November 5, 1963.
The City Council met in regular meeting on the above date with Mayor Pro -
Tem Anderson presiding and the following Councilmen present: I. D. Reynolds,
Hubert Darby, Mark Geeslin, E. Lee Orbison, Roy Swain Jr., Mkrlan Huey and W. H.
Stem.
Others present were Dir. of Publ,Works Gann, Chief Cornell and City Atty.
Chandler.
Minutes of previous meetings were read and approved.
Mr. Chas. E. Tabor appeared before the Council and presented a plan for
a Community Antenna System. Mr. Tabor explained that if the Council accepted
this plan it would result in much better reception on television sets in the
City. After discussion, this was referred to Councilman Orbison and his com-
mittee for study and report back to the Council.
Messrs. C. M. Shroyer, G. A. Brown and L. L. Dendy appeared before the
Council representing Arkansas - Louisiana Gas Company, to explain the reasons for
failure of the gas pressure on Saturday morning (Nov. a, 1963). It was explained
that one of the automatic compressors, near DeLeon, was pumping the gas into the
air instead of into the gas lines. This was not discovered until 7:00 A. M. on
Saturday morning. This group assured the Council that in the future the gas
pressure will be checked more frequently, then in real cold weather there will
be someone on duty at all times to see the gas pressure is kept up. The Council
expressed appreciation to the group for coming and giving the above explanation.
Councilman Geeslin reported a complaint made about dust near the Farmers
Feed Co -op. After investigation, it was found the dust is being made by trucks
using the railroad property in that area. The Council asked Secretary Cates to
check further into this matter.
Councilman Stem reported the Finance Committee would like to recommend the
proposal of Mr. James Anderson to sell insurance to city employees on a payroll
deduction plan be rejected. This was agreeable with the Council.
It was reported there is a sign, on City property, at the Sinclair Station
on the corner of N. Graham and W. Frey Streets, which obstructs the view for
traffic moving off W. Frey St. The Council asked the Chief of Police to handle
this.
Councilman Stem reported a letter has been received from Garrett & Jones,
auditors of Fort Worth. This firm agreed to do the City audit but would not
quote a price for this service. It was moved by Councilman Stem, seconded by
Councilman Huey, to hire Garrett and Jones, auditors, to do the City audit for
one year. Motion carried.
Councilman Orbison brought up for discussion the discontinuance of Wards
within the City. It was pointed out there would have to be a change in the
charter to do this.
It was moved by Councilman O'rbis'on, seconded by Councilman Darby, to ask
City Attorney Chandler to draw up an ordinance prohibiting parking of motor ve-
hicles, trailers and trailer - houses having a width in excess of 7 feet, on City
streets except within 2 blocks of the Square between the hours of 6 :00 P. M.

Councilman Swain had nothing to report.
Councilman Darby had nothing to report.
Councilman Huey reported the County has agreed to pay $200.00 on paving of
the parking lot back of Anderson Motor Co., also the Methodist Church has agreed
tb,,pay $200.00 on the lot.

It was moved by Councilman Swain, seconded by Councilman Geeslih:.,,. to offer
the heirs of Mary Stewart Estate ,1:1600.00 for Lot 6, Block 2, Park Place Addition,
with clear title. Motion carried.
Councilman Huey passed to each Councilmember a list of several cities who
issue courtesy parking-tickets and asked the Council to considem doing this '_here.
After discussion, it was agreed that Councilman Huey, along with Law & Order Com-
mittee, get together and work out some recommendations and. present to the Council
at the next regular meeting.
It was moved by Councilman Geeslin, seconded by Councilman Huey, to adopt
an ordinance prohibiting the parking of automobiles, trucks, or any type of ve-
hicles, on the north side of Tarleton Street from the intersection of said Tar-
leton Street and N. Belknap Avenue, to the intersection of said Tarleton Street
with N. 011ie Avenue, providing for penalties and declaring an emergency. Motion
married. (Said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Geeslin, seconded by Councilman Orbison, to adopt
an ordinance altering the Prima Facie speed limits established for vehicles under

the provisions of Section 8, Article 827A, Vernon's Texas Penal Code, upon the
basis of an engineering and traffic investigation upon certain streets and high-
ways, or parts thereof, within the corporate limits of the City of Stephenville,
Texas, as set out in the ordinance; providing a penalty of a fine not to exceed
$200.00 for violation of this ordinance. Motion carried. (Said ordinance being
attached to and becoming a part of these minutes).
Councilman Stem brought up for discussion the making of a crossing on the
railroad right -of -way at Venderbilt Street. Councilman Anderson and Dir. of Pub-
lic Works Gann will check into this.
