June 5, 1962.
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following councilmen present: Virgil Dickerson, I. . Rey-
nolds, Wm. 0. Croft, Mark Geeslin, Raymond Anderson, W. H. Stem and Harlan Huey.
Others present were Water Supt. Gann, Street Supt. Collins, Chief Cornell
and City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. Jack English appeared before the Council asking about the necessary
steps to take in dedicating a street and opening up building sites in Blocks
140 and 145, City Addition.
Councilman Stem reported several people have asked about summer rates for
the Water Department. It was explained the City cannot give summer water rates
and pay for the Water Works Improvement Project which was completed last year.
It was reported there is a need for fire plugs on North Graham Street in
order that fire protection would extend as far as the Foster Home. Also there
is a need for fire protection on the Lingleville Road. The Council agreed this
work should be done and asked Water Supt. Gann to work on this as soon as possi-
ble.
Councilmen Geeslin, Huey and Reynolds had nothing to report.
Councilman Croft asked if there is a city policy which states the amount
of vacation for City Cemetery Employees. Phere is no policy covering this so
after discussion it was agreed that Cemetery Employees will receive the same
amount of vacation as other regular City Employees.
Councilman Croft, reporting for the Gasoline Ordinance Committee, stated
this committee has contacted several and find about as many for this ordinance
as are opposed to it. This committee does not have any recommendations at this
time. It was decided to make a further study of the Gasoline Ordinance before
any action'is'taken.
Councilman Anderson reported the Insurance Committee has not met with local
agents and organized, so the committee has no recommendations at this time.
Councilman Anderson also reported the Zoning Committee has met with an
engineer and found that if the City wanted to enter into a Urban Renewal plan
the Federal Government would help pay for the cost of the necessary survey. This
plan would include zoning and many other long -range plans which would cover the
needs of the City for the next 25 years. The Council agreed that his long -range
planning would be good, however, at this time the City is more interested in
zoning only. This committee will gather information on zoning and will report
back to the Council.
Councilman Anderson reported the dozer belonging to C. C. Booth had been
released and the City can buy it. The Finance Committee was appointed to check
into this.
It was moved by Councilman Croft, seconded. by Councilman Reynolds, to ad-
vertise for bids to furnish the City gasoline, diesel and kerosene for a period
of one year. Motion carried.
It was moved by Councilman Reynolds, seconded by Councilman Croft, to adopt
an ordinance establishing the speed limit on Highway 281 beginning at the North
City Limit line and continuing to the South City Limit line on said Highway 281.
The maximum limit to be 40 miles per hour. Motion carried (said ordinance being
attached to and becoming a part of these minutes).
It was moved by Councilman Dickerson, seconded by Councilman Reynolds, to
adopt an ordinance creating a Municipal Defense & Diaaater Relief Committee and
providing the powers of that committee: Creating the office of Municipal Defense
Coordinator and providing the duties and responsibilities of that office: Creat-
ing operational orginizations: Granting necessary powers to cope with emergencies
'�,hreate.nxng life and property in the City of Stephenville: Authorizing coopera-
tive and mutual aid agreements for relief work between this and other cities or
counties: And for related purposes: Prohibiting unauthorized lights and warn-
ing and all -clear signals and making violations a misdemeanor punishable by fine
not to exceed $100.00. Motion carried (said ordinance being attached to and be-
coming a part of these minutes).
It was moved by Councilman Dickerson, seconded by Councilman Stem, to trans-
fer money as follows:
$2000.00 from General Fund to Park Fund.
01000.00 from General Fund to R & B Fund.
$1000.00 from Water Works Operating Fund to R & B Fund.
Motion carried.
