The City Council met in regular meeting on the above date with Mayor Evans presiding and the £ollowing.councilmen present: Virgil Dickerson, I. D, Reynolds, Wm. 0. Croft, Burl Lawrence, Raymond Anderson, Albert Graves, Scott D. Reed and W. H. Stem. Present also were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meetings were read and approved. Mr.W. L* Penninger and Mr. G. E. Cox appeared before the Council asking that Short Street be closed and deeded back to the original owner. 'After discussion, it was moved by Councilman Croft, seconded by Councilman Dickerson, to authorize the Mayor to sign a Quit -Claim Deed conveying to W. L. Penninger the land known as Short Street, located in Block 79, City Addition. Motion carried. Mr. John Skipper appeared before the Council stating he had been advised by an abstractor that some of his land extends into the City Park 4nd is being used by the City. Mr. Skipper also stated he had no objections to the City using part of the property, merely wants it to be on record that the situation does exist. Mr. James Kelley came before the Council explaining in detail the steps nec- essary to get a Low Rent Housing Project for the City. Mayor Evans appointed Council- men Anderson and Dickerson as a committee to work with him and look into the possibil- ity of a Low Rent Housing Project, then report back to the Council. 9 98 A group of persons, with Telefus Cawyer as spokesman, appeared before the Council asking that the City give additional funds to support the City Library. Mr. Cawyer asked that this be done since the United Fund will be unable to help support the Library after this year,due to tho fact the United Fund is collecting less money and can only give a part of the money which is necessary to operate the Library. The group also requested the City take over the City Recreation Board. Mr. Cawyer stated the County will also be asked to help in supporting the Library. Mayor Evans appointed Councilmen Stem, Croft and Reynolds to meet with this group amd report back to the Council. Mr. C. M. Flory, reporting for the City Recreation Board, stated his group would like to get a Director of Recreation who has ability to teach several dif- ferent things and is willing to work and have, a complete recreation program at City Park this summer. Mr. Flory also stated his group would like to have the authority to screen applicants and hire a qualified director, also an assistant director, for the summer program. It was also asked that the Council make some long range plans for a future recreation program the year round. It was moved by Councilman Reed, seconded by Councilman Stem, to give the Recreation Board authority to hire a director and an assistant director for She summer program. Motion carried. T. M. English came before the Council and explained his duties as City Reg- istrar and stated this job had been added to his duties as City Judge. Mr. English felt there should be some extra pay for handling the Register's job. It was moved by Councilman Anderson, seconded by Councilman Dickerson, to pay Mr. English an additional $20.00 per month for handling the duties of City Registrar. Motion carried. Fire Marshal Ferguson appeared before the Council to report an increase in key -rate in th6,City. This increase is due to the high fire losses in the past year. Mr. Ferguson pointed out that the fire loss in January, 1962, was the highest to be reported since he has been with the fire department. He also reported there are a ,gfstra which are not being reported to the Fire Marshal and some insurance claims being paid that seem out of line. It was suggested that the Coun- cil pass an ordinance requiring all fires to be reported. It was moved by Council- man Anderson, seconded by Councilman Reed, to ask City Attorney Chandler to draw up- an ordinance which will require all fires to be reported to the Fire Marshal. Motion carried. It was moved by Councilman Graves, seconded by Councilman Anderson, to accept the bid of The Evans Company for 500 ft. of 22 in. hose, and 500 ft. of 1F in. hose. Motion carried. City Attorney reported an answer to Harlowe Oil Company suit will be filed in the very near future. This will delay the suit and if public opinion does not cause Marlowe to decide not to build the station then the City may be forced, at a later date, to give this company a building permit; provided they comply with City Ordin- ances for service stations. Councilman Reed reported the Backhoe is worn out and he has gotten figures for repair to this equipment. It will cost approximately $3000.00 to repair this hoe. After discussion, it was moved by Councilman Reed, seconded by Councilman Croft, to advertise for bids for a new Backhoe, also advertise for bids for a new Backhoe and Tractor and trade in the complete unit now owned by the City. Motion carried. Councilman Dickerson reported there is still a lot of difficulty between W. C. Parham and Bess Underwood over the alley between their property. Councilman Dick - erson suggested the City close this alley and give half of it back to each of the owners. Councilman Anderson reported that he and Councilman Reynolds had looked at this alley and think it should be opened up. The Council ordered R. Y. Gann to use the Highway Department stakes as a starting place and measure this alley out ORDINANCE FINDING AND DECLARING SHORT STREET CROSSING BLOCK 79 IN THE CITY OF STEPHENVILLE BETWEEN LENNOX AVENUE AND LEE AVENUE AS SHOWN ON KING'S 1956 REVISED MAP OF STEPHENVILLE, HAS BEEN ABANDONED FOR STREET PURPOSES, ORDERING SAME VACATED AND CLOSED AND AUTHORIZING MAYOR TO EXECUTE A QUIT CLAIM DEED TO W. L. PENNINGER CONVEYING SAID LAND SHOWN AS SHORT STREET BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: Section One Short Street as same is shown on King's 1956 Map of the City of Stephenville running from South Lennox Avenue to Lee Avenue across Block 79 in the City of Stephenville and shown on said map to be 45 feet in width where it enters Lennox Avenue and to be 42.5 feet in width where it inter- sects Lee Avenue is no longer used for street purposes and in fact has never been used for street purposes and same has been abandoned for street purposes and is hereby declared vacated and closed for street purposes. Section Two J. Louis Evans, Mayor of the City of Stephenville, is hereby author- ized and directed to execute to W. L. Penninger for the sum of $1.00 a deed conveying said vacated and abandoned strip shown on said map as Short Street, which deed shall be a quit claim deed and shall convey the interest of the City of Stephenville therein to the said W. L. Penninger and which deed shall be attested by the City Secretary of the City of Stephenville with the seal of the City placed thereon by the Secretary. Councilman Stem reported the formal dedication of the Airport is being planned for Saturday, May 12t4. After discussion, it was decided to change and plan this decication for some Sunday in May. It is believed there would be a larger attendance on Sunday. Read at this time was a letter from C. 0. McMillan, Attorney for Hayden Pittman, stating they would settle the damage claim for $1000.00. It was moved by Councilman Dickerson, seconded by Councilman Croft, to pay Mr. Pittman a total of $1000.00 for damages near the City Airport. Motion carried. The Council discussed the possibility for hiring a woman for Parking Meter Patrol. It was moved by Councilman Reynolds, seconded by Councilman Stem, to take applications for a woman to patrol the parking meters for 8 hours per day, salary recommendations to be made by the Law & Order Committee. Motion carried. Councilman Anderson reported the committees on City Insurance and the R. E. A. permit have not completed their work and have no recommendation to make at this time. It was moved by Councilman Reynolds, seconded by Councilman Graves, to ask Stanley Brown, Architect, to draw up plans and specifications for the new police building, the architect to meet with the building committee. Motion carried. It was moved by Councilman Graves, seconded by Councilman Dickerson, to trans- fer $2000.00 from the Water Works Operating Fund to the R & B Fund, and $2500.00 from the General Fund to the R & B Fund.
