The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following Councilmen present: I. D. Reynolds, Hubert Darby,
Mark Geeslin, E. Lee Orbison, Raymond Anderson and W. H. Stem.
Present for the meeting were Dir. of"'P,bblic Works Gann, Chief Cornell and
City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. J. L. Ballow appeared before the Council reporting that two weeks ago
the sewer line stopped up and sewage ran under his house and on his yard. A
plumber checked this and charged,$18.00 for his services. Mr. Ballow asked the
City to pay the plumber's bill since this was caused by the City main being stopped
up. This was referred to City Attorney Chandler for an opinion.
Councilman Anderson reported he and Mr. Gann contacted the local agent for
Santa Fe Railroad regarding straightening Vanderbilt Street. This will be discussed
with railroad officials.
Councilman Anderson also reported the sidewalks have been checked on east of
Chamberlin School on the south side of Frey Street. There is some sidewalk on this
side of the street but approximately 867 feet which has no sidewalk between the
school and North 011ie Street. It will cost approximately $1000.00 to finish this
project.
It was agreed to work up a cost figure for each property owner and turn this
over to the P. T. A. to conta:cp property owners stating the City will do the work
at actual cost.
Councilman Orbison had nothing to report.
Councilman Geeslin asked who is responsible for fixing the street where the
Gas Company had dug them up. It was stated the Gas Company is responsible for
fixing back City streets in this case.
Councilman Stem asked about the delay in the purchase of the Mary Seward
property. It was explained the City is waiting for the owners to furnish a deed
to the property.
It was moved by Councilman Reynolds, seconded by Councilman Stem, to adver-
tise for bids for two new cars for the Police Department. Motion carried.
Councilman Darby had nothing to report.
Mayor Evans reported there has been several recent complaints regarding
noise at the Go -Kart track located in the City Park. The Mayor had called City
Attorney Chandler and found that the City could be held liable in case of accident,
so based on these facts Mr. Gann was instructed to remove the track.
It was moved by Councilman Stem, seconded by Councilman Reynolds, that the
annual City Election be called to be held on April 7, 1964, in accordance with elec-
tion ordinance on Page 86C, Minute Book F, and the State Statutes proceedure for
use of the secret ballow. The election being for the purpose of electing a Mayor
aftd dne Councilman from each of the four wards of the City, to serve a 2 year term
of office. Mr. Homer Stephen was appointed Election Judge and to select his assis-
tants. Motion carried.
It was moved by Councilman Geeslin, seconded by Councilman Darby, to adopt an
ordinance creating Recreation & Park Board of the City of Stephenville, providing
for appointment of members by the City Council;
Providing that the Board shall supervise the recreation program of the City
and the use of the City Park and facilities in connection with such program, subject
to the approval of the City Council, and
Providing that the Board shall each year prepare and present to the City of
Stephenville a budget for recommended expenditures for the following year. Motion
carried (said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Stem, seconded by Councilman Darby, to accept a
plat presented by Kingland Homes for subdividing of Block 1, Kingland Addition,
and dedicating streets and alleys in such addition. Motion carried (copy of said
plat being attached to and becoming a part.of these minutes).
The Council agreed that Councilmen Geeslin and Anderson, along with Secretary
Cates, will contact property owners of the proposed test hold sites and attempt to
lease land for the test holes.
It was moved by Councilman Anderson, seconded by Councilman Geeslin, to trans-
fer $10,000.00 from the Water Works Depreciation Fund to a special fund, and the
$5,000.00 from sale of old Dump Ground to this special fund. This to be used to-
ward the development of a new well field. Motion carried. '
AN ORDINANCE CREATING RECREATION AND PARK BOARD OF CITY OF STEPHENVILLE`
PROVIDING FOR APPOINTMENT OF MEMBERS BY CITY COUNCIL` PROVIDING THAT THE
BOARD SHALL SUPERVISE THE RECREATION PROGRAM OF THE CITY AND THE USE OF
THE CITY PARK AND FACILITIES IN CONNECTION WITH SUCH PROGRAM SUBJECT TO
APPROVAL OF CITY COUNCIL AND PROVIDING THAT THE BOARD SHALL EACH YEAR PRE -
PARE AND PRESENT TO THE CITY OF STEPHENVILLE A BUDGET FOR RECOMMENDED
EXPENDITURES FOR THE FOLLOWING YEAR
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
There is hereby created the Recreation and Park Board of the
City of Stephenville. This Board shall consist of seven members to be
appointed by the City Council, all of whom shall be residents of the City
and shall serve without pay. Appointments to such Board shall be made so
as to have both men and women who are known to be actively interested in
public recreation. Of the members first appointed four shall be appointed
for a term of two years and three shall be appointed for a term of one year.
These appointments shall begin as to the terms thereof on January 1, 1964,
and shall terminate on December 31, of the year in which said terms end.
However, each member so appointed shall serve until his successor is ap-
pointed. The City Council may make appointments at any time to fill
Vacancies which appointment shall be for the unexpired term of the member
whose position has become vacant. Permanent removal from the City of
Stephenville by any member shall terminate the membership of such person and
create a vacancy. The City Council shall each year appoint from the mem-
bers of the Board the Chairman of the Board.
Section Two
The Recreation and Park Board of the City of Stephenville shall
prescribe its own rules for time and place of meeting. Special meetings.may
be called by the consent of four members of the Board but notice must be
given to all the members of any such meetings if same are so called.
Section Three
The Recreation and Park Board of the City of Stephenville shall
supervise the recreation program of the City of Stephenville and the use
of the City Park and its facilities in connection with such program. All
acts and decisions of the Board shall be subject to approval by the City
Council. Recommendations may be made by the Board to the City Council at
any meeting of the City Council.
Section Four
The Recreation and Park Board of the City of Stephenville shall
each year prepare and present to the City Council a budget for recommended
expenditures in the city recreation program. This budget for the calendar
year following shall be prepared and presented by the Board to the City
Council not later than the 1st day of June , of each year.
