City of Stephenville - Regular City Council Meeting
Tuesday, January 8, 2019 at 5:30 PM
The City Council of the City of Stephenville, Texas, convened on Tuesday, January 8, 2019, at 5:30 PM, in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting,
with the meeting being open to the public and notice of said meeting, giving the date, time, place and
subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes
Annotated, with the following members present, to wit:

I. Call to Order
Mayor Svien called the meeting to order at 5:30 p.m.
II. Pledges of Allegiance
Councilmember Brandon Huckabee led the Pledges of Allegiance to the United States and Texas
flags.
III. Invocation by Senior Pastor Ken May, First Baptist Church
IV. Regular Agenda
1. Proclamation Recognizing the Cowboy Capital Pro Rodeo
Mayor Svien read the following proclamation:
Whereas, Texas is blessed with a rich and colorful history, and no event captures the
unique spirit of the Lone Star State better than rodeo; and
Whereas, for five decades rodeo cowboy and cowgirl athletes have been drawn to
Stephenville to compete in the official sport of Texas; and
Whereas, Stephenville is home to more World Champions, National Finals Rodeo
qualifiers and elite rodeo talent than anywhere in the world; and
Whereas, the Cowboy Capital of the World Pro Rodeo was organized in 2013 and grown
by leaps and bounds; and
Whereas, the Cowboy Capital of the World Pro Rodeo is a four -time WPRA Justin Best
Footing Award Winner; and
Whereas, the Cowboy Capital of the World Pro Rodeo is a four -time PRCA Medium Size
Rodeo of the Year Top 5 Nominee; and
Whereas, the Cowboy Capital of the World Pro Rodeo committee continues to serve as
honorary tourism ambassadors; and
Whereas, the Cowboy Capital of the World Pro Rodeo committee does an outstanding job
representing Stephenville
NOW, THEREFORE, LET IT BE KNOWN that I Doug Svien, by virtue of the authority vested
in me as Mayor of the City of Stephenville, in the State of Texas, do hereby proclaim
January 8, 2019, as Cowboy Capital of the World Pro Rodeo Association Appreciation Day
in the City of Stephenville and encourage everyone to celebrate their dedication and its
impact upon our community.
2. Citizens' General Discussion
Dr. Chris Shao, Dean and Professor of Marketing, College of Business Administration,
Tarleton State University, addressed the council regarding the seven degree programs
available from the College of Business Administration. He stated interest in working with
the city and local employers to help keep graduating students in Stephenville and
increasing internship opportunities for students. He also explained that the third year of
the Entrepreneurs of Erath Business Plan Competition was getting beginning in February.
He also wanted to remind everyone of Tarleton's Service Week which would be coming
up soon.
V. Planning and Zoning Commission
Lisa LaTouche
Ms. LaTouche gave the following report:
Planning and Zoning Commission's accomplishments for 2018
• The minimum lot size for R2 zoning was reduced from 6000 square feet to 5000 square
feet.
• 25 rezone cases
• 1 subdivision replat
• 6 subdivision waivers
• 1 citizen collection station
• 1 special use permit
• 1 commercial replat

• Review the brick streets area
• Review sidewalks
• Review the billboard ordinance

VI. Public Works Committee

1. Committee Report
Councilmember Nix gave the committee report.
2. Consider award of the Eastside Relief Interceptor Sewer - Influent Lift Station Project to
Crescent Constructors for $4,347,000 contingent upon environmental clearance, TWDB
approval, and active SAM registration
MOTION by Alan Nix, second by Mark McClinton, to award the Eastside Sewer Influent Lift
Station Project to Crescent Constructors.
MOTION CARRIED by unanimous vote.
VII. Finance Committee

1. Committee Report
Chairman Mark McClinton gave the committee report.
2. Consider Approval of Resolution 2019-R-03 Financing Agreement for New Ladder Truck
Fire Chief Jimmy Chew to explained that , in his opinion, the truck that was chosen was
the best fit for Stephenville and our present and future needs. The committee's
recommendation was to approve financing from Frost Bank not to exceed $1.2 million. It
was also recommended that a payment be made at closing in the amount of $137,935.91,
which would save the city money on interest.
MOTION by Mark McClinton, second by Carla Trussell, to approve Resolution No. 2019-R-
03 approving financing for a new ladder truck and a payment up -front with closing in the
amount of $137,935.91 to be paid from unrestricted reserve funds.
MOTION CARRIED by unanimous vote.
Vill. MONTHLY BUDGET REPORT

