Minutes of previous meeting were read and approved.
A group representing Stephenville Industrial Foundation, with Dr. Vance
Terrell as spokesman, appeared before the Council and reported the North Texas
Producers Association is considering building a large plant in Stephenville. This
group asked for an option to buy one of two plots of land near the City Airport.
City Attorney Chander pointed out that under the City Charter the City cannot give
an.option to anyone on City owned land. This land must be advertised for sale and
bids taken. It was moved by Councilman Lawrence, seconded by Councilman Dickerson,
that the City not dispose of the land which the Industrial Foundation is interested
in (this being the 11 acre and 22 acre tracts at the City Airport). Motion carried.
Mrs. Bess Underwood appeared before the Council and presented a petition to
close the alley in Block 2, Clifton Heights Addition. This petition contained the
signatures of "all "property owners who join this alley except one. It was moved by
Councilman GraVess; ;•seconded -.bSt UpuiieiUmahur.Dickerson, to adopt an ordinance declaring
the 20 ft. alley in Block 2, Clifton Heights Addition to have been abandonded as an
alley, ordering same vacated and closed, and authorizing the Mayor to execute a Quit
Claim Deed to those owning property on each side of the alley, reserving sewer and
water right -of -way therein. Motion carried. (Said ordinance'being attached to and
becoming a part of these minutes).

It was moved by Councilman,Dickerson, seconded by Councilman Graves, to accept
the bid of Higginbotham Motor Company for the International Tractor & Equipment,
total price $4185.00. Motion carried.
Mr. Clinton Cox appeared before the Council to discuss the permit which was,
granted to Erath County Electric Cooperative. This ordinance was repealed at a
later meeting of the Council. Mr. Cox was interested to know why the permit had not
been granted and if the Council would grant the permit at a later date. It was ex-
plained that the original ordinance contained some things which the Council felt
should be changed. There has been a committee appointed to draw a suitable ordinance
but this committee has not completed their work. Mr. Cox was assured the Council
would meet in a called meeting in two weeks and take some action on this permit.
Mr. Eugene Ferguson, representing Harlowe Oil Company, and Mr. Vernon Gunn,
contractor, appeared before the Council presenting plans and specifications for the
proposed station and store on West Frey Street. Mr. Ferguson stated the Harlowe .
Oil Company had dropped the suit against the City and is asking for a building per-
mit after the Council has time to study the plans and specifications.. Mayor Eva4}s
appointed Councilmen Dickerson, Graves and Stem As a committee to study the plans
and specifications, then report back to the Council.
Councilman Graves reported at Leonard S�onels new residence on N. Graham St.,
the house was connected to an old sewer tap and this tap was stopped up. Mr. Stone
had paid to have it fixed and is asking the City to pay for the repair. It was
moved by Councilman Reed, seconded by Councilman Graves, to pay Leonard Store $10.00
on the repair bill. Motion carried.
Councilman Graves::reported the old city dozer no longer suitable for use in
digging ditches at the Dump Ground. The Sanitary Committee has located a used dozer
which will handle this work. The dozer can be bought for $6500.00. It was moved by
Councilman Graves, seconded by Councilman Croft, for the Sanitary Committee to go
ahead and buy this dozer if the necessary details can be worked out. Motion carried.
It was reported that Barnes & McCullough has asked for one parking space in
front of their business. The Council agreed to mark off two spaces on the south
side of the lumber yard for customer parking.
Councilman Stem, reporting for the Library Committee, stated that the County
is not giving $35.00 per month and he feels they will increase this at a later
date. Councilman Stem also reported Mr. Packwood wanted to lease part of the
Airport property. It was decided not to lease this property.
Councilman Lawrence expressed appreciation to all the Council for their co-
operation the past two years and stated he would be glad to help the Council in
every way possible. Mayor Evans expressed appreciation to both Councilmen Lawrence
and Reed for their services while members of the Council.
Councilman Reynolds reported the Law & Order Committee would like to see an
ordinance passed prohibiting the parking of trucks, overwidth and over - height vehicles
on the City streets. The Council requested City Attorney Chandler to prepare such
an ordinance.
Councilman Reynolds also reported the plans and specifications on the Police
Station were here. Councilman Dickerson stated these plans are about the same as
before, that the architect did not meet with the Building Committee as he had been
instructed. This was referred to the Law & Order Committee of Councilmen Reynolds,
Anderson and Dickerson.
Councilman Anderson reported the Insurance Committee visited Cleburne and found
their city insurance is being handled by one agent and the profits being prorated
among the other insurance agents. It was agreed the Insurance Committee will meet
with the local agents who now carry city insurance and work out some satisfactory
agreement.
Councilman Anderson reported the committee on the permit for Erath County
Electric Cooperative have been advised this same situation exists in other towns,
that in most cases it can be worked out among the persons involved.
Mayor Evans appointed Councilmen Croft, Anderson and Reed as a committee to
canvass the results of the City Election. This committee reported the Election
Returns in order and _candidates received the following votes:

