January 2, 1962.
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following councilmen present: Virgil Dickerson, I. D. Reynolds,
Wm. 0. Croft, Burl Lawrence, Albert Gravea2, Raymond Anderson, Scott D. Reed and
W. H. Stem.
Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and
City Atty. Chandler.
Minutes of previous meeting were read and approved.
A group of business men, with Chas. Neblett Jr. as spokesman, appeared before
the Council asking that the parking not be taken off the west side of Graham Street
from the Church of Christ to the corner of Stephenville Funeral Home. After dis-
cussion, this was referred to the Law & Order Committee for study and report back
to the Council.
Mayor Evans stated that Brad Thompson had written a letter asking the Council
to.'reconsider the closing of Charlotte Street. After discussion, it was moved by
Councilman Dickerson, seconded by Councilman Graves, to leave Charlotte Street as
i.t,now stands. Motion carried.
Councilman Reed reported the Water Works residence needs the roof cut back
about six inches, the rafters boxed in, run a footing and brick up to window
height, screens and painting. This job would cost about $1700.00. It was moved
by Councilman Dickerson, seconded by Councilman Graves, to go ahead and have this
work done on the residence. Motion carried.
Councilman Graves reported quite a few complaints of odor from the Sewer
Plant. This was discussed and it was agreed to ask the State Health Department
to make a study of the sewer plant to determine why it is not working properly.
Councilman Dickerson, reporting for the Annexation Comittee, explained in
detail the recommended portions of land adjoining the City which shauldb'belthkan
in. After discussion, it was suggested this committee contact King Abstract Com-
pany and have the field notes prepared, then the proper notices can be drawn from
these field notes.
Presented at this time was a petition from persons in the Belmont Addition
asking that something be done about the noise from the Jukebox at the Dairy Treat.
The Chief of Police was asked to contact the owners of this business and ask that
this noise be cut down or the City would be forced to take other action.
Councilman Anderson asked if anything had been done about surveying the land
at the old City Demp Ground. Nothing has been done at this time but will get this
surveyed as soon as possible.
Mayor Evans asked that the committee which was appointed to prepare the Elec-
trical Ordinance makdk a report of the progress being made.
It was moved by Councilman Dickerson, seconded by Councilman Graves, to trans-
fer the necessary money from the General Fund to make the payment on the property
north of the City Hall. Motion carried.
Presented at this time was a petition signed by residents of the Boles Home
Property asking for a part of the property to be annexed to the City. It was moved
by Councilman Reed, seconded by Councilman Croft, to adopt an Ordinance making part
of the City of Stephenville land adjacent to said City and out of the Boles Home
tract of the M. R. Williams survey adjoining the north City Limits of the City of
Stephenville and which Ordinance described said land by metes and bounds amid declar-
ing an emergency. Motion carried (said ordinance being attached to and becoming a
part of these minutes).
The Council discussed the City Insurance, agreeing there are some cases where
some money is being wasted for policies. The Finance Comittee was asked to make a
study of the City Insurance and report back to the Council.
There being no other business at this time, the Council stood adjourned subject
to the Mayor's call.
