Minutes of previous meeting were read and approved.
The following nonimations for Mayor Pro -Tem were receivedr W. H. Stem,
Raymond Anderson and I. D. Reynolds. Ballots were cast and the following votes
received: W. H. Stem 3; Raymond Anderson 4; and I. D. Reynolds 2. Raymond Ander-
son was declared elected Mayor Pro -Tem for the coming year.
Mrs. McCleskey and Mr. Flory, representing the City Recreation Board, appeared
before the Council to report there have been many things done toward a full time
recreation program, also the board has many problems and the finances are very low.
Mrs. McCleskey stated the appearance of the board members was to report progress
to the Council and thereby establish better relationship between the Recreation
Board and the Council.
Mayor Evans stated the Finance Committee has been asked if there is any more
money available for the recreation program. Councilman Anderson reported that some
additional money be spent on the program but no definite amount has been decided
upon.
It was moved by Councilman Stem, seconded by Councilman Swain, to accept a
Plat presented by Wayne Barham and Kenneth Lockhart for subdividing of Block 151,
City Addition, said subdivision to be known as Lockwood Addition, and dedicating
streets and alleys in such addition. Motion carried.
Messrs. Barham and Lockhart stated that they are in need of water to the
Lockwood Addition. They asked the City to pay for the water line from the existing
mains to the new addition. It was explained to these men that under present City
policy the City will extend water lines only when the property owner,: pays for such
line. It was explained that there would be a chance to be reimbursed for part of
the cost of the water line when property owners along such line tie on the water
mains. It was suggested these men contact Mr. Gann
water line for the Lockwood Addition. for figures on the cost of

ize the transfer of x$700,00 from the sale

Councilman Stem reported a number of persons are asking for summer water rates.
It was suggested that the minimum be raised from 3000 gallons to 5000 gallons
all over 5000 gallons be 5032 per 1000. It was explained that under the present budget
and bond requirements it would. not be practical to change the water rates in any way.
Councilman Swain reported that he and Mr. Gann had made a to
Sewer System and everything is in good shape at this time. ur of the City
Councilman Geeslin had nothing to report.
Councilman Huey reported the Park Committee had met with Bob Smith and Jim
Burgan and things are going very well at this time.
Councilman Huey also reported that he would like for the Council to consider
closing Charlotte Street and giving it in return for a street through the middle
of the West Part of Blocks 3 and 4 of the Groesbeck Addition.
Mr. Moorhead appeared before the Council asking that Charlotte Street no t
closed because it would cut his property off from any y street. be

Attorney Chandler to prepare an ordinance closing Charlotte Street. This ordinance