AN ORDINANCE REQUIRING EACH PERSON OWNING PROPERTY WITHIN THE CITY LIMITS OF
TILE CITY OF STEPHENVILLE WHO HAS A FIRE WHICH DESTROYS PERSONAL OR REAL PROP -
ERTY' "SITUATED ON THAT iYIIICH HE OWNS TO REPORT THIS FIRE AND FIRE LOSS TO THE
FIRE MARSHAL OF THE CITY OF STEPHENVILLE AND TO PERMIT TIIE FIRE MARSHAL OF
THE CITY OF STEPIiENVILLE TO COME UPON SAID PROPERTY AND INSPECT THE DAMAGE DONE
BY SUCH FIRE, PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE AND DECLARING
AN EMERGENGY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
Each person who owns property situated within the City Limits of
the City of Stephenville who suffers damage from a fire on such property
either to real or personal property shall immediately report such fire and
the damage done to the Fire Marshal of the City of Stephenville. This report
may be in person or by telephone.
Section Two
Each person who suffers a loss to property owned by him in the
City of Stephenville as above mentioned after reporting same to thd'Fire
Marshal of the City of Stephenville shall permit the Fire Marshal to come
upon such property for the purpose of inspecting the damage done and the loss
suffered from the fire.
Section Three
Any person as used herein shall mean individual person, firm or
corporation and in case of a firm or corporation the person in charge of the
property damaged or destroyed by fire shall be responsible for making the
report required herein and permitting the inspection required herein.
Section Four
Any person who shall violate any of the provisions of this ordinance
shall be guilty of a misdemeanor, and upon conviction shall be fined in any
sum not exceeding $200.00.
Section Five
If any part of this ordinance is or should be held invalid for any
reason, then this shall not invalidate the entire ordinance but the remaining
portion thereof shall remain in full force and effect.
Section Six
All other ordinances or parts of ordinances in conflict with this
ordinance are hereby repealed.
Section Seven
The fact that there have been fires in the City of Stephenville
that have not been made known to the Fire Marshal of the City of Stephenville
and the fact that the Fire Marshal of the City of Stephenville in the exer-
cise of his duties of fire prevention should investigate each fire and the
damage done thereby within the City of Stephenville, creates an emergency and
an imperative public necessity that this ordinance go into effect immediately
and it is so ordered.

CLIFTON HEIGHTS ADDITION TO HAVE BEEN ABANDONED AS AN ALLEY, ORDERING SAME
VACATED AND CLOSED AND AUTHORIZING MAYOR TO EXECUTE A QUIT CLAIM DEED TO �.
THOSE OWNING PROPERTY ON EACH SIDE OF THE ALLEY, RESERVING SEWER AND WATER
RIGHT OF WAY THEREIN.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
That alley situated immediately North of Block 2 in Clifton Heights
Addition of the City of Stephenville as shown on King's 1956 Map of Stephenville
and running from Glen Rose Road on the West to South Jackson Avenue on the East
is hereby declared to have been abandoned for alley purposes and said alley is
hereby ordered vacated and closed as an alley.
Section Two
J. Louis Evans, Mayor of the City of Stephenville, Texas, is hereby
authorized and directed to execute to the owners of Lots situated North and
South of said alley a quit claim deed covering that portion of the alley adjacent
to the property of the respective owners and being the alley hereinabove men -
tioned situated immediately North of Block 2 of Clifton Heights Addition running
from Glen Rose Road on the West to South Jackson Avenue on the East and reserv-
ing to the City of Stephenville an easement and right of way in said alley for
sewer main located therein and for water main, should the City desire to place
same there in the future, together with the right of ingress and egress to, from
and across said alley space for repair, laying of additional lines and inspection
purposes, which quit claim deed shall convey the right, title and interest of the
City of Stephenville, be attested by the City Secretary and the seal of the City
affixed thereto by said Secretary; said deed shall convey to Mrs. Bess Underwood
that portion of said alley situated immediately North of the land owned by her
in said Block 2 and being that portion of said alley adjacent to Lot 2 in said
Block 2 and being all of said 20 -foot strip adjacent to said lot; all of said 20-
foot strip in said alley situated immediately North of Lot 4 of said Block 2 to
W. C. Parham; the North 10 feet of said alley situated immediately South of Lot
8 in said Block 2 to C. E. Hunt; the South 10 feet of said alley which is situated
immediately North of Lot 5 in said Block 2 to E. G. Mobley; the North 10 feet of
said alley situated immediately South of Lot q to C. T. Pogue; and the South 10
feet of said alley situated immediately North of Lot 6 to Grady Stone.

It was moved by Councilman Lawrence, seconded by Councilman Graves, that the
report of the committee be accepted and payroll for holding election be approved.
Motion carried.
The Candidates receiving the highest number of votes being J. Louis Evans,
Mayor; I. D. Reynolds Ward 1; Mark Geeslin Ward 2; Raymond Anderson Ward 3; and
Harlon Huey Ward 4. These candidates were declared elected, a motion put';to a
vote carried unanimously.
It was moved by Councilman Graves, seconded by Councilman Dickerson, that
Tarleton State College be asked for a utility easement across the west side of
Block 37, Park Place Addition. Motion carried.
It was moved by Councilman Dickerson, seconded by Councilman Stem, to adopt
an ordinance requiring each person owning property within the city limits of the
City of Stephenville who has a fire which destroys personal or real property sit-
uated on that which he owns,to report such fire and fire loss to the Fire Marshal
of the City of Stephenville, and to permit the Fire Marshal of the City of Step-
henville to come upon said property and inspect the ddmage done by such fire, pro-
viding a penalty for voilation of this ordinance and declaring an emergency. Motion
carried. (Said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Graves, seconded by Councilman Dickerson, to author-
ize City Attorney Chandler to file delinquent tax suit on Lot'18, Block 79, City
Addition. Motion carried.
