Tuesday, May 3, 2016, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on May 3, 2016, at 5:30 p.m., in the
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30
p.m. on Tuesday, May 3, 2016, by Mayor Weldon.
II. Pledge of Allegiance to the Flag. Mayor Weldon led the Pledge of Allegiance.
III. Invocation. Pastor Ed Dittfurth, Cornerstone Assembly of God Church, gave the
invocation. Mayor Weldon announced that Thursday, May 5, Stephenville will celebrate
National Day of Prayer with observances throughout the city. He also announced that
Police Week will be celebrated the week of May 15.
Mayor Weldon read the following proclamation:
"Whereas, the Office of Municipal Clerk is a time honored and vital part of local
government existing throughout the world as the oldest among public servants and
provides the professional link between the citizens and their governments; and
"Whereas, Municipal Clerks have pledged to be ever mindful of their neutrality and
impartiality and render equal service to all and serve as the information center for
functions of local government and community; and

"Whereas, Municipal Clerks continually strive to improve the administration of the affairs
of the Office of Municipal Clerk through participation in educational programs, seminars,
workshops, and the annual meetings of their state and international organizations; and
"Whereas, it is appropriate that we recognize the accomplishments of the Office of
Municipal Cieck fcr the competence they demonstrate and the contribution they make
on a daily basis in conducting the vital business of our communities.
"Now, Therefore, I, Kenny Weldon, Mayor of the City of Stephenville, on behalf of the city
council and citizens of the City of Stephenville do hereby proclaim May 1-7 as Municipal
Clerk's Week in Stephenville, and I ask all citizens to join me in recognizing and
commending our Stephenville City Secretary, Cindy L. Stafford for the vital service she
performs and her dedication to our community."
IV. Citizens' General Discussion. Fredie Goble, 413 Bluebonnet, Stephenville, spoke to the
council saying that the problem of junk vehicles in the city seems to be getting worse and
not better. He said the he has visited with the city's Code Compliance Officer, and that he
is doing all he can. Goble also said that the city needs its own impound yard.
V. Consider Approving a Proposal from Mary G. Saltarelli for Preparing a Nomination to
the National Register of Historic Places for the Stephenville Downtown District
Boyd Waggoner offered his praise of Ms. Saltarelli for her work in securing this
designation for the City of Granbury and how beneficial it has been for tourism and
economic development.
Dr. T. Lindsay Baker, Tarleton history professor and Director of the W. K. Gordon Center
for the Industrial History of Texas, offered his recommendation forthis nomination. Baker
said that he endeavors to train students for careers in history in positions outside of the
classroom. Several months ago, the students in his graduate -level historic preservation
class conducted a historic resources inventory of the 25-square block area of downtown
Stephenville, initial historic research, and photographic documentation and submitted it
to the Texas Historical Commission. The THC's review determined that over 50% of the
buildings were eligible to the National Register of Historic Places and encouraged
Stephenville to consider preparation for one of these nominations. He said that
Stephenville has the historic architectural legacy to merit this designation and for the
owners of the properties to benefit from federal and state tax benefits for repairs and
renovations that the THC approves, which is a very tangible benefit.
Mary Saltarelli, Historic Preservation and Public Relations Consultant, gave her
presentation outlining the scope of services, deliverables, schedule, and payment for her
work in preparing this nomination.
MOTION by Russ McDanel, second by Mark McClinton, to approve the proposal of Mary
G. Saltarelli forservices involved in the nomination of the Stephenville Downtown District
to the National Register of Historic Places, and for professional fees of $17,000 and
expenses not to exceed $2,000, and to include the continued effort of the city

administrator and staff to get participation of other entities —Chamber of Commerce,
STEDCO, and others —to assist with the cost of these services. MOTION CARRIED.
VI. Consider adopting Ordinance No. 2016-0-03 granting a Special Use Permit for
Downtown District (DT) Alcoholic Beverage Service on Lot 3, Block 15, City Addition,
located at 223 Fact College Street, Stephenville, Texas
Pat Bridges reported to council concerning available parking places in the vicinity of
subject property. Bridges, Police Chief King, and Planning and Building Services Director
Noah Cullis, surveyed the area and were able to identify up to 121 parking spaces that are
available now. Bridges stated that once the restaurant is open, they will continue to
monitor parking needs in this area.
MOTION by Alan Nix, second by Rhett Harrison, to place this matter back on the table.

