July 5, 1960.
The City Council met in regular meeting on the above date with Mayor Pro -Tem
Riggins presiding and the following aldermen present: Virgil Dickerson, I. D.
-- Reynolds, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. P.
Hedrick.
Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and
City Atty. Chandler.
Minutes of previous meetings were read and approved.
Discussed at this time was the persons operating rides at the City Park. It
was pointed out that these persons do not have any liability insurance, and the ques-
tion was asked if the City eould be held liable in case of an accident. It was agreed
for the Park Committee to check into this and report back to the Council.
Fire Marshal Ferguson was called before the Council and asked his opinion of the
Jaycees orginization holding a carnival on the Square. The Fire Marshal reported the
State Fire Marshal had written and advised against using the Square for this purpose.
On the basis of advice received from the State, it would be best not to grant permission
to the Jaycees to hold their carnival on the Square. The Fire Marshal further stated
should the Council decide in favor of this, the Fire Department would cooperate in every
way possible.
The previously appointed committee reported all the merchants had been contacted
and asked their opinion of this carnival. Most bf the merchants were not especially
in favor of it, but stated they would go along due to the fact the Jaycees are doing
a good job here in Stephenville.
A group of Jaycee members appeared before the Council and presented a petition
signed by approximately 30 merchants stating they were in ;favor of the carnival. _It
was moved by Alderman Lawrence, seconded by Alderman Reynolds, to grant the Jaycee,,,
orginization the right to operate the carnival on the Square, subject to the recommendation
of the City Attorney. Motion carried. City Attorney Chandler reported he would check in-
to this and advise.
Mr. Cecil Smithey appeared before the Council asking to lease a lot on the west
side of the entrance to the Greenview Addition. This lot to be used for a real estate
office building and used car lot. It was agreed that the Street Committee check into
this and report back to the Council.
Mr. Smithey also asked that something be done about W. Tarleton Street near his
property. It was suggested the Street Department work out this problem.
Mr. N. B. Jeans came before the Council asking that something be done about the
ditch near his property on W. Pecan St. Alderman Dickerson stated that if the property
owners would buy the necessary tile for this complete Block the Street Department would
lay the tile.
Opened at this time were the following bids for a new Street Sweeper:

Alderman Dickerson asked the Council to take time to study these bids before a sweeper
was decided upon. It was agreed for the Street Committee to check into this and make
their recommendations at a later meeting.
The following bids were received for furnishing the City gasoline for a period
of one year:

After discussion, Mayor Pro -Tem Riggins appointed Aldermen Reynolds, Graves and Hedrick
as a committee to study the above bids and report back to the Council.
Alderman Reed reported for the Water Committee, in regard to free water for widowd
of retired firemen, that an allowance of the minimum be given for life, or until they
remarry or permanently close their homes. Widows of active firemen be given 10,000 gal.
monthly, or 120,000 gal. annually, until they remarry or move from the City. If they
move from the City the free water is cancelled permanently. This was discussed but
some Council members did not agree to the recommendations .Tt was moved by Alderman
Dickerson, seconded by Alderman Graves, that widows of retired firemen and active fire-
men receive 5,000 gal. of free water per mont until such time as they may remarry or
permanently close their home. Motion carried. Alderman Reed asked that his vote be

It was moved by Alderman Dickerson, seconded by Alderman Graves, to pay Mrs. Lillie
D. Trewitt $214.00 per year for use of her lot, for parking purposes, until the 5 year
lease expires. Motion carried.
Alderman Lawrence reported there is a need of oiling the dirt road near the train
concession at the City Park. The Street Department agreed to oil this road if the Park
would buy the necessary oil.
A lderman Anderson asked if there is an ordinance requiring persons to clean up
vacant lots. At present there is no ordinance to take care of this.
Alderman Anderson reported there have been numbers of complaints on the telephone
service within the City. The Council agreed to ask the local manager to appear at
the next regular meeting to discuss the matter.
City Secretary Cates reported the Nightwatchman had asked for a paid vacation.
It was also pointed out that under present policy of the City that if the Nightwatch-
man is classified as a regular employee that he would have 1 week vacation at this
time. It was moved by Alderman Graves to give the Nightwatchman 1 week paid vacation.
Motion died for lack of second.
It was moved by Alderman Dickerson not to give the Nightwatchman a paid vacation.

Alderman Lawrence re orted that Jim Burgan had asked for extra pay and not take
his two weeks vacation. his was discussed and agreed not to do this as the money was
not set up in the budget.
A bid from the Stephenville State Bank, as Depository, for keeping of the City
Funds for the year 1960 -1961, was presented. It was moved by Alderman Dickerson, sec-
onded by Alderman Graves, that the City accept this bid for the ensuing year. Motion
carried.
It was moved by Alderman Dickerson, seconded by Alderman Anderson, to transfer
$5000.00 from Water Works Operating Fund and $5000.00 from the General Fund to a High-
way Fund for the purpose of buying right -of -way. Motion carried.
It was moved by Alderman Lawrence, seconded by Alderman Dickerson, to transfer
$750.00 from the Water Works Operating Fumed to the Cemetery Fund, and $2000.00 from
the General Fund to the Park Fund. Motion carried.
There being no other business at this time, the Council sto d adjo ned subject
