City of Stephenville - City Council
Tuesday, August 2, 2016, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on August 2, 2016, at 5:30 p.m., in
the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, August 2, 2016, by Mayor Weldon.
II. Pledge of Allegiance to the Texas Flag —"Honor the Texas flag; I pledge allegiance to
thee, Texas, one state under God, one and indivisible."

Mayor Weldon led the audience in the pledge to the United States Flag and to the Texas
Flag.
III. Invocation was delivered by Rev. Tom Konz, Pastor of Faith Lutheran Church.
IV. Citizens General Discussion. No one came forward to address the council.
V. Report from the Bosque River Trail Coalition, Education Committee —Kathy Haynes,
SISD, and Dr. Jill Burk, TSU
Dr. Burk spoke about the Bosque Adventure involving all Stephenville fourth graders,
which will take place on Friday, September 30. There will be a variety of activities at the
Stephenville Museum as well as on the Bosque Trail. The main purpose of this program is
to introduce students to the Bosque Trail, the habitat and wildlife of the area, as well as

learning about Stephenville. Burk thanked Stephenville Independent School District and
jj Tarleton State University for their partnership and mentioned two of the key players from
Tarleton--Dr. Barbara Bellows, Center for Environmental Studies and Dr. Jeff Breeden,
Wildlife, Sustainability, and Ecosystem Sciences.
Kathy Haynes, representing SISD, explained that as a part of Bosque Adventure, a contest
was held for fourth grade students to submit drawings of animals native to the Bosque
River to be displayed on tee shirts. Haynes introduced the two winners of the contest—
Jayci Smith, attending with her parents, Brandon and Pam Smith; and Devin Arms,
attending with his parents, Daniel and Emily Arms. Haynes thanked Hook Elementary
Principal, Stephanie Atchley, and SISD Superintendent, Matt Underwood, for their
participation with this program.
Mayor Weldon congratulated Jayci and Devin and presented them with a gift from the
city.
Mayor Weldon called on the community to be committed to continuing the Bosque River
Trail project.
VI. Proclamation in Observance of the 251h Anniversary of the Stephenville H-E-B Grocery
Store
Mayor Weldon recognized Tim Bubel, H-E-B Store Director, and other H-E-B employees
who were in attendance and presented them with the following proclamation:
Whereas, H-E-B started more than 110 years ago in a small, family -owned store in
the Texas Hill Country and now serves families in over 300 communities in Texas and
Mexico through 96,000 Partners (employees) and 370 stores; and
Whereas, H-E-B opened in the City of Stephenville August 161h, 1991 and has
enjoyed being the store in which Stephenville families depend on to find their favorite
products, fresh meat and produce, and dinner ideas to accommodate their busy lifestyle;
and
Whereas, H-E-B has supported the Stephenville community through organizations
such as the United Way, Disabled American Veterans, American Legion, City of
Stephenville Police and Fire Department, Stephenville ISD, Tarleton State University,
Erath County Humane Society, and the Stephenville Chamber of Commerce, among
others; and
Whereas, H-E-B Partners have given countless hours of volunteer time for various
community -wide efforts such as tornado relief, July 4th festivities, United Way fundraisers,
and others.

