City of Stephenville - City Council
TUESDAY, MAY 17, 2016 — 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on May 17, 2016, at 5:30 p.m., in the
Council Chambers at Stephenville City Hall, 298 West Washington Street, forthe purpose of a Special Council
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place
and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m.
on Tuesday, May 17, 2016, by Mayor Weldon.
II. Canvass Election Results of May 7, 2016 City Election and Consider Passing Resolution No.
2016-R-07
Mayor Weldon appointed Mark McClinton, Doug Svien, Rhett Harrison, and SherryZachery
to oversee the canvass of the votes from the May 7, 2016 election. The committee recessed
to canvass the votes, then returned with their findings.
MOTION by Doug Svien, second by Sherry Zachery, to approve Resolution 2016-R-07.
MOTION CARRIED by unanimous vote.
III. Recognize Outgoing Council Member(s)
Mayor Weldon presented a plaque to Boyd Waggoner, which read, Presented to Boyd
Waggoner in grateful appreciation for your dedication and service to the City of
Stephenville, City Council Member 2014-2016."

Waggoner said that he became interested in running for city council to encourage economic
development. He noted several surrounding towns that have an economic development
corporation. Waggoner said he is pleased that the Stephenville Type B Economic
Development has been created and is beginning its workto bring businesses, industries, and
recreational opportunities to Stephenville. He also noted a renewed interest in promoting
the downtown area and uuslnaEE_es.
Mayor Weldon presented a certificate to Russ McDanel, which read, "Presented to Russ
"Rusty" McDanel in grateful appreciation for your dedication and service to the City of
Stephenville, City Council Member 2008-2016, Mayor Pro-Tem 2014-2016."
McDanel made the following comments:
"I congratulate my opponent, Carla Trussell for her victory in this election. Her campaign
was able to turn out more supporters at the polls than mine, and I wish her good luck. In
2006, 1 first ran for council because I did not feel our representatives were listening to the
people. The decisions made regarding the Proctor water pipeline were not the "will of the
people". In 2007, 1 became a Planning and Zoning Commissioner, gaining experience
working as part of a group. In 2008, 1 made another bid for an open seat and was successful.
My opportunity to serve the people began and I had a platform to express my conservative
fiscal views. I am honored to have served as the chairman of the Public Health and Safety
Committee during my tenure. During four terms on council, I had the privilege of serving
with many fine individuals such as Alan Nash, Alan Nix, Doug Svien, Kenny Weldon, and
many others. Alan Nash made the greatest impact on how I viewed issues, and serving with
him my first two terms shaped my overall thinking.
"I would like to share a short list of full council accomplishments that I feel are notable.
• 011ie Street Extension
• $20M tax abatement for FMC expansion
• 380 agreement with Tejas Tubular for street improvements
• Rezoning to R-3 a parcel behind Staples that allowed a $20M apartment project
• Building Fire Station #2 and Alexander Road improvements
• Airport Terminal Upgrade
• Purchase of 536 acres for the development of a proposed well field
• Voter approval of the Stephenville Economic Development Authority
• Partnering with STEDCO, Chamber of Commerce, and Tarleton State University to
achieve common goals
• Completion of an Economic Strategic Plan
• Completion of a Pavement Management Plan
"My campaign treasurer, Dr. Cessna Winslow was a driving force in my re-election
campaign, and I will forever be grateful for all she contributed to the campaign efforts. My
right-hand man for signs and tech support was a young man named Michael Daigrepont,
and I want to thank him publically for the countless hours he volunteered for my campaign.

"Over the years, I have enjoyed a strong working relationship with our city staff. I know how
difficult it can be to work for nine bosses, but I just want to let our city administrator, Pat
Bridges, know how much I have appreciated all he does to keep the city running smoothly. I
value your friendship and admire your work ethic.
"To the Difect6rr -hat wnrkpd long hours to'provide quality service to the citizens —Jason,
Nick, Walter, Jeremy, Jimmy, and Noah—thankyou each for answering my manyquestions
over the years and the professionalism that you bring to your respective departments.
Thank you, Cindy Stafford, for all of your help over the past eight years. Your service to the
city and the council is truly a blessing.
"In closing, I want to thank the citizens and my family. The trust you have placed in me and
the love and support you have shown me over the last 9 Y years is invaluable. I have
endeavored to be a positive influence towards making our community a friendly, safe, and
prosperous place to call home. I thank God for my many blessings and look forward to His
plans for my future. My short-term plan is to catch up on fishing with my family, and spend
more time with my 2 %2 month old grandson, Everett. I am truly blessed!"
IV. Oath of Office of Newly Elected Council Members
City Secretary, Cindy Stafford, administered the oath of office to Kenny Weldon, Mayor;
Carla Trussell, Place 2; Brady Pendleton, Place 4; Alan Nix, Place 6; and Jerry Warren, Place
8.
Mayor Weldon welcomed the new council members and offered each council member
the opportunity to speak.
Carla Trussell thanked her family —husband, Rick; son and daughter-in-law, Daron and
Hillary; and her dad, Hollie Stacy. She also thanked her campaign team and the voters who
supported her.
Brady Pendleton said he wanted to bring efficiency and effectiveness to the council's
manner of doing business. He said he is looking forward to serving and welcomes the
opportunity to do what's best for the City of Stephenville.
Alan Nix thanked the citizens for the opportunity to serve them. He said he takes great pride
in the accomplishments of this council and is thankful for the support of the staff. He also
thanked Boyd Waggoner for his service and for helping to accomplish some things that
haven't been done in several years. He thanked Russ McDanel for his time, dedication, and
effort on benefit of the city. Nix said he is grateful for the opportunity to have served with
Russ and for the friendship that was formed as a result of that service.
Mayor Weldon thanked God for the opportunity to be here in this community. He thanked
his wife, Carrie, for her continued support. He thanked his fellow council members, saying
that it is a true blessing to serve with fellow citizens who serve selflessly. Weldon closed
with this thought, 'Together we can. United we will."

MOTION by Doug Svien, second by Mark McClinton, to adjourn the meeting. MOTION
CARRIED and the meeting was adjourned at 6:01 p.m.
