Graves, Scott D. Reed and J. P. Hedrick.
Mayor Evans stated the purpose of this meeting was to allow the Charter
Commission to discuss the new proposed City Charter.
Mr. Clinton Cox, Chairman of the Charter Commission, discussed the proposed
charter at length, then concluded his discussion by stating the proposed new,
charter for Stephenville was written and approved by members of the commission as
a form of Municipal Government best suited for the needs and requirements of the
City. If approved by the qualified voters, the new charter would replace the
General Law type of government under which the City has operated since 1888.
It was moved by Alderman Hedrick, seconded by Alderman Reed, that the pro -
posed charter be voted upon at the annual City Election to be held on April 4,-
1961. Motion carried.
In accepting the proposed charter for an election, Mayor Evans expressed his
appreciation to the members of the commission for their untiring efforts in the
preparation of a new charter for Stephenville. (Copies of the charter to be mailed
to each qualified voter of the City of Stephenville at least 30 days prior to the
election).
It was moved by Alderman Reed, seconded by Alderman Riggins�j that the Council
unanimously endorse the proposed City Charter. Motion carried.

It was moved by Alderman Riggins, seconded by Alderman Hedrick, that the follow-
ing Resolution be adopted:
-A RESOLUTION.
Resolved, that a City Election be called for submitting to the qualified voters
of the City of Stephenville the proposed Charter, in accordance with Election Ordin-
ance on Page 86C of Minute Book F, and the State Statutes proceedure for use of the
secret ballot. To be held at the City Recreation Hall on Tuesday, April 4, 1961,
with Homer Stephen as Election Judge and the City Secretary be authorized to obtain
all necessary supplies and to mail proposed Charter to voters on City Tax Roll as
of January 1, 1961. Motion carried.
