City of Stephenville - City Hall Council Chambers
Tuesday, September 29, 201S — S:30 P.M.
The City Council of the City of Stephenville, Texas, convened on September 29, 2015, at 5:30 p.m., in
the Council Chambers at Stephenville City Hall, 298 West Washington Street, for the purpose of a Special
Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m.
on Tuesday, September 29, 2015, by Mayor Weldon. Mayor Weldon thanked all those
attending for their interest in matters of the city. He recalled challenges that the city council
has tackled in the last few years such as employee pay plan, economic development, street
maintenance program, and thoroughfare plan.
Weldon said that many of the accomplishments were made through hard work, diligence,
and dedication. Comprehensive Plan is a document that should guide the city's long-term
vision of where we are going. The top five priorities in that plan are 1) to use the city funds
on streets, 2) to revitalize the character of neighborhoods, 3) to enforce codes, 4) to
eliminate health and safety risks, and 5) to use a thoroughfare plan to determine street
development and to provide a multi -use community complex to include library, senior
citizens and events center. He said that talk of a multi -use facility is not a new idea. He said
that the priorities are not supposed to change from year to year but are supposed to guide
us from year to year.
Weldon complimented the Leadership Stephenville Class of 2015 for identifying the need
and the desire to try to put multi -purpose space in Stephenville as a way to generate money
to build a new facility.

II. Consider Multi -Purpose Facility and Property located at 1217 US 67, Stephenville, Texas
Jeremy Allen, Director of Community Services, reported to the council about the availability
of a property that could be used as a multi -purpose facility. A feasibility study was proposed
to the council in May, and the results of that study are expected the latter part of
November.
Chad Decker, owner of Hard 8 Barbecue and President of the Cowboy Capitol of the World
Pro -Rodeo Association, told the council that he is proud to be a part of the rodeo
community in this area. He said that 16 world rodeo champions call Stephenville and Erath
County home as well as 57 NFR qualifiers, 37 inductees to the Cowboy Hall of Fame and 57
inductees to the Texas Cowboy Hall of Fame. On behalf of the rodeo association, Decker
said that they would like to be in cooperation, not competition, with the city's plans for the
property which is subject of this evening's discussion.
Other members of Cowboy Capitol of the World Pro -Rodeo Association present and who
spoke were Charlie Crawford, Jackie Crawford, and Cody Johnson.
Tommy Graham, Manager of Lone Star Arena, spoke about the programs that are featured
at Lone Star Arena.
Roy Hayes, member of the Senior Citizen Advisory Board, stated that if the city acquires
subject property, he would be in favor of relocating the senior citizen center to that
location.
MOTION by Russ McDanel, second by Mark McClinton, to authorize the city administrator to
contact the owners of subject property to let them know that we have serious interest and
allow the council 120 days to conduct research and due diligence. MOTION CARRIED by
unanimous vote.
EXECUTIVE SESSION. In compliance with the provisions of the Texas Open Meetings Law,
Subchapter D, Government Code, Vernon's Texas Codes, Annotated, in accordance with
Sec. 551.072 Deliberations about Real Property-1217 US67, Stephenville, Texas
III. Action taken on matters discussed in executive session.
MOTION by Russ McDanel, second by Alan Nix, to adjourn. MOTION CARRIED at 7:12 p.m.
