October 3, 1961
The City Council met in regular session on this date with Mayor Evans pre-
siding and the following councilmen present: Virgil Dickerson, William 0. Crof t
Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed, and W. H. Stem.
Others present were: Water Supt. Gann, Street Supt. Collins, Chief Cornell;
and City Atty. Chandler.
Minutes of previous meeting were read and approved.
A group with Brad Thompson as spokesman appeared before the Council asking
that the Council not adopt the proposed ordinance removing Parking from the
South Side of Washington Street. This group pointed out that this would do
harm to the businesses located in this area. The group asked the Council to
consider the widening of Washington Street in the block west of the square
instead of removing parking in that area.
Mayor Evans pointed out that due to the.increase of traffid add.idents on
Washington Street the council feels that to the best interest of all that some-
thing must be done to allow more.room on these busy streets.

ORDINANCE PROHIBITING THE PARKING OF AUTOMOBILES, TRUCKS OR ANY TYPE OF
VEHICLES ON THE SOUTH SIDE OF WASHINGTON STREET FROM THE EAST CITY LIMIT
LINE TO THE WEST CITY LIMIT LINE OF THE CITY OF STEPHENVILLE AND PROHIBITING
PARKING OF AUTOMOBILES, TRUCKS OR ANY OTHER TYPE OF VEHICLES ON THE WEST
SIDE OF GRAHAM STREET FROM THE NORTH CITY LIMIT LINE TO THE SOUTH CITY LIMIT
LINE, PROVIDING FOR LOADING ZONES UPON APPLICATION TO CHIEF OF POLICE AND
THE DESIGNATION THEREOF, PROVIDING FOR PENALTIES AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
It shall be unlawful for any person to park any automobile, truck
or other vehicle on the South side of Washington Street in the City of
Stephenville from the East City Limit line of said City where said street
intersects such East City Limit line to the West City Limit line of such
City where said street intersects the west City Limit line thereof and park-
ing of an automobile, truck or other vehicle on the South side of Washington
Street in the City of Stephenville is hereby prohibited. Parking of vehicles
adjacent to the Courthouse on the Public Square in Stephenville shall not be
affected by this provision.
Section Two
It shall be unlawful for any person to park any automobile, truck
or other vehicle on the west side of Graham Street'in the City of Stephenville
from the North City Limit line of said City where said street intersects such
North City Limit line to the South City Limit line of such City where said
street interesects the South City Limit line thereof and parking of an auto-
mobile, truck or other vehicle on the West side of Graham Street in the City
of Stephenville is hereby prohibited. Parking of vehicles adjacent to the
Courthouse on the Public Square in Stephenville shall not be affected by this
provision.
Section Three
Loading zones adjacent to businesses situated on either of said
streets where there are no alleys adequate for loading and unloading goods
and merchandise may be established in said prohibited parking areas by
application from the owners of a business requiring such a loading zone for
said purposes which application must be made to the Chief of Police and said
loading zone designated if he finds such is necessary for loading and unload-
ing purposes. Should any person make such application and be denied by the
Chief of Police, then he shall have a right to appeal from such ruling of the
Chief of Police to the City Council of Stephenville who shall hear and deter-
mine such application. Said zones so designated shall be used only for
loading or unloading purposes and not otherwise.
Section Four
Any person found guilty of violating the provisions hereof or any
provision hereof shall be guilty of a misdemeanor and upon conviction shall
be fined not less than Five Dollars ($5.00) nor more than Twenty -five Dollars
($25.00).
Section Five
In the event any section, clause, sentence or paragraph or any
portion of this ordinance shall, for any reason, be adjudged by any court
of competent jurisdiction to be invalid such invalidity shall not affect,
impair or invalidate the remainder of this ordinance.
Section Six
The fact that conditions exist in the City of Stephenville on the
two streets above named making parking on the sides above prohibited danger-
ous to traffic and to the well being and welfare of persons using those
streets creates an emergency and an imperative public necessity that this
ordinance go into effect immediately from and after its passage and publica-
tion as provided by law, and any provision of the ordinances of the City of
Stephenville or of the law providing otherwise are hereby suspended.

the airport on his property. Councilman Dickerson stated that he and Street
Supt, will look at this and try to help work out the water problem,
Councilman Lawrence reported that the Park Committee has located a used
pink -up to replace the old one. It was agreed for the Park Committee to go
ahead and handle this.
Councilman Anderson reported that Gene Wright has complained about the
parking in the alley back of J. C. Penny Store, and. has asked something be
done to help this situation.
Councilman Anderson also reported the deal with Fred Stafford has been
made, for the property north of the City Hall, also an architect has been con-
tacted to draw up plans for remodeling the building.
It was moved by councilman Dickerson, seconded by Councilman Reed to have
part of the old. dump ground surveyed and advertise this land. for sale.
Motion carried.
It was moved by Councilman Dickerson, seconded by Councilman Reed to adopt
an ordinance prohibiting the parking on the South Side of Washington Street from
the East City limit line to the West City limit line of the City of Stephenville
and prohibiting parking of automobiles, trucks or any other type of vehicles on
the West side of Graham Street from the North line, providing for loading zones
upon application to Chief of Police and the designation, thereof providing for
penalties and declaring an emergency.

The Council was presented a yearly report prepared by Miss Blanche Davis.
The Council expressed appreciation to Miss Davis for this report and other favors
extended to the City Council.
The following bids were opened for a new police car:
Herrin Motor Company
1962 Ford Difference of $1,071.06
Jones Chevrolet Company
1962 Chevrolet Difference'of $1,039.90
It was moved by Councilman Dickerson, seconded by Councilman Croft to ac-
cept the bid of Jones Chevrolet Company for a new police car. Motion carried,
It was moved by Councilman Graves, seconded, by Councilman Dickerson that
J. Louis Evans, Mayor, be authorized, on behalf of the City to sign a contract
with Erath County in which contract the County agrees to pay to said City the
sum of $1,062.23 for re- location of its utility lines (Sewer) on project
79 -5 -10. Motion carried. (Said contract being attached to and becoming a part
of these Minutes.)
It was moved by Councilman Dickerson, seconded by Councilman Graves to
transfer $3,636.37 from Water Works Improvement Fund to Water Works Depreciation
Fund. Motion carried.
Tax Collector reported that twenty of the persons listed on delinquent tax
roll have been notified to date, and some delinquent taxes have been collected.
Alsoi�. other delinquent tax - payers will be notified as soon as possible.
There being no other business at this time, the Co c 1 stoo adjourned
subject to the Mayors call.