MOTION by Mark McClinton, second by Doug Svien to adopt Ordinance No. 2016-0-03.

VII. Consider Approving the Pavement Management Plan
Public Works Director Nick Williams explained that Freese and Nichols, Inc. was engaged
to create a city-wide pavement management system with a goal of developing a
fE sustainable, long-term pavement management plan with objectives to evaluate current
roadway infrastructure conditions, predict future maintenance and rehabilitation costs,
and provide tools to track expenditures as well as provide funding strategy
recommendations. This study also provides information that we previously did not have,
such as an accurate inventory of the streets. Justin Brown and Spencer Maxwell of Freese
and Nichols, Inc. (FNI) presented the findings of the Stephenville Pavement Management
System Report.

Vill. Consider 2016 Street Maintenance Program
Williams explained that pavement management is the process of planning, budgeting,
funding, designing, constructing, monitoring, evaluating, maintaining, and rehabilitating
the pavement network to provide maximum benefits from the available funds. A
pavement management system provides a set of tools and methods to assist decision -
makers in finding optimum strategies for maintaining pavement in a serviceable condition
over a given time period. Williams introduced City Engineer Eugene Calvert, P.E. who
reported that a lot of the maintenance program goes back to the Pavement Management
Plan, which gives the city the basis to move forward with this program. Calvert noted that
the city maintains 87.4 miles of streets-3.0 miles of brick, 4.2 miles of concrete, and 80.2
miles of asphalt. The $1.1M program for 2016 provides for resurfacing 17.4 miles or 20%
of our streets. Four streets will be rebuilt —Virginia, Pearl, Long, and Inglewood.

IX. Consider Adopting Ordinance No. 2016-0-04 providing budget amendments for the
remainder of the fiscal year beginning October 1, 2015 and ending September 30, 2016

X. First Reading of the Draft Economic Development Incentive Policy
Pat Bridges stated that he included this policy for further review and possible changes.
No action is being sought.
XI. Consider Adopting Ordinance No. 2016-0-05 Amending the Fee Schedule to Provide for
Changes to the Water Rates
MOTION by Doug Svien, second by Alan Nix, to adopt Ordinance No. 2016-0-05. MOTION
CARRIED by unanimous vote.
XII. Consider Adopting Ordinance No. 2016-0-06 Approving a Negotiated Settlement
between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid -Tex
Division regarding the company's 2016 Rate Review Mechanism Filings
MOTION by Alan Nix, second by Mark McClinton, to adopt Ordinance No. 2016-0-06.

• Canvass of election results will be on May 17 at a special council meeting
XV. Comments by Council members
Mark McClinton commended Tarleton State University for the successful Round -Up
where students provided clean-up assistance to local residents. He complimented
museum staff, board, and volunteers for a successful Native and Heirloom Plant Fair. He

also commended the SHS Theatre group for a successful Zombie 5K Run on the Bosque
River Trail. McClinton said that he and his wife had lots of fun.
Russ McDanel reminded everyone to vote on Saturday, City Election Day.
Rhett Harrison congratulated Alan Nix for being the Stephenville Empire -Tribune's
"Favorite Elected Official in Erath County'.
Mayor Weldon reported that as a member of the Brazos Region G Water Development
Group, there are no projects planned for our county. He initiated dialogue on this board
that will possibly lead to funding or assistance for some of the city's utility projects.
XVI. EXECUTIVE SESSION. At 8:01 p.m., Mayor Weldon recessed the open portion of the
meeting, and council went into executive session in compliance with the provisions of
the Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes,
Annotated, in accordance with Sec. 551.072 Deliberations about Real Property and Sec.
551.074 Personnel Matters (a)(1) to deliberate the appointment, employment,
evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee

