The City Council of the City of Stephenville, Texas, convened in special session on May 16, 1989 at 7:00 p.m. in the Council Chambers of City Hall , 354 N. Belknap with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members present, to wit: Mayor: George Swearingen Mayor Pro Tem: Allen Horne Councilmembers: Bob Self Helen Martin Vicki L. Truss Maxine Dameron James L. McSwain Jim Bostic Joel M. Hillin Absent: None Others Attending: Kurt Ackermann City Administrator Joseph Chandler City Attorney Randy Thomas Assistant City Attorney Betty Chew Planning & Inspections Coordinator Mayor George Swearingen called the meeting to order and declared a quorum pre- sent. 89-05-119: APPOINT COMMITTEE TO CONDUCT RECRUITMENT ACTIVITIES FOR A CITY ADMINISTRATOR. Mayor George Swearingen presented the following names for appointment of a committee to conduct recruitment activities for a City Administrator: Helen Martin, Chairperson Bob Self Members Allen Horne George Swearingen Councilmember Joel Hillin made the motion, seconded by Councilmember Vicki Truss, to accept the above referenced names for appointment to serve as a committee to conduct recruitment activities for a City Administrator. The motion carried UNANIMOUSLY. 89-05-120: ELECTION OF A MAYOR PRO TEM. Mayor George Swearingen opened the floor for nominations for Mayor Pro Tem. Councilmember Joel Hillin made the motion, seconded by Councilmember Jim McSwain, to appoint Allen Horne Mayor Pro Tem. Councilmember Allen Horne declined the nomination for appointment as Mayor Pro Tem. Councilmembers Joel Hillin and Jim McSwain with- drew their motion and second. Mayor George Swearingen made the motion, seconded by Councilmember Allen Horne, to appoint Bob Self Mayor Pro Tem. The motion carried UNANIMOUSLY. 89-05-121: REPORT FROM PLANNING & DEVELOPMENT COMMITTEE REGARDING HOUSING ASSISTANCE PAYMENT PROGRAM, SECTION 8. Councilmember Helen Martin, chairperson, reported the Committee recommends the City Council adopt a resolution establishing the 212 "City of Stephenville Housing Authority" and appoint five (5) citi- zens to serve as Commissioners of the Housing Authority Board to administer the Section 8 Rental Assistance Payment Program provided through the Department of Housing and Urban Development (H.U.D.) Councilmember Allen Horne made the motion, seconded by Councilmember Bob Self, to accept the Planning & Development Committee's recommen- dation and have the City Attorney prepare a resolution establishing the "City of Stephenville Housing Authority". The motion carried by the following vote: AYES: Councilmembers Bob Self, Helen Martin, Vicki Truss, Allen Horne, Ray Reynolds, Jim McSwain, Joel Hillin and Mayor George Swearingen. NOES: Councilmember Jim Bostic. 89-05-122: REPORT FROM SPECIAL COMMITTEE STUDYING SOLID WASTE DISPOSAL ISSUES. Councilmember Bob Self, chairman, presented the Committee' s report as follows: 1. Recommend the City engage a consultant to advise the City con- cerning the long range plans on the following options: a. Remain at same site. . .purchase additional land...retain owner- ship/operation under new guidelines? 2. Locate new site...begin certification process. ..retain ownership/ under new guidelines? 3. Sell operation and/or site to private enterprise? 4. Abandon site before new guidelines. . .set up transfer station? Councilmember Ray Reynolds made the motion, seconded by Councilmember Allen Horne, for the Council to authorize the City Staff to request proposals for study concerning long range plans for the city' s solid waste disposal . The motion carried UNANIMOUSLY. Chairman Bob Self also recommended an immediate variance to the current policy of charging Norton Compan for a full load whether the truck is full or not. Norton Company will mark their trucks so that it can be easily determined whether they are 1/4, 1/2 or 3/4 full . Councilmember Bob Self made the motion, seconded by Councilmember Joel Hillin, to grant Norton Company the variance as requested above. The motion carried UNANIMOUSLY. Chairman Bob Self submitted recommendations for adjusted landfill gate charges as follows for the remainder of the fiscal year: VEHICLE PROPOSED CHARGE Cars $ 4.00 Pickup with bed full , level $ 8.00 Pickup with load cab high $15.00 Pickup with load over cab $20.00 FOR ALL VEHICLES ABOVE PICKUP Based on cubic yards Compacted. . . . ... .$5.00 per cubic yard (L x W x H 127) Uncompacted. . . . . .. .$4.00 " " " Also suggest the establishment of a surcharge of $2.00 for each of the residential accounts (4,161) per month, and a surcharge of $4.00 for each of the commercial accounts (394) per month for the balance of this fiscal year to generate more income to accomplish the requirements of the Health Department. The Committee recommends a preliminary consensus of the Council regarding these gate fees and surcharge recommendations with a final vote to be taken at the regular June Council meeting. 213 Chairman Bob Self further stated the Committee recommends recon- sideration of the tire policy recently adopted and suggests a "per tire" charge be established as an interim measure to provide time for study of this issue. 89-05-123: REPORT FROM DIRECTOR OF PUBLIC WORKS DANNY JOHNSON REGARDING BID PROPOSALS FOR CONSTRUCTION OF A CELL AT THE SANITARY LANDFILL. Director of Public Works Danny Johnson addressed the Council stating bid proposals have been received for construction of a new cell for the disposal of solid waste at the landfill . J. B. Word Construction was the low bidder for the excavation of the cell @ $0.84 per cubic yard and the lining @ $1.00 per cubic yard. The estimated total cost will be approximately $61,600.00. Councilmember Allen Horne made the motion, seconded by Councilmember Helen Martin, to accept the bid from J. B. Word Construction, Iredell , Texas, for construction of a cell at the landfill , with the excava- tion cost of $0.84 per cubic yard and clay liner cost of $1.00 per cubic yard. The motion carried UNANIMOUSLY. 89-05-124: REPORT FROM DIRECTOR OF PUBLIC WORKS DANNY JOHNSON REGARDING INDUSTRIAL PRETREATMENT ORDINANCE REVIEW. Danny Johnson, Director of Public Works, addressed the City Council stating the City has received two proposals for review and update of the City' s current Industrial Pre-Treatment Ordinance. Freese & Nichols, Inc. proposes to perform the services for approximately $13,500.00 and Alan Plummer & Associates, Inc. proposes to perform the services for approximately $4,860.00. Councilmember Allen Horne made the motion, seconded by Councilmember Jim Bostic, to contract with Alan Plummer & Associates, Inc. to review the City' s Industrial Waste Ordinance at a cost of approxima- tely $4,860.00. The motion carried UNANIMOUSLY. There being no other business to come before the Council , Mayor Swearingen adjourned the meeting at 7:00 P.M.
