The City Council of the City of Stephenville, Texas, convened in special session on August 30, 1990 at 7:00 p.m. in the Council Chambers of City Hall , 354 N. Belknap, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members present, to wit: Mayor: George Swearingen Bob Self Mayor Pro Tem: Helen Martin Sam Taylor II Scott Evans Ray Reynolds James L. McSwain Jim Bostic Lavinia Lohrmann Absent: None Others Attending: Don Davis City Administrator Joyce Pemberton City Secretary Joseph Chandler City Attorney Randy Thomas Assistant City Attorney Charlene Young Director of Finance I : Mayor George Swearingen called the meeting to order and declared a quorum present. II : PUBLIC HEARING: Mayor Swearingen opened the floor at 7:08 p.m. for a public hearing to discuss the proposed budget for the fiscal year 1990-91. BILL GATES and JANE PRATT addressed the Council opposing the proposed budget. There being no one else wishing to address the Council regarding the pro- posed budget, Mayor Swearingen closed the public hearing at 7:15 p.m. Don Davis, City Administrator, advised the Council that the City has received information that Workmen' s Compensation insurance will be increased by $13,500.00 and requested that the budget be increased by that amount. Councilmember Jim McSwain made the motion, seconded by Councilmember Helen Martin, that $13,500.00 be added to the Workmen' s Compensation insurance account. The motion carried UNANIMOUSLY. III : APPROVAL OF BUDGET: Councilmember Jim McSwain made the motion, seconded by Councilmember Helen Martin, to approve the proposed budget for the fiscal year 1990-91, including the $13,500.00 for Workmen' s Compensation insurance. The motion carried by the following vote: AYES: Councilmembers Bob Self, Helen Martin, Sam Taylor, Scott Evans, Ray Reynolds, and Jim McSwain. NOES: Councilmembers Jim Bostic and Lavinia Lohrmann and Mayor George Swearingen. COUNCIL DISCUSSION: - 59 - Mayor George Swearingen said he was against the budget for two reasons: (1) he does not feel the City needs two attorneys (2) he does not feel a salary increase of 5.9% is justified. Councilmember Jim McSwain said he was for the budget because he felt that we have two attorneys cheaper than most cities pay for one. Also, the employees of the City of Stephenville do the work that other cities do with fewer employees. The employees of the City of Stephenville went two years without a raise. The Council agreed to a 3-year salary program and he feels the City should stay with the program as promised. ORDINANCES: Councilmember Helen Martin made the motion, seconded by Councilmember Jim McSwain, to pass and approve AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT OF THE CITY OF STEPHENVILLE FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1990 AND ENDING SEPTEMBER 30, 1991 AND ADOPTING THE ANNUAL BUDGET OF THE CITY OF STEPHENVILE FOR THE FISCAL YEAR 1990-91. The motion carried by the following vote: AYES: Councilmembers Bob Self, Helen Martin, Sam Taylor, Scott Evans, Ray Reynolds, and Jim McSwain. NOES: Councilmembers Jim Bostic and Lavinia Lohrmann and Mayor George Swearingen. Councilmember Helen Martin made the motion, seconded by Councilmember Sam Taylor, to pass and approve AN ORDINANCE LEVYING A TAX RATE FOR THE CITY OF STEPHENVILLE FOR THE TAX YEAR 1990 OF $ .34497 ON $100.00 VALUATION. The motion carried by the following vote: AYES: Councilmembers Bob Self, Helen Martin, Sam Taylor, Scott Evans, Ray Reynolds, and Jim McSwain.
