The City Council met in called meeting on the above date with Mayor Pro -Tem
Reed presiding and the following aldermen present: Virgil Dickerson, Marvin Rat-
liff, Chas. Riggins, Walter Brandon, Albert Graves, Van E. Allen and Earl Weathers.
City Attorney Chandler was present for the meeting.
Opened and read were bids from the following motor companies::
Higginbotham Motor Co. (193 H. P.) ------------------------------- $2674.45
Jones Chevrolet Co. (150 H. P.) ---------------------------- - - - - -- 2576.00
Herrin Motor Co. (186 H. P.) -------- - - - - -- --------------- - - - - -- 2577.00
After discussion, it was moved by Alderman Brandon, seconded by Alderman Weathers,
for the Fire Committee to check further into the details of equipment on each fire
truck and report their,recommendations to the Council. Motion carried.
Mayor Pro -Tem Reed reported a contract had been received from Homer Hunter
Engineers for their engineering services in connection with drilling a new water
well It was also pointed out that by securing these engineering services the
water could be pumped direct into the mains thereby eleminating the cost of con-
structing a sand trap. The City already has some umping equipment, so the cost
now would be considerably less than the estimated 925,000.00 for the well and com-
plete new pumping equipment.
City Attorney Chandler reported the contract was all right, with the exception
that it waz'worded so that the City would have to pay the $2fo on all the estimated
cost of $25,000.00; that he recommended the City ask Hunter Engineering Co. to give
them a letter stating their fee would be based upon the actual money spent and not
on the estimated cost of this project.
It was moved by Alderman Dickerson, seconded by Alderman Riggins, to authorize
the Mayor to sign a contract with Hunter Engineering Co. for a fee of 82J, provided
the engineering firm would give the City a letter stating their fee would be based
upon the actual money paid out in constructing this new well. Motion carried.
It was moved by Alderman Dickerson, seconded by Alderman Ratliff, to authorize
the Mayor to sign a letter stating the City had no objections to Magnolia Petroleum
Company constructing a bulk plant on the Fort Worth Highway in the Sims Addition.
Motion carried.
There being no other business, the Council stood adjourned subject to the
Mayor's call.

DIRECTING THE CITY SECRETARY TO PUBLISH NOTICE
TO BIDDERS FOR THE CONSTRUCTION OF AIRPORT FAC-
ILITIES AND NOTICE THAT THE CITY COUNCIL INTENDS
TO ISSUE TIME WARRANTS; PRESCRIBING THE FORM: OF
THE NOTICE; SPECIFYING THE GENERAL PREVAITING
RATE.OF PER DIEM WAGES IN THE CITY OF STEPHEN
VILLE AND ERATH COUNTY AND RESOLVING OTHER MATTERS
RELATING THERETO.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE,
TEXAS:
1. That the City Secretary of the City of Stephenville, Texas,
is hereby authorized and directed to issue a notice to bidders in substantially

1.30 P.M., MsrchYJ 1959: for the furnishing of all materials, equipment, labor,
plant, superintendence and incidentals required for the construction of a paved
ru ay, taxiway, apron, auto parking area* and wind cone assergbly at the
Municipal Airportx Stephenville;, ^texas. Bids will be publicly opened and read
suloud at 2504 P. I. on the saw date.
The major items of work under this contract are approximately

amount of 10$ of the maximum bid so a guarantee that the bidders win enter

Not less than the prevailing rate of per diem ve sp for work of
similar character in the City of Stephenville and County of Wrath, and not less

rate of of the rates above stated.
It is the intention of the City Council to issue the time or-
rants of the City of Stephenville for payment of a pert of the contract, rT'he.

shall be $75,000.00.- the rate of interest such time warrants are to bear: is
4 -3/4 per annum, and the =Mimua maturity date thereof shall be December; 30,
1978. The City has obtained a commitment from an investment company for the.
Purchase of said 'crrantsy so that said warrants small be delivered to the
contractor cant approved estimates with the stipulation that the contractor:Vill
Immediately deliver said varrants to said investment company and recoive in cas
the par value therefor.
Contract documents may be examined or obtained at the office of
the City Secretary$ Stephenville, 'Texas Plans and specifications my be ob-
talned upon deposit Of twenty dollws ($20.00)* which will be refunded provided
these plans and specificatiOns are returned to the City Secretary not later than
fivs (5) dare after the date the bids are received.
The City of Stephenville reserves the right to reject am and
all bids and to waive any, formality

Erath County, for work similar to that to be performed under the contract to

Sundays, legal holidays, and overtime work shall, be; paid at' the
rate of 150 o of the rates above stated.
It is the intention of the City Council to issue the time war-
rants of the City of Stephenville for payment of a part of the contract. The
maximum amount of time warrant indebtedness to be incurred for said purpose
shall be $75,000,00, the rate of interest such time warrants are to bear is
4 -3/4% per annum, and the maximum maturity date thereof shall be December 30,
1978. The City has obtained a commitment from an investment company for the
purchase of said warrants, so that said warrants shall be delivered to the
contractor on approved estimates with the stipulation that the contractor will
immediately deliver said warrants to said"investment company and receive in cas
the par value therefor.
Contract documents may be examined or obtained at the office of
the City Secretary, Stephenville, Texas. Plans and specifications may be ob-
tained upon deposit of twenty dollars ($20.00), which will be refunded provided
!, the plans and specifications are returned to the City Secretary not later than
five (5) days after the date the bids are received.
