HomeMy WebLinkAbout1963-07-02 - Regular City CouncilStephenville, Texas July 29 1963- The City Council met in regular meeting on the above date with Mayor Evans presiding and the following councilmen present: I. D. Reynolds, Hubert Darby, Mark Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swain Jr., Harlan Huey and W. H. Stem. Others present were Director of Public Works Gann, Street Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. Mr. C. M. Shroyer, of Arkansas - Louisiana Gas Company, appeared before the Council stating this company has three new gas wells which will be added to their system in approximately one month. This will make a considerable increase of gas in the present system. The company also has immediate plans to enlarge lines in Clifton Heights, Belmont and Morgan Mill Road sections of the City, also tie some dead -end lines into main lines in the needed places. These improvements should increase the gas pressure in the areas which have been low in the past. Mr. Toby Stone appeared before the Council asking that the rendition of his property on College Farm Road be lowered. It was moved by Councilman Orbison, seconded by Councilman Stem, to set the value of Toby Stone property at $5,000.00 for the year 1963, also pointed out this will be checked;an= ° = =py the Board next year and re- evaluated. Motion carried. Mr. C. J. Jeffries came before the Council asking that value be lowered on Lot 21, Block 1, King & Braeuer Addition. It was moved by Councilman Huey, sec- onded by Councilman Stem, to set the value of Lot 21, Block 1, King & Braeuer Addition, at $2250.00 for the tax year 1963. Motion carried. Mr. Clinton Cox appeared before the Council asking permission for the Re E.A. to move their poles off property in the Lockwood Addition. These pol6sFWto be moved into the designated alley in that addition. Mr. Cox stated the R. E. A. has made three separate propositions to Texas Power & Light Company and no satis- factory agreement has been made. A Committee from the council agreed to meet with the companies involved and work out some agreement. Mrs. Fred McCleskey and Mr. Flory, along with Mr. Porter as spokesman, came before the Council and presented the proposed budget of the City Recreation Com- mittee. This committee is asking for a total budget in excess of $20,000.00. Mr. Gene Porter, representing the Baseball Commission, came before the Coun- cil stating the commission wanted to express thanks to the City for keeping the ball grounds in good shape, also the commission has had fine cooperation from Jim Burgan along with other City Employees in carryigg out the baseball program. The finances of the program are in good shape at this time but may need some help later on. Mr. N. Be Jeans appeared before the Council asking if the City would place a storm sewer north of his property if he would pay for the pipe. It was suggested Mr. Jeans meet with Mr. Gann and work this out. Mr. Be L. Singleton, representing the Industrial Foundation, appeared before tte Council asking to trade a part of the 19 acres at the Airport for some front- age on Highway 281. After discussion, it was moved by Councilman Anderson, secon- ded by Councilman Reynolds, to adopt the following resolution: RESOLUTION RESOLVED, that the Mayor, J. Louis Evans, is hereby authorized to execute a deed to Edd Brooks, Trustee, for and on behalf of the City of Stephenville, con- veying to the said Edd Brooks, Trustee, that certain land shown on the attached field notes plat of Thomas Be King, registered Public Surveyor, as first tract in return and exchange for a deed from the said Edd Brooks, Trustee, conveying to the City of Stephenville second tract and third tract as described on the attached plat and field notes, said field notes and plat being hereby referred to and made a part of this resolution by reference to the same extent as if copied herein word for word; and said deed shall state that no lien is retained on sha 11 arise by virtue of the consideration being on exchange of lands. It is understood with Be L. Singleton, President of Stephenville Industrial Foundation, that the land conveyed to the Foundation in exchange for that con- veyed back to the City will be conveyed back to the City if land is not used for industrial purposes within a reasonable time, upon request of the Council and the return of the purchase price orininally paid by the Foundation to the City. After a roll call vote the vote was 8 For, None Against. (Motion carried unanimously). (Said plat and field notes being attached to and becoming a part of these minutes). Councilman Geeslin had nothing to report. Councilman Stem reported these was a meeting held with the Upper Leon Mu- nicipal Water Board in regard to furnishing the City with water. 1 I 134 Councilmen Orbison and Swain had nothing to report. Councilman Darby reported the Street Committee had lod$d into the proposed truck route east of North Graham Street and found the right -of -way would be very expensive. The committee recommended nothing be done due to the great expense In- volved. Councilman Huey recommended that Jim Burgan be left in his present position at the City Park, and that the Park Committee meet with Bob Smith and Jim Burgan and explain to each of them their individual jobs in order to stop some of the - confusion. Councilman Huey also reported Velon Reese wants to lease the City owned land on Harbin Drive. Mr. Reese wants to fence this land and use for grazing and would turn it back at any time. The Council offered no objections but would like for it to be understood that if any eonplaints are made that Mr. Reese would move. It was moved by Councilman Swain, seconded by Councilman Reynolds, to transfer $600.00 from the Sewer Maintenance Fund to the General Fund to pay for extra police salaries. Motion carried. It was moved by Councilman Geeslin, seconded by Councilman Stem, to transfer the necessary funds. , Motion carried. Motion carried. It was moved by Councilman Anderson, seconded by Councilman Stem, to adopt,an ordinance altering the Prima Facie Speed Limits established for vehicles under the provisions of Section 8, of Article 827 -A, Vernon's Texas Penal Code, upon the basis of an engineering and traffic investigation, upon certain streets and highways, or parts thereof, within the corporate limits of the City of Stephenville, Texas, as set out in the ordinance, and providing a penalty of a fine not to exceed $200.00 for violation of thIks ordinance. WHEREAS, Section 8 of Article 827a2 Vernon's Penal Code of the State of Texas, provides that whenever the governing body of the City shall determine upon the basis of an engineering and traffic investi- gation that any prima facie speed therein set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of a street or highway, with the City taking into ccnsideration the width and condition of the pavement and other circumstances on such portion of said street or high - way, as well as the usual traffic thereon, said govern body may deter- mine and declare a reasonable and safe prima facie speed limit thereat or thereon by the passage of an ordinance, which shall be effective when appropriate signs giving notice thereof are erected at such intersection or other place or part of the street or highway, now therefore, BE IT ORDAINED by the City Council of the City of , Texas: stepherAllu Section 1. PASSED AND APPROVED THIS 2nd DAY OF July , 1963 ATTEST: APPROVED: y Secretary Ma or It was moved by Councilman Anderson, seconded by Councilman Geeslin, to accept back from Texas Highway Department the portion of West Long Street from Graham Street to Alexander Road, and the portion of Alexander Road from West Long Street to Loop 195; provided the Highway Department will top West Long Street. Motion carried. It was moved by Councilman Orbison, seconded by Councilman Geeslin, to adopt an ordinance raising the reward for Arson to $250.00 as recommended by the State Insurance Board. Motion carried. The Council asked the City Secretary to notify Joe Spindor to remove the old awning on his building on East Washington Street. If Mr. Spindor does not do this then the City can remove the awning since it overhangs City property and creates a hazard. The Council discussed a letter from Brad Thompson requesting the closing of N. Carey Avenue. This was referred to the Street Committee, and report back to the Council. The Council discussed the placing of a low water bridge across the Bosque at the City Park and asked Mr. Gann to look into this matter. It was moved by Councilman Orbison, seconded by Councilman Swain, that a committee be appointed to make a survey to determine if the cafes and other public places are in favor of integration.
