The City Council met in regular session on the above date with Mayor Evans presiding and the following aldermen present: Virgil Dickerson, I. D.:Reynolds, Chas. Riggins, _ Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. P. Hedrick. Present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meetings were read and approved. Dr. Bruce S. Terrill, representing the president of the Chamber of Commerce, ap- peared before the Council to report the Board of Directors of the Chamber of Commerce had recommended the City Charter be re- written and put to a vote again, also that a Charter Commission be appointed. It was moved by Alderman Riggins, seconded by Alder- man Hedrick, for the Mayor to appoint a Charter Commission. Motion carried. It was moved by Alderman Reed, seconded by Alderman Riggins, to advertise for bids for a new pick -up for the Water Department. 7Motion carried. Alderman Graves reported that Mr. Laymon N. Miller is not satisfied with the amount being charged for sewer at this trailor court. It was pointed out that Mr. Miller had agreed to this charge when his court was opened. After discussion, the Council agreed to leave this sewer charge at $2.00 per month. Alderman Dickerson reported the Ellis Insurance Agency has contacted him several times to insure the Street Sweeper. There has not been any insurance taken on this equipment due to the fact the Finance Committee is planning to revise the insurance program. It was agreed, at this time, for the Street Committee to handle this in- surance. Alderman Dickerson reported an agreement had been made with T. C. Poston to pave, Lot 2. Block 18, City Addition, for the use as a parking lot. The Council agreed for the Street Committee to go ahead and enter into a contract with Mr. Poston for use of this lot. Alderman Reynolds reported the Ellis Insurance Agency had asked to insure the new Airport Hangar building. It was moved by Alderman Riggins, seconded by Alderman Anderson , to insure the Street Sweeper with Ellis Insurance Agency, and the Airport Hangar with Zane Carter Insurance Agency. Motion carried. Alderman Reynolds reported the lights installed at the Airport but the tower will have to be moved to the new hangar site. Also, the Airport Committee wishes to express appreciation to Mr. Gann and his crew for the fine work done at the airport. Alderman Lawrence reported several complairth regarding Pittman Truck Lines washing tattle trucks and allowing the filth to go into the City Streets. It was agreed for the Sanitary Committee and the Health Officer to do something to stop this. City Attorney Chandler discussed the bond required to comply with the recent plumbing code adopted by the City. There are some persons who have presented bonds signed by local individuals, and the City Attorney suggested the Council adopt a policy that no bonds be accepted unless made by a regular bonding company. It was moved by Alderman Reed, seconded by Alderman Hedrick, to adopt a policy that the City not accept any individual surety for plumbers or appliance bond, that all surety be handled by an insurance company. It was moved by Alderman Graves, seconded by Alderman Dickerson, to adopt an or- dinance declaring that portion of West Culp Street lying between South Fifth Avenue on the west, and South Lillian Avenue on the east, in the City of Stephenville, in Erath County, Texas, to have been abandoned as a street, ordering same vacated and closed and authorizing Mayor Evans to execute a Quit Cla im Deed to that portion of the street so vacated and closed, to E. G. Ammons. Motion carried. (Said ordinance being attached to and becoming a part of these min#tes.). Opened at this time were the following bids for painting the City Hall-., Clyde 0. Brock ------------- $598.00 Ernest Dickerson----- - - - - -- 700.00 After discussion, the Council rejected both bids and agreed to draw up specifications and advertise for bids again. Alderman Reed reported one of the local organizations had agreed to place new crosses in the East End Cemetery if the City would furnish necessary paint.
