The City Council met in regular session on the above date with Mayor Evans presiding and,the following councilmen present: Virgil Dickerson, I. D. Reynolds, Mark Geeslin, Albert Graves, Raymond Anderson, W. H. Stem and Harlan Huey. Present for the meeting were Water Supt. Gann, St. Supt. Collins, Chief Cor- nell, Rec. Director Smith and City Ktty. Chandler. Minutes of previous meetings were read and approved. Mr. Sherrill, owner of the Hall Hotel, appeared before the Council stating that due to his present financial difficulty he could not pay the back taxes on the hotel property. Mr. Sherrill asked that the taxes be lowered on this property. He also stated the traffic near his business is heavy and patrons have difficulty find- ing parking space near the hotel. This situation is harmful to his business. The Council took no action on the present taxes but assured Mr. Sherrill the Board of Equalization would be glad to discuss the tax at their next meeting. Mr. Bryan Hale came before the Council offering to put up the money for tax suit on Lots 1 and 4, Block 18, Clifton Heights Addition. Mr. Hale stated the owners of this property have been contacted and are not interested in paying the back taxes. The Council agreed to discuss this before taking any action. City Attorney Chandler explained that in the past only tax suits'tahiAhhave been filed are in cases where owners are unknown or have abandonded the property. The above situation is very different from the type of suit which has been filed in the past. Council took no action. It was moved by Councilman Dickerson, seconded by Councilman Huey, to adopt an ordinance finding and declaring West McKewn Street from its intersection with the west line of North Harrison Avenue to its intersection with the east line of North Rome Avenue and where said street runs between the south line of Block 42 and the north line of Block 41 of the College View Addition in the City of Stephenville, as shown on Sheet 687 of KingTs 1956 Map of Stephenville, has been abandoned for street purposes, ordering same vaca #ed and closed and authorizing Mayor Evans to execute Quit -Claim Deeds, one conveying north 10 ft. to Ennis Favors and one conveying south 10 ft. to Brice Stone. Motion carried (said ordinance being attached to and becoming a part of these minutes). Councilman Dickerson asked if it is the intention of the Recreation Program to stop use of the park facilities for family reunions. It was pointed out that a L22 policy for the Recreation Program will be considered later in the meeting. Councilman Dickerson stated the Storm Sewer Project is almost ready to be tied into the bridge on Washington Street. He would also like to have the City Secretary contact Mr. Osborne and offer to lease the portion of Mason Street which is in the branch. This lease to be similar to the prior lease with Mr. Osborne. The City would offer this lease for $1000.00. Councilman Graves reported his committee does not yet have any recommendations on wells for future City use. Councilman Stem reported that the committee would like to recommend the follow- ing as sick leave policy for City employees: 5 months---------------- - - - - -2 weeks per year 5 years------------------ - - - -30 days per year 10 years----------------- - - - -45 days per year 15 years----------------- - - - -h0 days per year 20 years----------------- - - - -q0 days per year It was moved by Councilman Graves, seconded by Councilman Huey, to adopt the above as sick leave policy for City employees, also that after an employee has used the maximum of sick leave that employee will start over and accumulate leave the same as anew employee. After discussion, the motion and second were withdrawn and the Com- raitte6i will study this further, to report back to the Council. Councilman Stem also reported his committee is trying to get information on the cost of a Hydrologist to make a survey of the underground water supply. It was reported that Gene Wright has made a complaint of the alley being blocked behind the Majestic Theatre, Penneyts and Duke & Ayers. Mr. Wright claims the em- ployees of the above mentioned stores block the alley. Chief Cornell reported this has happened before and a lot of the blocking of this alley is being done by Mr. Wrightts vehicles. This is a dangerous fire hazard and a vidlation of the law to leave a car or truck in the alley unattended. There have also been complaints of Mr. Wright leaving boxes in the alley and they blow out into city streets. Chief Cornell was asked to work out the complaints. It was moved by Councilman Reynolds, seconded by Councilman Dickerson, to advertise for bids for one car for the Police Department. Motion carried. It was moved by Councilman Anderson, seconded by Councilman Dickerson, that the following be the policy of the Parks and Recreation Department: DIRECTOR OF PARKS AND RECREATION City of Stephenville The Stephenville Recreation Director will be employed by the City on recom- mendation of the Park Committee of the City Council and the City Recreation Committee. As a full -time city employee, the Recreation Director will be responsible to the City Council through the Park Committee. The Director will be assisted in the plan- ning and administration of the recreation program by the City Recreation Committee through the president of this organization. All city funds expended under the recreation program will be handled under the same procedure as other departments. The Recreation Director will issue purchase orders for equipment as provided in the city budget or as approved by the chairman of the Park Committee of the City Council. The City Recreation Director will be responsible for implementing a twelve month recreation program for Stephenville people of all ages. He will plan and supervise a program of recreation that he feels will best suit the needs of the people of the city and the surrounding rural areas. The Recreation Director will also be responsible for coordinating all recreation activities conducted wholly or in part on city owned facilities, and/or those recrea- tion programs in which the city participates financially. The maintenance of the physical