DEDICATION AND RESTRICTIONS, LOC'KNf00D ADDITION, STEPHENVILlat ERATH COUNTY, TEXAS.
THE STATE OF TEXAS:
COUNTY OF BEATH : KNOW ALL MEN BY THESE PRESENTS:
That we, Wayne Barham, and Kenneth Lockhart and wife Helen Lockhart, of Erath County,
Texas, for and in consideration of the enhancement in value of the property herein
described, which is owned by the above named and undersigned, namely that certain
20.838 acres of land out of the J. B. Dupuy Survey, Abstract No. 196, in Erath County,
Texas, as described in the deed from W. D. Williams and wife to Kenneth Lockhart and
Wayne Barham by deed dated Oct. 26, 1962, and of record in Vol. 387, page 2880 in
the deed records of Erath County, Texas, and being a part of Block No. 1519 in,the
City of Stephenville, Texas, and for the purpose of developing said property as a..
residential district in the City of Stephenville, Erath County, Texas, do hereby
adopt the plat attached hereto as our plan for the subdivision of same, to be herein-
after known and referred to as IACKNOOD ADDITION, in and to said City, and do hereby
dedicate as highways for the use of the publio, the streets and alleys shown on the
attached plat which were heretofore a part of said 20.838 acre tract, and expressly
conveying hereby a perpetual easement or right of way to the City of Stephenville,
Texas, and its assigns, for the construction and operation of public utilities of
every kind, including water lines, eleotrio lines, gas lines, telephone lines, and
other appurtenances in connection therewith so as to properly serve a residential
district, .in, over, upon and across said streets and alleys.
1. These covenants are to run with the land, and shall be binding upon all persons
herein, and on all persons and parties claiming under them for a period of twenty
five years from the date of this instrument, after which time said covenants and
restrictions shall be automatically extended for successive periods of ten years
each, unless an instrument signed by a majority of the then owners of the lots has
been recorded with the County Clerk of Erath County, Texas, agreeing to change said
covenants and restrictions in whole or in part. The owner of each lot, or building
plot, shall be entitled to one vote or signature for each lot he, she or they own
at said time.
2. If any party owning any lot or part thereof or share thereof in said Addition, or
their heirs or assigns, shall violate or attempt to violate any covenant or restriction,
any owner or owners of other parts of this Lockwood Addition shall have the right to
injunctive relief, both temporary restraining order, temporary writs of injunction,
and permanent writs of injunction, and shall also have the right to recover full
damages as the same may be determined accruing as a result of any such violation.
And this right of relief and recovery shall be extended to each and every owner of
any lot or part thereof in said addition who may be aggrieved as a result of any
such violation.
3. No building shall be located on any lot or building plot nearer than 25 feet
to the front lot line, nearer than 15 feet to the side street line, or nearer
than 5 feet to the side lot line on the front half, of the lot, lot lines called
for here meant to be property lines in case one or more fractions of lots are used
for building plots.
4. No lot shall be used except for residential purposes. No structure shall be,
erected, altered, placed or permitted to remain on any lot other than one detached
single family dwelling, not to exceed two and one half stories in height,(private
garages of a capacity to a000modate the needs of the residents for private transpor-
tation, but not to include a garage for commercial enterprises, and other outbuildings
incidental to residential use.
5. No dwelling shall be erected on any building plot which has an area of less
than 5,000 sq. ft or a width of less than 55 feet at the front building set back
line.
6. Me dwelling shall be erected in said Lockwood Addition which has a ground floor
area of less than 900 sq, ft. exclusive of open porches and garages.
7. No noxious or offensive activity shall be carried on upon any lot, nor shall
anything be done thereot3 which may be or may become an annoyance or nuisance to
the neighborhood.
8. No trailer, basement, tent, shack, garage, barn or other outbuilding erected in
jjj this addition shall at any time be used as a residence temporarily or permanently,
nor shall any structure of a temporary character be used as a residence.
9, No sign of any kind shall be displayed to the public view on,any lot excepting
one professional sign of not more than one square foot, or one sign of not more than
five square feet advertising the property for sale or rent, or signs used by the
builders to advertise the property :4%iting the construction and sales period,
10. Ne animals, livestock _or poultry of any kind shall be raised or kept on any lot,
except that dogs, cats or other household pets may be kept, provided that they are
not kept, bred or maintained for commercial purposes, and are not a nuisance to the
addition.
11. Invalidation of any of these oovenants by judgment or court order shall, in no
wise affect any of the other provisions which shall remain in fall force and effect.
12. No old house shall be moved into said Addition, each dwelling to be of new
construction, using new materials.
13. No dwelling, building or other structure shall ever be placed or erected on any
lot of which the outside wills thereof are constructed of less than 75% of any
material except brick, out stone, rook, or similiar material,
This instrument shall be binding upon the dedioators, their heirs, executors,
administrators, and assigns, forever.

application of Wayne Barham, Kenneth Lockhart and Helen Lockhart, for the approval
of the plat of the Lockwood Addition to Stephenville, Texas, and an order authoriz-
ing the ,same to be recorded in the records of the office of the County Clerk of
Erath County, Texas,
And this court having duly considered the petitieniiand having inspected said plat
is of the opinion and finds that the petition should be granted.
It is therefore ordered, adjudged and decreed by this Court that said plat do be
and the same is hereby approved, and the County Clerk of Erath County is authorized
to register and record the same in the records of his office, and further that this
order be entered in the minutes of this Court, and that a copy shall be attached by
the County Clerk to the original plat as prayed for,

