Pledges of Allegiance Council member Ricky Thurman led the pledges of allegiance. III. Invocation by Nic Burleson,Timber Ridge Church IV. Regular Agenda 1. Proclamation Recognizing TubaChristmas James Woodward, Michael Childs, Jim Perry, Floyd Richmond, and Tim VanBibber were in attendance to accept the following proclamation: Proclamation Recognizing TUBACHRISTMAS WHEREAS, TubaChirstmas concerts as conceived in 1974 by renowned tubist HARVEY G. PHILLIPS have become an annual holiday tradition in cities throughout the world; and WHEREAS, TubaChristmas brings together tuba and euphonium players of all ages to present public concerts of traditional Christmas carols acknowledging their proud musical heritage; and WHEREAS, TubaChristmas honors all great tuba and euphonium players through the legendary Harvey G. Phillips (1929-2010) otherwise known as "Mr Tuba", his artist/teacher WILLIAM J. BELL, born Christmas Day, 1902 and also pays tribute to all composers who have given solo and ensemble literature to these grand and deserving instruments through American composer ALEC WILDER, who contributed his arrangements of Christmas carols to the first TubaChristmas and who died on Christmas Eve 1980; and WHEREAS, TubaChristmas concerts are presented free for the enjoyment of the public audience; and WHEREAS, TubaChristmas Coordinator James Woodward has brought this unique holiday event conducted by Michael Childs to our fair city. NOW, THEREFORE, I,Doug Svien, Mayor of the City of Stephenville, do hereby proclaim December 1, 2019 as TUBACHRISTMAS DAY throughout the City of Stephenville and encourage all our citizens to attend and enjoy this annual TUBACHRISTMAS concert being presented at Stephenville First United Methodist Church on December 1, 2019 at 5:30 p.m. 0111 . 2. Citizens'General Discussion Jeane Edwards, 838 N. Paddock addressed the council regarding the city's sex offender residency ordinance. V. DOWNTOWN REVITALIZATION 1. Consider Approval of Resolution No. 2019-R-29 Indicating the City's Desire to Apply for Participation in the Texas Historical Commission's Texas Main Street Program Allen Barnes, City Manager, briefed the council on the process of becoming a Texas Main Street City. MOTION by Mark McClinton, second by Carla Trussell, to approve Resolution No. 2019-R- 29 Indicating the City's Desire to Apply for Participation in the Texas Historical Commission's Texas Main Street Program. MOTION CARRIED by unanimous vote. 2. Consider Approval of Redefining the Municipal Court Clerk Position to a Downtown Manager MOTION by Carla Trussell, second by Brandon Huckabee, to approve redefining the Municipal Court Clerk position to a Downtown Coordinator. The Nominations Committee will discuss changes to the handbook and bring it back to council for consideration in December. X. MONTHLY BUDGET REPORT AND QUARTERLY INVESTMENT REPORT Monica Harris, Director of Finance, gave the following report: In reviewing the financial statements ending September 30, 2019, the financial indicators are as City Of Stephenville Regular City Council Meeting-05 Nov 2019 Page 3 of 5 or better than expected. Please note that this information is not final. Final financial information will be presented in the comprehensive annual financial report at a later date. Property Tax-We received $8K in property taxes in the month of September, resulting in a $262K or 4.52% increase over funds collected through September last year.The $6.07 million collected is 100.49%of the$6.04 million budgeted. Sales Tax-We received $526K in sales tax in September, resulting in $158K over the budget for the fiscal year. We received$426K or 7.04%more than the funds received last fiscal year. HOT Funds - We received $470K in Hotel Occupancy Tax revenue in fiscal year 2018-2019, a $7K decrease under the $476K in Hotel Occupancy Tax revenue received in fiscal year 2017-2018. Keep in mind that the filing date for the report ending 9/30/19 was October 31st.We spent$486K in Hotel Occupancy Tax funds in the current fiscal year as compared to $397K last fiscal year. This increase is expenditures for Moolafest and Tourism wages. Revenue (Budgetary comparison) The target budget for operating revenue is $26.2 million. We received $27 million in revenue in the fiscal year, resulting in $778K over budget.This is a result of sales taxes, building permits, interest income, and other income. Expenditures (Budgetary comparison) - The target budget for operating expenditures is $20.7 million.We expended $19 million this fiscal year, resulting in $1.7 million under budget. Revenue (Prior year comparison) - Operating revenue received last year was $25.4 million as compared to the current year's $27 million, resulting in a $1.6 million increase due to property taxes,sales taxes, building permits,service charges, and investment and other income. Expenditures (Prior year comparison) - Operating expenditures last year were $18.6 million as compared to the current year's$19 million, resulting in a $367K increase. Additional expenditures included wages, the special election, outside professional fees, maintenance, Child Safety grants, wages, advertising, and Moolafest in the HOT Fund, and wages and economic development _ programs in the SEDA Fund. New Programs -The street pavement maintenance program for this fiscal year is 93% expended, and $1.5 million has been expended on the East Side Sewer Project. Investments - The total market value of cash and investments on September 30, 2019 was $33,584,072.46. This is split 7% in demand accounts, 8% in brokered certificates of deposits, 62% in TexStar investment pool, and 23% in TexPool investment pool.We earned$187K in interest for the quarter. Xl. Comments by Council Members Mark McClinton encouraged everyone to attend the free TubaChristmas Concert at the First United Methodist Church on December 1. Carla Trussell encouraged everyone to attend the Veteran's Day Parade on Saturday, November 9. She also reminded everyone of the 64th annual enchilada dinner at St. Luke's Episcopal Church that takes place every Election Day. Doug Svien thanked Julie Smith for her work on getting The Wall that Heals to visit Stephenville. ,=411 XV.
