The City Council of the City of Stephenville, Texas, convened on Tuesday, July 9, 2019, at 5:30 PM, in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes
Annotated, with the following members present, to wit:

Call to Order
Mayor Svien called the meeting to order at 5:30 p.m.
II. Pledges of Allegiance
Council member Nick Robinson led the pledges of allegiance.
III. Invocation by David Whiteman, Grace Fellowship Church
Mr. Whiteman was unavailable; Mayor Svien asked Council member Nix to give the invocation.
IV. Regular Agenda
1. Proclamation for Park and Recreation Month
Mayor Svien read the following proclamation:
Designation of July as Park and Recreation Month
WHEREAS parks and recreation programs are an integral part of communities throughout
this country, including the City of Stephenville; and
WHEREAS our parks and recreation are vitally important to establishing and maintaining
the quality of life in our communities, ensuring the health of all citizens, and contributing
to the economic and environmental well-being of a community and region; and
WHEREAS parks and recreation programs build healthy, active communities that aid in
the prevention of chronic disease, provide therapeutic recreation services for those who
are mentally or physically disabled, and also improve the mental and emotional health of
all citizens; and
WHEREAS parks and recreation programs increase a community's economic prosperity
through increased property values, expansion of the local tax base, increased tourism, the
attraction and retention of businesses, and crime reduction; and
WHEREAS parks and recreation areas are fundamental to the environmental well-being of
our community; and
WHEREAS parks and natural recreation areas improve water quality, protect
groundwater, prevent flooding, improve the quality of the air we breathe, provide
vegetative buffers to development, and produce habitat for wildlife; and
WHEREAS our parks and natural recreation areas ensure the ecological beauty of our
community and provide a place for children and adults to connect with nature and
recreate outdoors; and
WHEREAS the U.S. House of Representatives has designated July as Parks and Recreation
Month; and
WHEREAS the City of Stephenville recognizes the benefits derived from parks and
recreation resources.
NOW, THEREFORE, I, Doug Svien, by virtue of the authority vested in me as Mayor of the
City of Stephenville, Texas, do hereby proclaim July 2019 to be Park and Recreation
Month.

V. Tourism and Visitors Bureau Committee

2. Consider Approval of Hotel Occupancy Tax Fund Application for the World Series Team
Roping
MOTION by Carla Trussell, second by Brady Pendleton, to approve funding in the amount
of $7,500 for the World Series Team Roping.

Council member Alan Nix gave the committee report.
2. Consider Approval of Value Engineering Agreement with Provenance Engineering, LLC
for the Eastside Sewer Lift Station
MOTION by Alan Nix, second by Mark McClinton, to approve a value engineering
agreement with Provenance Engineering, LLC for the Eastside Sewer Lift Station.
MOTION CARRIED by unanimous vote.
Vlll. MONTHLY BUDGET REPORT
Monica Harris, Director of Finance, gave the following report:
In reviewing the financial statements ending May 31, 2019, the financial indicators are as or
better than expected.
Property Tax - We received $44K in property taxes in the month of May, resulting in a $253K or
4.41% increase over funds collected through May last year. Erath County usually collects 98 to
99% of the property taxes through May. The $5.998 million is 99.28% of the $6.04 million
budgeted.

Sales Tax - We received $539K in sales tax in May, resulting in $60K over the target budget
through May. We received $244K or 6.06% more than the funds received through May last year.
HOT Funds - We received $310K in Hotel Occupancy Tax revenue through May, a 30% increase
over the $239K in Hotel Occupancy Tax revenue received last year. We spent $274K in Hotel
Occupancy Tax funds through May as compared to $225K last year. These numbers do include
revenue and expenditures for Moolafest, as well as interest income.
Revenue (Budgetary comparison) - The target budget for operating revenue is $17 million. We
received $19.3 million in revenue through May, resulting in $2.35 million over budget. This is a
result of property taxes, sales tax and interest income.
Expenditures (Budgetary comparison) - The target budget for operating expenditures is $13.5
million. We expended $12.2 million through May, resulting in $1.3 million under budget.
Revenue (Prior year comparison) - Operating revenue received last year was $18.1 million as
compared to the current year's $19.3 million, resulting in a $1.2 million increase due to property
taxes, sales and other taxes, service charges, and investment interest.
Expenditures (Prior year comparison) -Operating expenditures last year were $11.5 million as
compared to the current year's $12.2 million, resulting in a $666K increase. Additional
expenditures included wages, the special election, outside professional fees, maintenance, Child
Safety grants, wages and advertising in the HOT Fund, and wages and economic development
programs in the SEDA Fund.
New Programs - The rescue jacks for Fire have been purchased. The CDBG project for Lennox,
Fairfax, and Dodge is in progress, as well as the 536 acre Wellfield development project
IX. Stephenville Type B Economic Development Authority Update
Jeff Sandford, Executive Director, gave updates on Stephenville's retail trade area, which is
expected to grow 5.4% growth in the next few years and has the largest projected growth in our
area.

MOTION CARRIED by unanimous vote.
4. Approval of Contract for Engineering Services for Downtown Revitalization Project
Grant
This item was removed from the agenda by staff pending a draft contract.

XI. Comments by City Manager

• Special City Council Meeting - Thursday, July 25 at 5:30 p.m.

XII. Comments by Council members
Council member Ricky Thurman wanted to thank SPARD and other city staff for a successful
Fourth of July celebration.
Council member Alan Nix wanted to recognize Jeremy Lanier and the rest of the Stephenville
Police Department for their thoroughness and success in finding the missing 12 year old girl. He
stated that the city of Stephenville has an outstanding group of employees.
Council member Brandon Huckabee wanted to remind everyone that Handsome Hunks of Erath
County will take place on August 16 and will be a competition between the Stephenville Police
and Fire Departments. Money raised at this event will benefit their respective associations.
Mayor Doug Svien recognized the passing of H. Ross Perot and expressed his agreement with Mr.
Perot's belief that government should live within its budget.
XIII. EXECUTIVE SESSION
In compliance with the provisions of the Texas Open Meetings Law, Subchapter D, Government
Code, Vernon's Texas Codes, Annotated, in accordance with

The meeting was called into executive session at 6:00 p.m.
XIV. Action taken on items discussed in executive session (if necessary)
The meeting was called back into regular session at 8:12 p.m.
1. Section 551.072 Deliberation Regarding Real Property - Approval of Bid for Property
Located on Clinton Street
MOTION by Alan Nix, second by Mark McClinton, to accept the bid from Pete Vargas for
the property located at 291 Clinton Street.
MOTION CARRIED by unanimous vote.
2. Section 551.074 Personnel Matters - Municipal Judge Interviews
MOTION by Mark McClinton, second by Alan Nix, to authorize the city manager to
negotiate a contract with Richard Petronis.
MOTION CARRIED by unanimous vote.
