April 21, 1964.
The City Council met in a regular meeting on the above date with Mayor Cook
presiding and the following councilmen present: Hubert Darby, Mrs. Fred McCleskey,
- E. Lee Orbison, Chas. Riggins, Roy Swain, Bill Christian, W. H. Stem and Mrs. Doyle
White.
Mrs. L. A. King appeared before the Council, congratulated the new members
of the Council, and asked the Councilts support of the Recreation Program. Mrs.
King stated the program is one of the best in the State and is being enlarged and
improved in many ways. The Council expressed appreciation to Mrs. King for this
report.
Mr. Bill Riddick, representing the Chamber of Commerce Merchants Activity
Committee, appeared before the Council asking permission to hold the annual side-
walk sale sometime in May. It was moved by Councilman Orbison, seconded by
Councilman Swain, to allow the merchants to put on the annual sidewalk sale.
Motion carried.
Mr. Gene Porter appeared before the Council as a'- representative of the
Baseball Commission. Mr. Porter aked if the City would give some financial sup-
port to the program, also asked for the use of the ball fields and the help of
City Employees to maintain the fields. The Council told Mr. Porter no money has
been set up in the budget for support of the baseball program. It was moved by
Councilman Christian, seconded by Councilman Swain, that the baseball commission
may use the fields and facilities as it has done in the past. Motion carried.
Mr. John Skipper came before the Council and presented a, proposed plat for
subdividing of Lot 2, Block 34, South Side Addition. The Council will study this
plat before any action will be taken.
Councilman Stem reported a complaint had been received of the dust being
stirred up by trucks from Farmers Feed Company.
It was moved by Councilman Orbison, seconded by Councilman Stem, to adopt
the following resolution:
RESOLUTION
Resolved, that W. E. Cook, Mayor, be, and he is hereby authorized to execute
to J. 0. A llbritton and wife, Cecil Allbritton, an easement for surface purposes
and right -of -way across the northerly 20 feet of that certain .36 acre of land,
more or less, out of Block 14 of the J. B. Robertson Survey, Abstract 650, in
Erath County, Texas, which land has been recently taken in condemnation suit No.
3371 in the County Court of Erath County, Texas, by the City of Stephenville, as
a °site for drilling and maintaining of a water well by the City of Stephenville.
This easement to be executed in writing by the Mayor and attested by the City
Secretary.
Motion for the above resolution carried.
Councilman Christian reported that Wolfe Nursery has agreed to spray the
trees in the Park and Cemeteries for 0400.00. It was moved by Councilwoman
McCleskey, seconded by Councilman Christian, that Park and Cemetery committees
be authorized to have the trees sprayed when necessary. Motion carried.
It was moved by Councilman Riggins, seconded by Councilman Swain, that the
swimming pool be painted and a bleacher be built at the Pony League ball field.

It was moved by Councilman Swain, seconded by Council Orbison, to pay Tom
Burnett the balance of the present month's salary. Motion carried.
Councilman Orbison reported the Highway Department is ready to start buying
right -of -way. There was no money set up in the budget for this purpose. It was ,
moved by Councilman Swain, seconded by Councilman Darby, to authorize the Finance
Committee to arrange to borrow the needed money and the following resolution be
adopted:
RESOLUTION
Resolved, that the Mayor, W. E. Cook, be, and he is hereby' authorized to
complete a loan from The Stephenville State Bank of Stephenville, Texas, in the
principal sum of $18,000.00 for the City of Stephenville in this amount bearing
interest from date at the rate of 42 percent per annum, such note to be payable
` on or before April 22, 1965, and with the City of Stephenville having the option
of pay any amounts on said note prior to its due date; and which note shall be
attested by the City Secretary.
Motion for the above carried.
The following nominated for Mayor- Pro -Tem: W. H. Stem.
It was moved by Councilman Swain, seconded by Councilwoman McCleskey, that
nominations cease. Motion carried. W. H. Stem declared elected Mayor- Pro -Tem
by acclimation.
The Council drew for places as provided by Amendment to the City Charter.

There being no other business at this time, the Council stood adjourned sub-