facilities at the city park will remain the responsibility of the park custodian. The park custodian will continue to maintain a calendar of events and reservations for use of the city recreation hall. In the future, however, the custodian will not make any reservations or schedule any use of the city recreation fall without first consulting the Recreation Director. First conddderation for the use of the park facilities will be given the people of the city, through the recreation program, and no outside activities will be scheduled that might interfere with or hinder the success of the city recreation program. The Recreation Director should, as soon as possible, prepare a proposed rec- reation program for the people of Stephenville and submit this proposal to the City Council and City Recreation Committee. The City Recreation Director will receive all possible ,.,assistance from the City Council and other departments of the city gov- ernment. The Recreation Director will prepare recommendations for additional recreation equipment and facilities for the new city park area south of the Bosque River, and coordinate with the Jaycees in the development of the new park in the northwest part ORDINANCE FINDING AND DECLARING WEST MCKEWN STREET FROM ITS INTERSECTION WITH THE WEST LINE OF NORTH HARRISON AVENUE TO ITS INTERSECTION WITH THE EAST LINE - OF NORTH ROME AVENUE AND WHERE SAID STREET RUNS BETWEEN THE SOUTH LINE OF BLOCK 42 AND THE NORTH LINE OF BLOCK 41 OF THE COLLEGE VIEW ADDITION IN THE CITY OF STEPHENVILLE AS SHOWN ON SHEET 687 OF KING'S 1956. MAP OF STEPHENVILLE HAS BEEN ABANDONED FOR STREET PURPOSES, ORDERING SAME VACATED AND CLOSED AND AUTHORIZING MAYOR TO EXECUTE QUIT CLAIM DEEDS, ONE CONVEYING NORTH 10 FEET TO ENNIS FAVORS AND ONE CONVEYING SOUTH 10 FEET TO BRICE STONE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Section ONe West McKevu Street where same runs from the West line of North Harrison Avenue to the East line of North Rome Avenue between Blocks 41 and 42 of College View Addition in the City of Stephenville as shown on King's 1956 Map of Stephenville at Sheet 687 is.no longer used for street purposes and same has not been used for street purposes for many years and has been abandoned for street purposes and said area is hereby declared vacated and closed for street purposes. Sectio n Two J. Louis Evans, Mayor of the City of Stephenville, is hereby author- ized and directed to execute to Ennis Favors, owner of property adjacent thereto, a Quit Claim Deed covering the North 10 feet of said West MCKewn Street as hereinabove abandoned which shall be delivered to the said Ennis Favors upon the payment by him of the sum of $37.503 and J. Louis Evans, Mayor of the City of Stephenville, is hereby authorized and directed to execute to Brice Stone, owner of property adjacent to said area, a Quit Claim Deed cover- ing the South 10 feet of said West McKewn Street as hereinabove vacated, and to deliver same upon the payment of the sum of $37.509 which deeds shall be attested by the City Secretary of the City of Stephenville. Said deeds shall reserve to the City of Stephenville an easement for water, sewer and utilities -h said areas conveyed in said deeds. He will also consult with the officers of the City Recreation Committee in preparation of the Park and Recreation budget _ each year, prior to submitting the proposed budget to the Finance Committee of the Stephenville City Council. Motion carried. The Mayor reported there have been several complaints on house -to -house in- surance salesmen and the City Attorney has prepared an ordinance requiring this type j of itinerant salesman to be licensed. It was moved by Councilman Dickerson, seconded by Councilman Huey, to adopt an ordinance requiring all itinerant persons offering for sale any type of insurance, or insurance contract, in the City of Stephenville, to obtain a license before taking any action within the City of Stephenville to sell or offer for sale any such insur- ance; providing for bond; requiring a license fee, providing a penalty for violation and declaring an emergency. Motion carried (said ordinance being attached to and becoming a part of these minutes). Councilman Anderson reported a few persons would like to buy cemetery lots and pay them out by the month. It was moved by Councilman Anderson, seconded by Council - man Geeslin, to sell cemetery lots to be paid out by the month.0 Persons be given one year to pay for the lot or lots. If not paid out in one year, the money to be re- funded. Deed to cemetery lot, or lots, be given only after they are paid for.) Motion carried. Mr. Tommy Lockridge, of the Chamber of Commerce, came before the Council and reported a firm is interested in building a 120 bed rest home in the City. This firm will need a block of land approximately 300 ft. by 275 ft, for this rest home. They are interested in buying a part of the old city dump ground land for this pro- ject. No action taken. It was moved by Councilman Dickerson, seconded by Councilman Graves, to accept a plat presented by Kingland Homes for subdividing a part of King & Braeuer Addition, and dedicating streets and alleys in such addition. Motion carried. The City Secretary reminded the Council members of the meeting of Region 8 of T. M. L. on February 11, 1963, and 4sked all members to attend if possible. A letter from Mrs.. Henry Clark was read. Mrs. Clark expressed appreciation to the Council in naming the airport Clark Field, and would like to donate $25-00 worth of shrubs to be planted at the entrance to the field. The Council expressed apprecia- tion to Mrs. Clark and asked the Airport Committee to work out the details. It was moved by Councilman Dickerson, seconded by Councilman Graves-,"'that the annual City Election be called to be held on April 2, 1963, in accordance with elec- tion ordinance on page 86C, Minute Book F, and the State Statutes procedure for use of the secret ballot. The election being for the purpose of electing one councilman from each of the four wards of the City, to serve a two year term of office. Mr. Homer Stephen was appointed Election Judge and to select his assistants. Motion c carried.
