The City Council met in regular meeting on the above date with Mayor Evans Presiding and the following Councilmen present: Virgil Dickerson, I. D. Reynolds, Wm. 0. Croft, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and W. H. Stem. Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. It was moved by Councilman Lawrence, seconded by Councilman Dickerson, to pass an ordinance fixing the charges to be made by Southwest Natural Gas Company and all firms, persons and corporations furnishing, distributing or selling natural gas to domestic or commercial consumers within the corporate limits of the 6ity of Stephenville, Texas, providing penalties for non - payment of bills, repealing all ordinances in conflict herewith. Motion carried (said ordinance being attached to and becoming a part of these minutes). Mr. Tullos Smith appeared before the Council to report the Stephenville Laundry is planning to move their boiler across the alley and asked for a .recommendation of proper height to run the lines. It was moved by Councilman Dickerson, seconded by Councilman Lawrence, to grant the laundry permission to run lines across this alley at a minimum height of 15 feet. Motion carried. Mrs. McCleskey, Dr. Flory and Dr. Bruce Terrill, representing the City Rec- reation Board, appeared before the Council asking the City not to sell any of the old Dump Ground property but to keep this land for future park and recreation pur- poses. This group also asked permission to have a specialist make a survey and draw up long range plans for future park areas. The Council agreed for the Rec- reation Board to go ahead with the above plans. A group of Jaycees appeared before the Council asking for use of the Square for their annual carnival. It was pointed out that should the Council grant the use of the Square for this purpose then the Council and City could be held respon- sible in case of any accident, or suit arising from illegal use of the City Streets. The Council agreed for the Jaycees to use the Square for their carnival provided they get liability insurance to protect the City, and City Council members, also get a realease from all merchants whose business could be effected by the carnival. Mr. H. H. Montgomery appeared before the Council and reported he has spent $185.00 on repair- to the -ditch north of his property to keep flood waters from damaging his land. It was pointed out that this ditch is not in the City Limits but does drain water from the City Limits. Mr. Montgomery asked the City to pay for these repairs. No action was taken. Mr. Art Anderson came before the Council claiming his house located on L t 10A, Block 1, Sloan 2nd Addition, was not complete by January 1, 1961. The Council agreed to lower this value to $500.00 for the year 1961. Councilman Graves reported that property owners are asking for a street light to be placed at the corner of Cleveland and Overhill Drive. Councilman Graves also reported that some persons have a large pile of rock on their property and asked the City to move them. The City would move these rock only if they have some need for them. Councilman Dickerson reported he would like to see some money set up in the budget for the purpose of trying to buy the owners property located c on the corner of East Tarleton and floral Streets for the purpose of a colored park. Council Dickerson also reported the Street Department needs a roller or must close down. The roller the City is.now using seems to be a good one and Councilman Dick- erson would like to see the City buy it if at all possible. It was moved by Council- man Dickerson, seconded by Councilman Croft, to pay $5500.00 cash for this roller using money out of the airport fund. Motion carried. Councilman Stem reported that Hayden Pittman has refused th accept the $800.00 offered for damages to his property near the airport. Mr. Pittman insists the City pay $1000.00 or he will enter suit. No further action taken. Councilman Stem also reported there is a need for some caliche near the airport hangar for use in washing planes. The washing of planes on the paved area is ruining the pavement. The Street Department will haul some caliche as soon as possible. Also reported, the office building at the airport leaking and causing the the to come off the floor. Councilman Lawrence reported the old Pick -up at the park is in very bad con- dition and Jim Burgan wants to have it overhauled. It waa agreed this old Pick -up not worth spending any money on, and will wait and try to get another one later. It was moved by Councilman Lawrence, seconded by Councilman Anderson, that in the future out of town persons pay a rental of five cents per chair per da. fcr use of chairs that belong to the City Park. Motion carried. Councilman Reynolds reported that the training program for lash* enforcement ;S3 .......__.. __........ �8 officers has made no progress, however, the A & M System offers a school of this nature at a cost of,$200.00 to the City. It was agreed for the Law & Order Com- mittee to handle this. It was moved by Council Dickerson, seconded by Councilman Graves, to transfer $3000.00 from the Meter Deposit Fund to the Savings Account Fund at the Stephenville State Bank. Motion carried. It was moved by Councilman Dickerson, seconded by Councilman Lawrence, to transfer money as follows: From General Fund to R & B Fund ------------------------------- $3000.00 From Water Works Operating Fund to Park Fund------------ - - - - -- 2500.00 From Water Works Operating Fund to Cemetery Fund-------- - - - - -- 500.00 Motion carried.
