judging Contest in the amount of $5,000. MOTION CARRIED by unanimous vote. 2. Consider Approval of Tourism and Visitor Bureau Policy and Procedures Council advised staff of desired revisions to the presented policy and procedures. Staff will bring another draft for council review at a later date. No action taken. 3. Consider Approval of Ordinance No. 2018-0-07 Creating Tourism and Visitors Bureau Advisory Board Council advised staff of desired changes to the proposed ordinance. Staff will bring the revised ordinance to council at a later date. No action taken. 4. Consider Creation of Tourism Job Positions Council authorized the creation of a tourism manager position with a salary range of $50,000-$60,000. Staff will work on clarifying the job description and present a final draft to council. Council authorized staff to begin the hiring process for this position. MOTION by Brady Pendleton, second by Sherry Zachery, to create a position titled "Tourism and Visitors Bureau Manager." MOTION CARRIED, Mark McClinton and Alan Nix casting negative votes. IV.