Budget Report for the Period Ending November 30, 2018
In reviewing the financial statements ending November 30, 2018, the financial indicators are as or
better than expected.
• Property Tax - We received $392K in property taxes in the month of November, resulting
in a $195K or 40% increase over funds collected through November last year.
• Sales Tax - We received $560K in sales tax in November, resulting in $34K over the target
budget for November. We received $99K or 9.48% more than last year.
• HOT Funds - We received $10K in Hotel Occupancy Tax revenue through November. The
first reports and payments for the fiscal year are not due until January. Last year we
received $26K in Hotel Occupancy Tax revenue due to more early payments. We spent
$26K in Hotel Occupancy Tax funds through November as compared to $5K last
November.

• Revenue (Budgetary comparison) - The target budget for operating revenue is $4.2
million. We received $3.7 million in revenue through November, resulting in $460K under
budget. This is a result of property taxes, billed in October and due in January, and other
taxes and permits due quarterly and annually.
• Expenditures (Budgetary comparison) - The target budget for operating expenditures is
$3.3 million. We expended $3.2 million through November, resulting in $147K under
budget.
• Revenue (Prior year comparison) - Operating revenue received last year was $3.5 million
as compared to the current year's $3.8 million, resulting in a $301K increase due to
property taxes, sales taxes, and investment interest.
• Expenditures (Prior year comparison) - Operating expenditures last year were $3 million
as compared to the current year's $3.2 million, resulting in a $206K increase. There were
3 payrolls in November as compared to two last year. Additional expenditures included
the Balanced Scorecard Training, the salary survey, and advertising in the HOT Fund.
• New Programs - The Salary Survey, BRT Phase 1 & 2 mowing, and the Garfield Storage
tank projects are in progress. The Stop the Bleed training kits have been purchased.
IX. Stephenville Type B Economic Development Authority Update
Jeff Sandford, Executive Director, gave the following update:
Mr. Sandford will be attending the International Council of Shopping Centers Expo, which is a
chance to meet with potential developers.
Retail Coach has updated Retail Trade Area numbers; median income is up to around $63,000, the
trade area population is over 86,000 (this is the number of people spending money in
Stephenville), and the median age is 36.53.
A task force has been working on SEDA's Policy and Procedure Manual.

MOTION by Alan Nix, second by Mark McClinton, to approve the consent agenda as
presented.
MOTION CARRIED by unanimous vote.
XI. Comments by City Administrator

XII. Comments by Council Members
Mark McClinton wished everyone a happy new year. He also wanted to recognize everyone
involved in making the Eastside Sewer a reality over the last decade.
Carla Trussell recognized the police department for apprehending burglary suspects and she
hopes the police department's quick work will send a message that Stephenville isn't the place to
commit crimes. She gave kudos to Julie Smith, Tourism and Visitor Bureau Manager, for securing
the travelling Vietnam Wall to be in Stephenville the week of Veterans Day. She also reminded
everyone that the Oxford House Soup Supper will be on January 28.
Brady Pendleton challenged Mayor Svien, the city council, and everyone to go out and support
the youth at the stock show
Rhett Harrison said that he hoped everyone had a great Christmas, and will have a productive
new year. He hopes that the community is blessed with health, prosperity, and wisdom.
Alan Nix congratulated Assistant Chief Jason Halsey on completing the FBI training program; when
city employees better themselves, it makes a better department and better city. He wanted to
recognize the significance of the beginning of the Eastside Sewer project and thanked everyone
for being forward -thinking and planning for Stephenville's future.
Sherry Zachery hoped that everyone had a good Christmas and wishes everyone a happy and
blessed new year.
Brandon Huckabee wished everyone a happy new year. He said he is excited for 2019 - there are
lots of new and exciting things happening.
Doug Svien expressed his appreciation for the council's hard work and teamwork.
