The City Council met in a called meeting on this date with Mayor Arthur presiding
and the following councilmen present: Robert Herrin, Mrs. Doyle White, Roy Swain,
Chas. Riggins, Telefus B. Cawyer and Mrs. Fred McCleskey.
Mr. Bradford, of Carter Burgess Engineers & Planners, appeared before the Council
stating that a City either grows or decreases and when the City grows a Master Plan
is necessary.
A comprehensive plan includes several elements headed by Capital Improvement
plan. There are approximately 5 phases as follows:
1. Economic study of land and how it is used.
2. Economic study of population.
3. Community facilities, water, sewer and public utilities.
4. Capital Improvement Program, after the needs are determined then a long range
financing plan is made.
5. A study of Zoning.Ordinance, Plumbing Code, Building Code and Electric Code
and make the necessary changes.
Mr. Bradford explained that if the City wants to enter into Urban Renewal a
Comprehensive Plan and a workable program must be made.
It was also explained that Federal grants are available for parks and beautifi-
cation of the City. Purchase of open land, extension of water, sewer lines, building
of sewer plants and collections systems, and others.
The Federal Government will participate in Urban Renewal on a 2/3 and 1/3 basis.
Other programs the amount of Federal participation would vary.
The approximate fee for a total Comprehensive Plan will not exceed $279000.00
and could be much,less, depending upon the data that is already available.

The Mayor expressed appreciation to Mr. Bradford for the explanation of the
program and stated the Council would like to study the proposals made by different
consultants before any action is taken.
Upon motion and second, the Council stood adjourned subject to the Mayors y'call.
