Stephenville, Texas
October 13, 1964.
The City Council met in a postponed regular meeting on the above date with
Mayor Cook presiding and the following councilmen present: Hubert Darby, Mrs.
Fred McCleskey, E. Lee Orbison, Chas. Higgins, Roy Swaim, Bill Christian and Mrs.
Doyle White.
Others present were Dir. of Pub. Wks. Gann, Chief Cornell and City Htty.
Chandler.
Minutes of previous meetings were read and approved.
Councilman Darby reported that an additional 100 feet on storm sewer has been
completed in Methodist Branch.
Councilwoman Mct�leskey reported there is a need to widen and resurface the
emergency runway at the City Airport. The Airport Committee would like to meet with
the Street Committee and work out the details.
It was moved by Councilman Christian, seconded by Councilman Swaim, to pay W. A.
Holt Company $73.75 on a past due invoice for softball uniforms. To be paid out of
the Park Fund. Motion carried.
Mr. T. B. Cawyer, spokesman for the Merchants Activity, appeared before the Coun-
cil and reported a resolution has been passed asking that more parking space be prop
vided near the downtown area.
Messrs. Ewell Jones and Cecil Davis appeared before<<-the Council, along with Mr.
Cawyer, stating that the Church of Christ would lease the lot immediately south of
the church for a public parking lot. The lease to be on same terms as the Trewitt
and Poston lots.
It was moved by Councilman Swaim, seconded by Councilman Higgins, to appoint a
committee to study the proposed parking lot. Committee members as follows: Mrs.
Fred McCleskey, Chairman, Councilmen Darby and Higgins. Motion carried.

Gouncilman Orbison reported the Committee on the Community Center at the Cor-
delia Graves School has met with citizens of the area. The committee found that all
are interested in the center and several will give money on the project. The com-
mittee found that the building needs to be larger, several things need repair, and
the street needs to be widened.

Councilman Swaim reported that the recent rains had delayed completion of the
paving in the Lockwood Addition but the paving is now complete and the Street Dept.
will start patching holes in the City streets. Also reported are plans to place
a low water bridge across the branch in the Denman Addition.
It was moved by Councilwoman White, seconded by Councilwoman McCleskey, to pay
Mr. Guy Manning, Nightwatchman, $100.00 per month effective as of October 1, 1964-
The Nightwatchman to pay the relief man. Motion carried.
A bid from the Stephenville State Bank, as depository for keeping of City Funds,
for the year 1964 -1965 was presented. It was moved by Councilman Swain, seconded by
Councilman Darby, to accept this bid for the ensuing year. Motion carried.
It was moved by Councilman Orbison, seconded by Councilman Christian, to accept X
the plats as presented by Kingland Homes and R. C. Bills. Motion carried. (Said
plats being attached to and becoming a part of these minutes).
Councilman Swain reported for the Committee on the Comprehensive Master Plan
for the City, stating the committee recommends that we not enter into contract with
Bryant - Curington Inc. The recommendation being made due to the fact that the Cham-
ber of Commerce is working on a community development plan.
The Council was presented an annual report of the Water Department prepared by
Miss Blanche Davis. It was moved by Councilman Darby, seconded by Councilman Higgins,
to commend Miss Davis for this fine report. Motion carried.
Upon motion and second, the Council stood adjourned.