it--was moved by Councilman Huey, seconded by Councilman Geeslin, that the build-
ing inspector not issue any building permits in the area of Charlotte Street while
the above ordinance is pending. Motion carried.
Presented at this time was a petition signed by persons operating businesses on
East Washington Street asking that parking be allowed on the south side of Washing-
ton Street between Graham and Virginia Streets. After discussion, it was moved by
Councilman Reynolds, seconded by Councilman Stem, to grant a loading zone,to be on
a trial basis, for White Auto Store, and if at any time this is abused it can be
taken away. Motion carried.
Councilman Anderson reported that Mr. Osborne has made the final paymant on
covering of thb ditch around Piggly- Wiggly Store and has agreed to pay for the paving
of the area. Also, Mr. Osborne asked permission to build a fence between the store
property and Crow Laundry, and run curb and sidewalk at the north side along the
Purdom and Taylor property. The Council offered no objections to this proposal. Mr.
Osborne also offered to pay for the removal of the Archway west of the Piggly- Wiggly
Store.
It was moved by Councilman Geeslin, seconded by Councilman Anderson, that the
20th Century Club be allowed to move the Archway from its present location to the
east entrance of the City Park. Motion carried.
Councilman Darby had nothing to report.
Councilman Orbison reported that due to the fact Roy Miller is not able to re-
turn to work, and Kenneth Haley is only on temporary basis, that.the Council place
Haley on regular tam e and 'increase the salary to the same as other drivers. It was
moved by Councilman Orbisbm, seconded by Councilman Swain, that Kenneth Haley be
placed on permanent basis and his salary be the same as the other drivers in the Fire
Department. Motion carried.
There were no bids received for the dump ground land which was advertised for
sale. It was found, after a close check, that this property is not available to
City sewer.
Mayor Evans made the following recommendations of projects to be worked on
during the coming year:
Water Committee: Continue to work on the Hydrology report, consider drilling
a new well, and tear down the buildings which are no longer being used at City well
sites.
Sewer Committee: Work toward covering some more of Methodist Branch.
Airport Committee: Place caliche on the alternate runway and repair cracks in
the paved runways.
Park Committee: Work out plans for developing of the City Park property across
the river.
Street Committee: Move equipment to Paddock Street warehouse and consider add-
ing to the old hangar building to be used as an auction barn, then tear down the old
barn at the City Park. Also remove the old concrete street markers w hich are no
longer being used or needed.--- -
Finance Committee: Consider pay increase for some City employees.
^Fire Committee: Consider ordinance to prohibit burning of grass in the City
Limits, and to work on the prevention of fires in the City.
Law & Order Committee: Consider installing a large antenna tower to serve all
the City Radio equipment and remove the various antennas from the City Hall building.
EQUALIZATION BOARD
On this the 7th day of May, 1953, the City Council of the City of Stephenville,
Texas, met in a regular meeting with the following members present: I. D. Reynolds,
Hubert Darby, Mark Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swain Jr., Harlon
Huey and W. H. Stem, and the above constituted a quorum of the present City Council
and the meeting; was called to order by the Mayor and thereupon the following proceed-
ings were had:
It was agreed by vote of the Council that members of the City Council be appointed
as members of the Equalization Board of the City f Stephenville
and the y Cty for the year 19er
question being called for a vote was taken and the City Council members were
elected by unanimous vote as members of said Board of Equalization and thereupon it
was moved by Councilman'Huey; that the following ordinance be enacted by the City
Council of Stephenville, towit:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS.
Section 1. That the Board of Equalization her4to on this day appointed by the
City Council of the City of Stephenville, proceed to perform their duties according
to law, and the dates of the first meetings of said Board of Equalization is hereby

fixed on the 27th, 28th and 29th days of May, 1963, at tahich time said Board of
Equalization shall hold forth in its first meeting in the City Hall in the City
of Stephenville, Texas.
Section 2. That this Board may have such other meetings as are provided by
law and as may be required by lawfully performance of their duties as such Board.
Section 3. That this ordinance be in effect from and after its passage.
The motion to pass such ordinance was seconded by Councilman Swain and after
discussion, the question was called for and a vote taken and the foregoing ordinance
was passed by majority of said City Council and the vote being unanimous.

The rate of pay for 'the Board of Equalization to be $3.00 per hour.
It was moved by Councilman Huey to adopt an ordinance releasing from the City
Limits of Stephenville, Texas, a portion of Parcel 1 annexed to the City of Step-
henville by annexation ordinance passed by the City Council on September 10, 19620
and which ordinance describes the land- released by metes and bounds. Motion carried.
(Said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Orbison, seconded by Councilman Swain, to adopt the
Airport Zoning ordinance as recommended by the Airport Zoning Board. Motion carried.
It'was moved by Councilman Geeslin, seconded by Councilman Huey, to transfer
$3,000.00 from the Water Works Operating Fund to the R & B Fund. Motion carried.
There being no'other business at this time, the Council stood adjourn :d'subject
to the Mayor's call.
