March T.- 1961.
The City Council met in regular meeting on the above date with Mayor Evans pre -
siding "and "the following aldermen present-, Virgil Dickerson, I. D. Reynolds, Chas.
Riggins; Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. P.
Hedrick.
Others pr sent were Water Supt. Gann, St. Supt. Collins, Chief Cornell and
City Attorney handler.
Minutes of previous meetings were read and approved.
Mrs. A. A, Pinelli appeared before the Council to present a proposed plat for
subdividing a part of Block 103, City Addition, and a part of Block 3, Milligan &
Ott Addition. It was moved by Alderman Dickerson, seconded by Alderman Graves, to
accept this plat and accept deeds for the purpose of streets, as drawn up in the
plat. Notion carried.
Mr. A. B. Hutchison appeared before the Council presenting a drawing of Lots
1, 2, & 3, of Block 39, Frey First Addition, which, according to the footage as des-
cribed in Kingts Map of the City, this property should be 168 fe6t along North Race
Street. Mr. Hutchison stated that in order to get this amount of footage his prop-
erty would extend 20 feet into West Hurbert Street. It was pointed out that the
City owns 24 feet on the north of this property and Mr. Hutchison asked the City
to deed 20 feet of this north property in exchange for 20 feet on the south of the
above described property so he would have the 166 feet as described on Kingts Map
of the City. The Council agreed to look into this matter and advise Mr. Hutchison
of their decision.,
Alderman Reed reported there is a Short Course School at Texas A & M College
next week for water superintendents and Mr. Gann will attend.
Alderman Reed asked that the Council set a policy for extension of water and
sewer lines to houses-which have been moved from the Highway right -of -way. It wasi
pointed -out that in buying this property the owners were paid amounts to take care
of all expense involved in moving their houses.
Alderman Reed also reported the Gas Company has set up, in their budget, money
to curb, gutter and "pave South Lillian Street adjoining their property, and would like
the City to'curb, gutter and pave next to the Cemetery property." It was moved by Alder -
mah- Hedrick, "seconded by Alderman Anderson, to go ahead and pave, curb and gutter this
street. M tion carried.

City Attorney Chandler-explained to the Council that the City does not necessarily
need a deed from Mr.'Hutchison for land which is being occupied as a street, as, by law,
after land'has'been'used for "a "period of 10 years as a street it cannot be claimed by
the origlzial owners. Therefore, Mr. Hutchison is not giving the City anything and he
can see no reason to deed him some of City owned property.
Alderman Graves reported several complaints having been made of stray dogs in the
west part of town, also complaints of odors caused from chicken houses in the City,a
Alderman "Dickerson reported Mr. Wayne Barham is asking $11,500.00 for the old
Minter Hotel lot on S. Virginia St. Discussed but no action taken.
Mayor Evans reported the County is planning to combine Election Boxes Nos, 10
27 and 32, for the coming Senatorial Election on April 4th, and asked permission to
hold this election along with the City Election at the Recreation Hall. The Council
agreed to this and the City will pay half the Election Judge's salary, the County and
City each pay their other persons hired to hold the elections.
Alderman Reed reported the Cemetery Committee haslmaps_ prepared of the new part
of- "the West End Cemetery. This committee would like to see a reserve fund built up
for the cemeteries and suggested the price of e4ch burial space in the new part be
$50.00, with "$25.00 of this to be used for present operations and $25.00 be placed in
a reserve fund ". -" Later ' "this " "reserve fund be placed in a savings account. The Council
agreed to accept this recommendation.
It was moved by Alderman Dickerson, seconded by Alderman Riggins, to transfer
$3,000.00 from the Water Works Operating Fund to the R & B Fund. Motion carried.

accounts be allowed and ordered paid. Motion carried.
There being no other business at this time, the Council