Dear Mr. Weldon and Mr. Bridges:
This agreement outlines the terms and objectives of my professional engagement with the
City of Stephenville. During this professional engagement, I will prepare a nomination for listing
in the National Register of Historic Places for the Stephenville Downtown District, as described
in the following Scope of Services.
Scone of Services
The Stephenville Downtown District contains the Erath County Courthouse Square,
along with buildings on several surrounding blocks within the heart of the city, as deemed
eligible for listing in the National Register by the Texas Historical Commission. The attached
map reflects the commission's recommended district.
If the number of buildings included in the district increases significantly from the
attached map, than the Compensation Schedule portion of this agreement will be renegotiated.
In order to achieve a completed National Register nomination the following must be
accomplished:
1. Review and confirm information collected by Tarleton State University students during
their 2015 inventory of historic resources in selected areas of Stephenville.
2. Research other available historical records, locate additional historic photographs, and
perhaps conduct oral interviews.
3. Communicate with state officials regarding listing the district in National Register of
Historic Places, perhaps scheduling a site visit.

4. Prepare a bibliography regarding the history of district and its built resources.
5. Identify historic context(s), level(s) of significance, and period(s) of significance.
6. Identify contributing and non-contributing structures and prepare a comprehensive list.
7. Develop a statement of significance and write a description and narrative history of the
district and its built resources.
8. Take photographs as required by National Register of Historic Places and Texas
Historical Commission and label photos as appropriate.
9. Work with appropriate professionals to prepare necessary maps and site plans for the
district.
10. Participate in communications with and notifications of property owners from the city
and Texas Historical Commission.
11. Complete and deliver the National Register of Historic Places nomination application for
the Stephenville Downtown District to the city.
Deliverables
Upon completion of the National Register nomination, two complete sets of the following
items will be delivered to the city administrator, one for the city and one for the Texas Historical
Commission. Documents and photos will be on a disc or flash drive.
1. Written statement of significance and narrative history of the district, along with
architectural descriptions of its built resources, along with the completed National
Register Nomination form.
2. Footnotes and bibliography identifying sources.
3. Notes of oral interviews, if applicable.
4. Historic photos and/or copies of historic documents.
5. Current photos as required by National Register of Historic Places.
6. Maps and site plans as required by National Register of Historic Places.

Schedule
May 2016 through February 2017--Conduct research and prepare deliverables.
March 1, 2017—Project completed and delivered to the city of Stephenville for submission to
the Texas Historical Commission.
Assumptions and Exclusions
Professional consultant Mary Saltarelli will report to and communicate with one or two
designated project managers, who are authorized to make decisions regarding the project.
2. This proposal includes attending and presenting information at two public meetings. If
the number of meetings increases, than the Compensation Schedule section of this
agreement will be renegotiated.
3. This proposal does not include Mary Saltarelli attending the State Board of Review
meeting to present the completed application, which is not required. If the city would like
Mary Saltarelli to represent the district at the review meeting, services and travel will be
negotiated separately.
4. This agreement will be in effect until March 1, 2017, or until the National Register
nomination for the Stephenville Downtown District is completed and delivered to the
City of Stephenville, whichever date comes first.
5. Either party maybe cancel this agreement at anytime with 30 days notice.
Comnensation Schedule
1. Professional consultant Mary Saltarelli will bill Stephenville once per month beginning
in May 2016 for a total professional fee of $17,000.
2. In addition, bills will include any expenses associated with this project, up to a total of
$2,000, including:
a. preparation of maps and site plans,
b. photography,
c. copies made at archives, and
d. travel, including mileage.
3. If the city requests additional professional services, fees will be negotiated separately.

enclosed for your records. If your needs change, the nature of my services can be adjusted
appropriately. And, if you have other special projects with which I can assist, please let me
