August 9, 1961.
The City Council met in called meeting on the above date with Mayor Evans
presiding and the following Councilmen present: Virgil Dickerson, I. D. Reynolds,
Wm. 0. Croft, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and
W. Ti. Stem.
The folluwwing bids were received for one new car for the Police Department:
White Motor Co :.
1961 Dodge Dart, difference of x$125;0:100.
Herrin Motor Cc
1961 Ford, difference of x$1206,48,
Jones Chevrolet Co:
1961 Chevrolet Biscayne, difference of $1095.00.
It was moved by Councilman Reynolds, seconded by Councilman Graves, to accept the
bid of Jones Chevrolet Co. for one 1961 Chevrolet Biscayne. Motion carried.
City Secretary Cates explained in detail the budgets of each City Department
for the year 1961 -1962. After discussion, it was moved by Councilman Dickerson,
seconded by Councilman Graves, that the proper .notice be run in the local newspaper,
and the new budget be acted upon at the next regular meeting of the Council. Motion
carried. ,
NOTICE
The annual budget of the City of Stephenville, Texas, has been prepared and
filed with the City Secretary for approval by the City Council. This is to notify
t12at the City Council will meet on the 5th day of September, 1961, at the City
Hall in the City of Stephenville, Texas, at 7 :00 P. M., to hear any or all protesta
why such budget shall not be accepted and approved.

AN ORDINANCE MAKING IT UNLAWFUL FOR A PERSON TO DRIVE A MOTOR VEHICLE OR A
PEDESTRIAN TO WALK ONTO PRIVATE PROPERTY ON ROADWAYS OR WALKWAYS PROVIDED
- FOR THE USE OF THE PUBLIC IN CONNECTION WITH BUSINESS CONDUCTED ON SUCH
PRIVATE PROPERTY CONTRARY TO THE REGULATIONS ESTABLISHED FOR THE USE OF
SUCH ROADWAY OR WALKWAY BY THE PERSON CONDUCTING A BUSINESS THEREON ;PER-
MITTING THE OWNER TO ERECT SIGNS DESIGNATING THE USE TO BE MADE OF SUCH
ROADWAY OR WALKWAY; PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE AND
DECLARING AN EMERGENCY
BE IT ORDAINED BY THE -CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
It shall be unlawful for any operator of a motor
vehicle or a pedestrian to use a roadway or passageway and
way or passageway on private property provided for the use

It shall be unlawful for any person operating a motor vehicle, any
other type of vehicle or a pedestrian to enter upon private property on a
roadway or passageway provided for use upon such property contrary to the reg-
ulations established for such entry by the person occupying same.
Section Three
Any person found guilty of violating the provisions hereof shall be
guilty of a misdemeanor and shall upon conviction be fined not lose than $5.00
nor more than $100.00.
Section Four
In the event any section, clause, sentence or paragraph or any por-
tion of this ordinance shall, for any reason, be adjudged by any court of
competent jurisdiction to be invalid, such invalidity shall not affect, impair
or invalidate the remainder of this ordinance.
Section Five
The fact that conditions exist in the City of Stephenville by which
persons enter upon private property for the purpose of doing business thereon
or for other purposes and regulations are necessary as to the use of roadways
and passageways on such private property to prevent personal and property in-
jury and damage creates an emergency and an imperative public necessity that
this ordinance go into effect immediately from and after its passage and pub-
lication as provided by law, and any provisions of the ordinances of the City
of Stephenville or of the law providing otherwise are hereby suspended.
