October 1, 1963.
The City Council met in .regular meeting on the above date with Mayor Evans pre-
siding and the following councilmen present: I. D. Reynolds, Hubert Darby, Mark
Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swaim, Harlan Huey and W. H. Stem. _
Others present were Dir. of Pub. Works Gann, Chief Cornell and City Atty.Chandler.
Minutes of previous meetings were read and approved.
Messrs. Curry and Shroyer appeared before the Council representing Arkansas -
Louisiana Gas Company. Mr. Curry stated. the company has spent more than $350,000.00
to improve the gas service in this area. There have been three gas well tied into the
system and two more to be added later. The size of lines in the City have been en-
larged and several dead ends tied back into the system. Mr. Curry also stated there
are some residences which are not piped properly and therefore do not get enough gas.
He asked the Council to consider passage of an ordinance requiring proper size pipe
to be used in buildings.
Mr. James Anderson appeared before the Council asking permission to solicit City
Employees for all kinds of insurance and the premiums'to be handled on a payroll deduc =-, „n„
tion plan. This was referred to the Finance Committee and to report back to the Coun-
cil.
A group of property owners on Groesbeck Street came before the Council stating
all the money for paving in the 1400 Block is up with the exception of one lot. This
group asked the Council to skip this lot and go ahead and pave the balance of this
street. It was pointed out that it is a City Policy to pave only the complete street.
The Director of Public Works reported that in the past month the City crews have
made a number of water and Sewer taps, continued work on Methodist Branch, started
paving on Groesbeck Street, completed the crossing at the Park, completed utility lines
in Rowland Street, maintainers covered 75% of caliche streets, fogging machine has been
running and street sweeper running every night. He also reported the loss of one motor,
one booster pump and some relays during a recent thunderstorm, an estimated $500.00 loss.
Councilman Stem reported an auditor has not yet been hired.
Councilman Orbison had nothing to report at this time.
Councilman Reynolds presented a report on the results of a survey of blind cor-
ners. This report was explained in detail by Chief Cornell. Some of the blind cor-
ners have been cleared up and others are being worked on. There ard) some places where
large trees are on City utility easements and it will be up to the Council if these
trees are to be removed. There are some property owners who are agreeable for hedges:
and trees to be trimmed but will not do this themselves.
Councilman Orbison reported the need for parking to be taken off Barton Street
in the block west of the postoffice. No action taken at this time.
The Council asked City Attorney Chandler to draw up a franchise for C. C. Pember-
ton. This franchise to be for Mr. Pemberton and the Council's consideration.
It was moved by Councilman Reynolds, seconded by Councilman Orbison, to adopt an
ordinance making it unlawful to scatter or deposit poison within the corporate limits
of the City of Stephenville except inside the dwdlling house or adjacent buildings of the
person so depositing or scattering poison, providing a penalty for violation and declar-
ing an emergency. Motion carried.
It was reported -there is a need to do something about the parking on West Tarleton
Street. The City Attorney was asked to draw up an ordinance removing parking off the
north side of West Tarleton Street, from Columbia Street to Everett Street.
It was moved by Councilman Orbison, seconded by Councilman Geeslin, to install
parking meters on Barton Street in the block west of the postoffice. Motion carried.
Mayor Evans reported the Highway Department will re -top West Long Street before
it is turned back to the City.
Mayor Evans asked Councilman Huey to look at the Mary Seward property on West
Vanderbilt Street since the City may consider buying it.
The Mayor also reported the Underground Water Survey should be complete in ap-
proximately two weeks.
The Council was presented an annual report of the Water Department prepared by Miss
Blanche Davis. It was moved by Councilman Huey, seconded by Councilman Swaim, to commend
Miss Davis for preparing this report. Motion carried.
A bid from the Stephenville State Bank, as depository for keeping City Funds, for
the year 1963 -1964, was presented. It was moved by Councilman An:dbrson, seconded by
Councilman Swaim, to accept this bid for the ensuing year. Motion carried.
It was mentioned that bids would be opened at the next regular meeting for the
Fire Department Equipment.
There being, no other business at this time, the Council stood adjourned subject
to the Mayors call.
