City of Stephenville - City Council
MONDAY, MARCH 19, 1990 - 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened in special session
on March 19, 1990 at 5:30 p.m. in the Council Chambers of City Hall , 354 N.
Belknap, with the meeting being open to the public and notice of said meeting,
giving the date, time, place and subject thereof, having been posted as
prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members
present, to wit:

Jim Bostic
Joel M. Hillin
Absent: Helen Martin, Vicki Truss and Scott Evans

I : Mayor George Swearingen called the meeting to order and declared a
quorum present.
II : 90-03-066:
Mayor George Swearingen opened the floor for a public hearing to consider
proposed amendments to the Wastewater Pre-Treatment Ordinance.
THOSE OPPOSED:
MR. JACK FOWLER, representing The Norton Company, addressed the Council
stating he was opposed to the amendments because of the testing procedure
currently being used and, if the amendments are passed now, the City will
be able to fine Nortons for being out of compliance. He suggested a
testing procedure that Norton' s is implementing that he thinks would be
more fair to them.
MR. BILL WHITTEN, also representing The Norton Company, addressed the
Council in support of Mr. Fowler.
THOSE IN FAVOR: None
There being no one else wishing to address the Council on this issue,
Mayor George Swearingen closed the public hearing.
After discussion by the Council , Councilmember Jim McSwain made the motion,
seconded by Councilmember Joel Hillin, to pass and approve AN ORDINANCE
amending Chapter 19 of the Code of Ordinances of the City of Stephenville;
defining terms therein used; regulating the disposal of waste and sewage;
104) making provisions for the handling and treatment of waste by domestic and
industrial users of the waste disposal system of the City of Stephenville;
providing for permits by industrial users and providing for inspection by
the City of Stephenville and fixing penalties for the violation of the
ordinance. The motion carried UNANIMOUSLY. Ordinance No. 1990-05.
There being no other business to come before the Council , Mayor George
Swearingen adjourned the meeting at 6:30 p.m.
