City of Stephenville - City Council
Tuesday, June 2, 2015, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on June 2, 2015, at 5:30 p.m., in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code,
Vernon's Texas Codes Annotated, with the following members present, to wit:

I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, June 2, 2015, by Mayor Weldon, who welcomed new council members
Mark McClinton and Rhett Harrison. The mayor reported that from April 24, 2014 to
April 25, 2015 Stephenville received 6.45 inches of rain; and from April 26, 2015 to June
2, 2015 Stephenville received 23.68 inches. Weldon said, "Thank you Lord for the rain
and for the safety of the citizens." He also thanked city employees for their great work
and quick response and especially to Police Chief King and Fire Chief Chew for their
leadership.
II. Citizens' General Discussion. No one wished to address the council.
Ill. Atmos Energy Corporation, Mid -Tex Division
Shelley Burnett, Manager of Public Affairs for Atmos, addressed the council and offered
to answer questions regarding this settlement. Burnett stated that this represents a
$21.9 million increase over current rates, which will result in a $12-a-year increase for
residential customers and a $36-per-year increase for commercial customers.
MOTION by Jerry Warren, second by Boyd Waggoner, to table this matter. Motion and
second were withdrawn.

A. Resolution No. 2015-09 Approving a Negotiated Settlement
MOTION by Russ McDanel, second by Sherry Zachery, to adopt Resolution No. 2015-09.
MOTION CARRIED.
B. Resolution No. 2015-10 Authorizing Continued Participation with Atmos Cities
Steering Committee
MOTION by Alan Nix, second by Boyd Waggoner, to adopt Resolution No. 2015-10.
MOTION CARRIED.
IV. Citizen Budget Requests
Joe Cude addressed the council bringing forth two requests for FY15-16:
1. Balanced budget. Cude said, "The City of Stephenville has been using
reserves for several years to balance the budget. It seems to me that we
need to spend our reserves for emergencies and capital projects"
2. Avoid cutting services for citizens. Cude said, "It seems to me that for the last
few years the budget has concentrated more on spending less money and
putting a major emphasis on economic development of the city and not on
our citizens." He specifically noted that the city has not hosted an electronic
recycling event in the last few years. He also mentioned the necessity for
street repairs on some of our high -traveled streets, like Long Street.
V. Consider Approval of Participating in the North Central Texas Regional Labor Study
MOTION by Alan Nix, second by Russ McDanel, to authorize the expenditure of $5,000
as the city's participation in this study. MOTION CARRIED.
VI. Consider Approval of Council Committee Appointments
MOTION by Russ McDanel, second by Mark McClinton, to approve the following
committee appointments:

VII. Election of Mayor Pro-Tem
nMOTION by Doug Svien, second by Rhett Harrison, to elect Russ McDanel as Mayor Pro-
Tem. MOTION CARRIED.
Vill. Election of Voting Representative to North Central Texas Council of Governments
MOTION by Russ McDanel, second by Sherry Zachery, to appoint Boyd Waggoner as the
Voting Representative to NCTCOG. MOTION CARRIED.
IX. CONSENTAGENDA
MOTION by Doug Svien, second by Alan Nix, to approve the consent agenda. MOTION
CARRIED.

X. Comments by City Administrator
Pat Bridges thanked all of the city employees who worked during the storms in May for
their exceptional devotion to the citizens' needs.
He made the following announcements:
June 9—Public Works Committee
June 11—Public Health and Safety Committee and council work session on economic
development
June 23 and 24—Council Budget Retreat
XI. Comments by Council Members
Mark McClinton, Doug Svien, Alan Nix, and Sherry Zachery all praised and complimented
members of the city staff for their hard work during the recent storms.
Boyd Waggoner said that he is feeling optimistic about the future of the city.
Russ McDanel praised the Planning and Building Services for the ease of his most recent
building project.
XII. Adjourn
MOTION by Russ McDanel, second by Doug Svien, to adjourn the meeting. MOTION
CARRIED at 6:50 p.m.
