HomeMy WebLinkAbout1990-02-21 - Special City Council MINUTES OF SPECIAL MEETING City of Stephenville - City Council WEDNESDAY, FEBRUARY 21, 1990 - 5:30 P.M. The City Council of the City of Stephenville, Texas, convened in special session on February 21, 1990 at 5:30 p.m. in the Council Chambers of City Hall , 354 N. Belknap, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252-17, Section 3A, V.T.C.S. , with the following members present, to wit: Mayor: George Swearingen Mayor Pro Tem: Bob Self Helen Martin Vicki L. Truss Scott Evans Ray Reynolds James L. McSwain Jim Bostic Joel M. Hillin Absent: None Others Attending: Don Davis City Administrator Charlene Young Director of Finance Joyce Pemberton City Secretary Joseph Chandler City Attorney Randy Thomas Assistant City Attorney I : Mayor George Swearingen called the meeting to order and declared a quorum present. II: EXECUTIVE SESSION: 90-02-042: As provided in the Open Meetings Act, V.T.C.S. , Article 6252-17, 2(g) , Mayor George Swearingen recessed the open portion of this meeting and called the City Council into executive session for the purpose of discussing matters of personnel ; to wit: complaints from the Stephenville Police Officers Association against the Chief of Police, Doug Conner. Mayor George Swearingen reconvened the City Council into open session. No action was taken on the matter discussed in executive session. III : CONSENT AGENDA: 90-02-043: Councilmember Jim McSwain made the motion, seconded by Councilmember Ray Reynolds, that the janitorial service contract for City Hall and Police Station be awarded to Billie Shurbert in the amount of $167.50 per month; ,r•�,� that the contract to strip and wax the floors when necessary for the City 1 Hall and Police Station be awarded to J & N Enterprises in the amount of $50.00 per building. The motion carried UNANIMOUSLY. Bid No. 2485. 90-02-044: Councilmember Jim McSwain made the motion, seconded by Councilmember Ray Reynolds, to award Associated Services the contract for water well service on Dale Ave. , Pecan St. and Huey #2 in the amount of $5,775.00. The motion carried UNANIMOUSLY. Bid No. 2486. 90-02-045: - 12 - Councilmember Jim McSwain made the motion, seconded by, Councilmember Ray Reynolds, to approve the specifications for water meters as presented. The motion carried UNANIMOUSLY. IV: COMMUNICATIONS AND PERSONAL APPEARANCES BY CITIZENS. 90-02-046: Mr. James E. Young representing the accounting firm of Boucher, Morgan & Young, presented the City' s annual audit. Councilmember Ray Reynolds made the motion, seconded by Councilmember Jim McSwain, to accept the audit as presented. The motion carried UNANIMOUSLY 90-02-047: Mr. Jerry Lee, Chief Appraiser of Erath County Central Appraisal District, appeared before the Council requesting approval of the City Council for him to waive penalties and interest on delinquent taxes due to an act or omission of its officers, employees, or agents of the Erath County Central Appraisal District which caused a delinquency. Councilmember Helen Martin made the motion, seconded by Councilmember Ray Reynolds, THAT IT BE RESOLVED that the Council Members of the City of Stephenville authorize the Chief Appraiser of the Erath County Central Appraisal District to waive penalty and interest on delinquent tax payments to the City of Stephenville if the Chief Appraiser determines that an act or omission of the Appraisal District caused or resulted in the taxpayer' s failure to pay the tax before delinquency and the tax is paid within twentyone (21) days after the taxpayer knows or should know of the delinquency. Also with the addendum that the Chief Appraiser will notify the City Council , in writing, of his decision before he notifies the taxpayer. The motion carried by the following vote: AYES: Councilmembers Helen Martin, Vicki Truss, Scott Evans, Ray Reynolds, Jim McSwain, Jim Bostic, Joel Hillin, and Mayor George Swearingen. NOES: Councilmember Bob Self. Resolution No.1990-01. 90.02-048: Mr. Bill Bauman and Mr. Mike Porter representing the consulting firm of Freese & Nichols, Inc. , presented a report on their study of the Future Land Use and Future Throughfare Plan of the Comprehensive Plan Update. No action was taken. 90-02-049: Mr. Garry Gregory, representing the consulting firm of Freese & Nichols, Inc. , presented a report on the Solid Waste Facilities Study. No action was taken.