NOW THEREFORE, BE IT PROCLAIMED, that[, JERRY K. WELDON II, Mayor of the City
of Stephenville, Texas, do hereby proclaim August 20, 2016 as H-E-B Day and encourage
all citizens to celebrate the 25th Anniversary of our Stephenville H-E-B and recognize the
integral part H-E-B plays in our community and communities throughout Texas.
VII. Annual Report from Specialized Billing —Bruce Glover, Administrator Fire & Rescue
Division
Bruce Glover thanked the council for contracting with Specialized Billing for over ten
years. He said that revenue is on track with previous years and patterns have remained
consistent. He said that there is nothing out of the ordinary except forthe normal turmoil
with the health care industry. The company is currently going through a
Medicare/Medicaid revalidation process. In answer to a question, Glover reported that
total write-offs last year were approximately $1.7M. Fire Chief Jimmy Chew advised the
council that if Stephenville is compared to communities of similar demographics-60-70%
Medicare/Medicaid patients —the amount of write-offs is comparable.
MOTION by Alan Nix, second by Rhett Harrison, to approve the report from Specialized
Billing. MOTION CARRIED by unanimous vote.
Vill. Stephenville Type B Economic Development Authority —John Hubbard, Executive
Director ---Consider Approval of SEDA Conflict of Interest Policy
Hubbard stated that this policy has been reviewed by SEDA attorneys and is being
presented for approval. MOTION by Brady Pendleton, second by Mark McClinton, to
approve the SEDA Conflict of Interest Policy. MOTION CARRIED by unanimous vote.
IX. Consider Approval of Resolution No. 2016-R-09 Approving Submission of a Grant
Application for Body Camera Program
Police Chief Jason King explained that this grant allows the city to complete its body
camera program. The total cost is $27,912 and requires a 25% match from the city. District
Attorney Alan Nash and County Attorney Lisa Pence have each committed $2,000 toward
the 25% match. King clarified that this program will enable each officer to have a body
camera as part of their individual -issue equipment.
MOTION by Mark McClinton, second by Carla Trussell, to approve Resolution 2016-R-09.
MOTION CARRIED by unanimous vote.
X. Consider Approving the Sale to Rhyne Gailey of a 12,200 square foot parcel of real
property out of Blocks 13 and 14, South Side Addition, City of Stephenville
MOTION by Brady Pendleton, second by Rhett Harrison, to approve the sale of 12,200
square feet out of Blocks 13 and 14, South Side Addition, City of Stephenville, and
authorize the mayor to execute the necessary documents to convey this property.
MOTION CARRIED by unanimous vote.

XI. Consent Agenda
A. Approve Minutes of the Regular Council Meeting on July 5, 2016. MOTION by Mark
McClinton, second by Alan Nix, to approve Item A. MOTION CARRIED by unanimous
vote.
B. Approve Bid Award for 2016 Tarleton Methodist Branch Sanitary Sewer Relief Line
Public Works Director Nick Williams explained that the purpose of this project isto install
a 21-inch sewer main from the Tarleton campus to City Park where the 30-inch outfall
line runs to the treatment facility. The recent expansion at Tarleton has resulted in the
installation of 15- and 12-inch lines. These two lines connect where the city currently has
a 10-inch line, which is undersized and not able to handle the flow. Studies conducted
last year shows that the capacity of the downstream system is 85% under capacity for the
projected flow from Tarleton expansion. Staff recommends awarding the bid to B&L
Construction Company in the amount of $1,988,711.
The city's finance department has indicated funding reserves are available for this
project. Williams reported that there is a $2.7M fund balance available for this project.
He also stated that because of the urgency of the project, we were not able to meet the
timelines for any state water revolving funds, which would be the most applicable for this
project. He said that he will be contacting the Texas Water Development Board for any
possible reimbursement funding. Mayor Weldon asked that the record reflect that the
city will be pursuing reimbursement for this project from the state, and there will be a
report made to the council.
MOTION by Alan Nix, second by Mark McClinton, to approve the bid award to B&L
Construction Company for the 2016 Tarleton Methodist Branch Sanitary Sewer Relief
Line. MOTION CARRIED by the following vote:
Ayes: Council members McClinton, Trussell, Svien, Pendleton, Zachery, Nix, Warren,
and Mayor Weldon.
Nays: Council member Harrison.
XII. City Administrator's Report
Pat Bridges introduced Assistant Police Chief Jason Halsey, who invited fans of Pokeman
Go to participate in the Stephenville Police Department sponsored Pokeman Go Safari
event that will be held at City Park on August 4.

XIII. Comments from Council Members
Mark McClinton conveyed to Police Chief King his appreciation to the entire Stephenville
Police Department and offered his help if ever needed in whatever capacity he can
deliver.
Carla Trussell thanked the following:
• 2016 Stephenville Leadership Class for their class project of an outdoor
amphitheater
• Texstar Ford for another great Summer Concert Series
• Chamber of Commerce for their help with the Pokemon Go activity
• Stephenville Police Department —"During this difficult time in our country, I want
you to know how much we do appreciate you."
Rhett Harrison recognized the following who competed and participated this past
weekend in the Texas Athletic Amateur Federation Games of Texas state track meet in
McAllen:

Mayor Weldon thanked all first responders in our community, saying that we are blessed
to have them serving our community every day.
XIV. Adjourn
MOTION by Doug Svien, second by Carla Trussell, to adjourn the meeting. MOTION
