City of Stephenville - City Council
Tuesday, June 7, 2016, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on June 7, 2016, at 5:30 p.m., in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, June 7, 2016, by Mayor Weldon.
II. Pledge of Allegiance to the Texas Flag —"Honor the Texas flag; I pledge allegiance to
thee, Texas, one state under God, one and indivisible."

Mayor Weldon led the audience in the pledge to the Texas Flag and to the United States
Flag.
III. Invocation. Mayor Weldon gave the invocation.
IV. Citizen General Discussion. No one addressed the council.
V. Citizen Budget Requests
Mark Wallace, 1402 North Dale Avenue, spoke to the council concerning the chronic
problem of motorists speeding on Dale Street. He asked that the council address this
problem by installing speed bumps/traffic calming devices on this street. Wallace stated
that, "Even though Dale Avenue may be designated as a 'collector street', we deserve a
street that is as safe as any other street in Stephenville."

Marion Cole, Metta Collier, and Patricia Weldon spoke on behalf of the "Sundown on the
jJ Square" event scheduled for October 8, 5-9pm. This year's event will honor local rodeo
cowboys and cowgirls. Activities will reflect this theme and will include a "Rodeo Zone"
featuring robotic animals, a wine tasting, food vendors, and musical appearances by
Michael Martin Murphy and C. B. Sutton and the Outcast Band. A crowd of up to 2,500 is
expected. Proceeds from this event will benefit the Stephenville Historical House
Museum.
Dianne Porter Wilson spoke as secretary of the Stephenville Historical House Museum
Board of Directors and Chair of the Oxford House Preservation Project. She said that the
funds raised by the Sundown event will be designated for the parking area at the Oxford
House. Wilson asked the city council to consider designating funds in the city's budget to
assist with reconstructing Shapard Street, which is adjacent to the Oxford House property.
VI. STEPHENVILLE TYPE B ECONOMIC DEVELOPMENT AUTHORITY —Consider Approval of
Recommendation to Employ John Hubbard as Executive Director of SEDA
Matt Harpole, President of the SEDA Board of Directors, introduced John Hubbard as
candidate for this position.
John Hubbard thanked the council for its consideration and said that he is very happy to
be in Stephenville and believes that a lot will be accomplished as a result of working
together.
MOTION by Doug Svien, second by Brady Pendleton, to approve the recommendation of
John Hubbard as the Executive Director of SEDA. MOTION CARRIED by unanimous vote.
VII. Capital Improvement Program Discussion
Pat Bridges mentioned that two town hall meetings are scheduled this month to
introduce the citizenry to the Capital Improvement Program and encouraged them to give
feedback to staff and council as to their priorities. Bridges stated that this will coordinate
community planning, financial capacity and physical development. Surveys will be
available for residents to complete and submit.
Vill. Consider Approval of Resolution No. 2016-R-08 Authorizing the Creation of the North
Central Texas Council of Governments Regional 9-1-1 Emergency Communications
District
MOTION by Brady Pendleton, second by Mark McClinton to approve Resolution No. 2016-
R-08. MOTION CARRIED by unanimous vote.
IX. Consider Approval of Council Committee Appointments
MOTION by Brady Pendleton, second by Alan Nix, to approve the following

Mark McClinton nominated Alan Nix, and SherryZachery nominated Rhett Harrison. Rhett
Harrison said that he appreciated the nomination but asked that his name be removed
from consideration. MOTION by Doug Svien, second by Sherry Zachery, to elect Alan Nix
as Mayor Pro-Tem. MOTION CARRIED by unanimous vote.
XI. Election of Voting Representative to North Central Texas Council of Governments and
discussion of council participation on Regional Transportation Council, North Central
Texas Regional Review Committee and Surface Transportation Technical Committee
MOTION by Brady Pendleton, second by Carla Trussell, to appoint Brady Pendleton as the
representative to the council of governments. MOTION CARRIED by unanimous vote.
Mayor Weldon mentioned specific NCTCOG committees —Regional Transportation
Council, Regional Community for Texas Community Development Block Grants, Surface
Transportation Technical Committee. Weldon urged council members to become more
familiar with these committees and try to attend some of the meetings to better serve
and benefit our city.

XII. Advanced Funding Agreement for Transportation Improvement Project
Nick Williams, Public Works Director, explained that Tarleton State University requested
that a traffic signal be installed at BU 377 and St. Felix. It was determined by TxDOT that
a signal is warranted; however, Tarleton does not qualify as a "funding entity" for this
project. Therefore, the city will enter into an agreement with TxDOT for the funding of
the project, and Tarleton will assume all financial liability as set out in the agreement
between the city and Tarleton.
A. Agreement between Texas Department of Transportation and City of Stephenville
MOTION by Mark McClinton, second by Alan Nix, to approve the agreement between City
of Stephenville and TxDOT. MOTION CARRIED by unanimous vote.
B. Agreement between City of Stephenville and Tarleton State University
MOTION by Carla Trussell, second by Sherry Zachery, to approve the agreement between
City of Stephenville and Tarleton State University. MOTION CARRIED by unanimous vote.
XIII. CONSENT AGENDA
MOTION by Doug Svien, second by Brady Pendleton, to approve the consent agenda.

XIV. Comments by City Administrator
Pat Bridges reported the following:
• On-the-Bosque Baseball Tournament June 11-12 at the City Park
• City Park and river clean up on Saturday as a result of recent flooding
• Texstar Ford Summer Concert Series kicks off on June 16, Ricky Skaggs performing
• June 14, Public Works Committee and Finance Committee Meetings
• STEDCO and the Chamber of Commerce have committed to help fund the
National Historic Record study
• Buck Kelly, Building Official, was introduced as a new employee
• 2016 population estimate for Stephenville is 21,640; Erath County, 43,540.
Stephenville is one of the top twelve cities in the North Central Texas Council of
Governments
Mayor Weldon asked John Hubbard to lead everyone in singing of "Happy Birthday" to
Pat Bridges.

XV. Comments by Council members
Carla Trussell, Alan Nix, and Sherry Zachery thanked Nick Williams, Chief King, and Jeremy
Allen for giving her a tour of the flood damage, and she encouraged everyone to show up
to help with the clean up on Saturday.
Alan Nix thanked council members for their confidence in him as mayor pro-tem.
Mayor Weldon reported that Equibrand will be locating to Stephenville and thanked
SEDA, Erath County, STEDCO for their efforts in making this happen. Weldon recognized
the Stephenville Fire Department and its professional capacity for firefighting as being a
key element in Equibrand making this decision.
Weldon thanked the city staff for the hard work and many, many hours put in during the
torrential, historic rains we have experienced.
