November 23, 1965.
The City Council met in a called meeting on this date with Mayor Arthur pre -
siding and the following councilmen present: Robert Herrin, Mrs. Doyle White, Roy
Swain, Chas. Riggins, Bill Christian, Telefus B. Cawyer and Mrs. Fred McCleskey.
Mr. C. H. Maguire. representing downtown merchants association, appeared before
the Council stating that the association hired Mr. Robert W. Holland, Consulting
Engineer, to study the problems in the central business district.
The Eomplete report of the engineers and association was read by Mr. Maguire.
The report recommended to the Council ways of solving the traffic and parking prob-
lems in the downtown area, also stated that the association is prepared to spend
some additional money to help carry out all of the recommended plans.
The Council expressed appreciation to this group for th &ir work and presentation
of this good report. I -
It was moved by Councilman Swain, seconded by Councilman Herrin, to employ Mr.
Robert W. Holland to do the necessary engineering on changing the parking on the
square. Motion carried.
The Council agreed to present a copy of the plans to the County Commissioners
so they will be properly informed of these plans.
The Council discussed the need to acquire some additional parking lots near
the downtown section, also the prossible ways to finance this project.
It was then agreed to ask Mr. Holland to prepare a cost figure on the improve-
ments, also ask Mr. Holland and Mr. Taylor Almon to meet with the Council to discuss

ON KING'S 1956 MAP OF STEPHENVILLE AT PAGES 709, 689 AND 669 THEREOF TO HAVE
BEEN ABANDONED AS A STREET, ORDERING SAME VACATED AND CLOSED AND AUTHORIZING
MAYOR TO EXECUTE DEED TO THIS PORTION OF WEST SLOAN STREET ALONG WITH DEED TO LOT
1 -A OF BLOCK 28 IN,THE PARK PLACE ADDITION TO THE BOARD OF DIRECTORS OF TEXAS
A & M UNIVERSITY IN RETURN FOR CONVEYANCE FROM THE BOARD OF DIRECTORS OF TEXAS
A & M UNIVERSITY TO THE CITY OF STEPHENVILLE OF TRACT OF LAND LOCATED AT THE IN-
TERSECTION OF THE EAST LINE OF NORTH HARBIN DRIVE WITH THE SOUTH LINE OF WEST
FREY STREET RUNNING 100 FEET WITH THE EAST LINE OF NORTH HARBIN DRIVE AND 150 FEET
WITH THE SOUTH LINE OF WEST FREY STREET, RESERVING TO THE CITY OF STEPHENVILLE
AN EASEMENT FROM LOT 1 -A TO NORTH LILLIAN AVENUE AND RESERVING TO THE CITY OF
STEPHENVILLE THE RIGHT TO OPERATE THE WATER WELL ON SAID LOT 1 -A AND PUMP WATER
THEREFROM SO LONG AS THE WELL NOW ON SUCH LOT SHALL BE A PRODUCING WATER WELL
WITH SUCH RIGHTS IN THE CITY OF STEPHENVILLE TO EXPIRE WHEN THIS WATER WELL NO
LONGER IS CONSIDERED BY THE CITY OF STEPHENVILLE TO BE A PRODUCING WATER WELL
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
West Sloan Street running from North Lillian Avenue Westerly to the
N.W.C. of Block 37., Park Place Addition, and shown at pages 709, 689 and 669 of
King's 1956 Map of Stephenville, Texas, is hereby declared to have been aban-
doned for street purposes and said street is hereby ordered vacated and is closed
as a street.
Section Two
Jack Arthur, Mayor of the City of Stephenville, Texas, is hereby
authorized and directed to execute a deed conveying this portion of West Sloan
Street hereinabove declared abandoned and vacated for street purposes along with
Lot 1 -A of Block 28 of Park Place Addition in the City of Stephenville to the
Board of Directors of A & M University, for the use and benefit of Tarleton State
College, reserving to the City the right to continue the operation of a water
well located on said Lot 1 -A and reserving an easement and passageway from
Lot l -A to North Lillian Avenue with rights of ingress and egress for the pur-
poses of servicing said water well and of operating and maintaining same, with
this reservation to expire when the City decides said water well is no longer
an adequately producing water well; this deed to be executed and delivered to the
Board of Directors of the A & M University in exchange for a deed conveying a lot
situated at the intersection of the East line of North Harbin Drive with the
South line of West Frey Street running 100 feet on North Harbin Drive and 150
feet on west Frey Street, said deed to be attested by the City Secretary of the
City of Stephenville and the seal of the City affixed thereto by said Secretary.

financing the project.
Councilman Christian reported the Farmers Milling Company plans to install
a platform scale and asked to use a portion of the City Easement in connection
with the scale. The Mayor asked Councilmen Christian and Higgins to check with
the City Attorney and report back at the next meeting.
It was moved by Councilman Herrin, seconded by Councilman Cawyer, to transfer
$1500.00 from the Uemetery Fund to the Cemetery Savings Account. Motion carried.
The Council discussed the location of the hangar space which is being leased
to Mr. Frehauff. It was agreed for the City Secretary and some of the Council
members to meet with F. A. A. and work out an agreeable location for the hangar.
Upon motion and second, the Council stood adjourned subject to the Mayorts
call.
