August 1, 1961.
The City Council met in regular session on this date with Mayor Pro -Tem
Anderson presiding and the following councilmen present: Virgil Dickerson,
I. D. Reynolds, Wm. 0. Croft, Burl Lawrence, Albert Graves, Scott D. Reed and
W. H. Stem.
Others present were Water Supt. Gann, Street Supt. Collins and City Atty.
Chandler.
Minutes of previous meetings were read and approved.
Mrs. Margaret Smith appeared before the Council to report her house on N.
Clinton St. was not complete by January 1, 1960, and asked the Council to lower
the value to just a vacant lot for that year. It was moved by Councilman Dicker-
son seconded by Councilman Graves, to lower the value of Mrs. Smithts property
tb 6500.00 for the year of 1960. Motion carried.
Councilman Reed reported that Mr. C. C. Booth had for sale a portable wel-
der at a very reasonable price and also stated there is a need for this type
of equipment for use of the Water & Street Departments. It was moved by Council-
man Reed, seconded by Councilman Graves, to buy this welding equipment, subject
to the inspection and approval of Mr. Gann and the City mechanics, also subject
to the bank approving our paying for this equipment in October. Motion carried.
It was moved by Councilman Reed, seconded by Councilman Graves, to pay
Mr. M. C. Nichols x$95.00 per month and split the other $5.00 per month be-
tween the other two regular Cemetery employees. Motion carried.
Councilman Lawrence reported that due to the fact that school does not
open until September 5th, the Park Committee will keep the pool open until
September 2nd if there are no objections.
It was moved by Councilman Dickerson, seconded by Councilman Reed, to
transfer money as follows:,
From General Fund to R & B Fund --------------- $1000.00
From Water Works Operating Fund to R �c B - - - - -- 1000.00
From Water Works Operating Fund to Cemetery - -- 700.00
Motion carried.
It was moved by Councilman Graves, seconded by Councilman Dickerson, to
pass an ordinance making it unlawful for a person to drive a motor vehicle or
a pedestrian to walk onto private property on roadways or walkways provided
for the use of the public in connection with business conducted on such private
property contrary to the regulations established for the use of such roadway
or walkway by the person conducting a business thereon. Permitting the owner
to erect signs designating the use to be made of such roadway or walkway; pro-
viding a penalty for violation of this ordinance and declaring an emergency.
Motion carried (said ordinance being attached_ to and becoming a part of these
minutes).
It was moved by Councilman Lawrence, seconded by Councilman Dickerson,
that the following notice for City Depository Bid for the coming year be ad-
vertised. Motion carried.

Notice is hereby given that the City Council of the City of Stephenville,
Texas, will receive sealed proposals for custody of city funds of said City
from any banking corporation, association, or individual bankers, doing business
within the City of Stephenville. All banking corporations, associations, or
individual bankers desiring to be selected as the Depository of the funds of
said City shall file their sealed bids with Rex H. Cates, City Secretary, on
or before the 5th day of September, 1961, at 5 P. M. stating the rate percent
upon daily balance which such bidder offers to pay to the City for the next year

1950 Delinquent Tax Roll. Motion carried.
City Tax Assessor- Collector Joe H. Kelly presented to each council member a
list of persons who owe the City delinquent tax for five years or more, also read
a list of persons who owe personal property tax. After discussion, it was moved
by Councilman Graves, seconded by Councilman Dickerson, that the City Attorney and
Tar. Collector prepare a letter and each delinquent tax payer be mailed a letter as
soon as possible. Motion carried.
