April 13, 1965.
The City Council met in called meeting on this date with Mayor Arthur presiding
and the following councilmen present: Robert Herrin, Mrs. Doyle White, Roy Swain,
Chas. Rigging, Hubert Darby, Bill Christian, Telefus B. Cawyer and Mrs. Fred McCleskey,
Mayor Arthur explained that this is strictly an orginizational meeting and sug-
gested a change in the orginization of Council Committees as follows: Select one
Councilman for Chairman of Public Works Committee; combine the Sewer and Airport
Committees; and set up the Water, Street, Finance, Fire, Parks and Cemetary, and the
Law & Order Committees.
After discussion, it was moved by Councilman Christian, seconded by Councilman
Herrin, to adopt the system as proposed by the Mayor. Motion carried unanimously.
'The following committee assignments were made:
Water Committee: Chairman Bill Christian; members Chas. Riggins gnd Mrs. Fred
McCleskey.
Street Committee: Chairman Hubert Darby; members Bill Christian and Telefus B.
Cawyer.
Sewer & Airport: Chairman Telefus B. Cawyer; members Hubert Darby and Mrs. Doyle
White.
Parks & Cemetery Chairman Mrs. Fred McCleskey; members Robert Herrin and Mrs.
Doyle White.
Finance Committee: Chairman Chas. Rigging; members Mrs. Fred McCleskey and
Robert Herrin.
Law & Order- Chairman Robert Herrin; members Bill Christian and Chas. Riggins.

ORDINANCE MAKING IT UNLAWFUL FOR THE OWNER OR OPERATOR OF A BUSINESS TO PERMIT
PAPERrCUPS, PAPER NAPKINS OR ANY OTHER ARTICLES DROPPED UPON THE LOT USED IN
THE OPERATION OF SAID BUSINESS BY CUSTOMERS OR OTHERS:CTO BE BLOWN OR CARRIED
BY THE WIND OR AIR CURRENTS INTO ANY STREET OR HIGHWAY OR ONTO THE PROPERTY OF
ANY OTHER PERSON, FIRM OR CORPORATION, DECLARING SAID UNLAWFUL ACTS TO BE
NUISANCES, PROVIDING FOR PENALTIES AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
It shall be unlawful and is hereby declared to be a nuisance for the
owner or operator of any business within the City of Stephenville to permit
any articles such as paper cups, paper napkins, or any other article used in
serving of customers of said business which may be dropped or deposited by a
customer or any other person on property used by the owner or operator of said
business to be blown by the wind or carried by air currents onto any street,
alley or public place of the City of Stephenville or onto the property of any
other person, firm or corporation.
Section Two
It shall be unlawful and it is hereby declared to be a nuisance for
any owner or operator of a business to permit or cause to be done the placing
or sweeping of any of said articles from the building or lot used in said busi-
ness into the streets or gutters or alleys in the City of Stephenville.

Any person found guilty of

Section Four
In the event any section, clause, sentence or paragraph or any portion
of this ordinance shall for any reason be adjudged by any court of competent
jurisdiction to be invalid, such invalidity shall not affect, impair or invalidate
the remainder of this ordinance.
Section Five
The fact that conditions exist in the City of Stephenville giving rise
to the nuisances herein prohibited and causing situations to exist which are
unsightly and detrimental to citizens of the City and to the owners of property,
creates an emergency and an imperative public necessity that this ordinance go
into effect immediately from and after its passage and publication as provided
by law, and any provision of the ordinances of the City of Stephenville or of the
law providing otherwise are hereby suspended.

The Mayor asked each to run his committee to the best of his ability and asked
all council members to work closely together.
The following were nominated for Mayor Pro -Tem: Chas. Riggins, Roy Swain Jr.,
Ballots were cast and Chas. Riggins received 5 votes; Roy Swain Jr. 4 votes. Chas.
— Riggins declared Mayor Pro -Tom.
It was moved by Councilman Riggins, seconded by Councilxoman McCloskey, to
appoint the present members of the City Zoning & Adjustment Board for another full
term of office. Motion carried.
The Mayor asked the Council to consider the appointment of three men as an
Equalization Board. After discussion, it was moved by Councilman Cawyer, seconded
by Councilman Christian, to appoint a three -man Equalization Board for the present
year. Motion carried unanimously.
Messrs. J. D. McCullough and E.A. Blanchard appeared before the Council and
presented a recommendation of the City Zoning Commission & Adjustment Board. The
Board has held meetings as provided in the Zoning Ordinance and recommend that the
property located in Block 140 and Block 145, owned by Mr. Jack English, remain zoned
as Residential 1.
It was moved by Councilman Christian, seconded by Councilman Swain, that no
action be taken until the next regular meeting in May on the recommendation of the
City Zoning Commission & Adjustment Board. Motion carried.

The Mayor appointed Councilmen Herrin, Darby and Christian as a committee to
recommend three persons to serve as an Equalization Board. The recommendations to
be ready by the nexj regular meeting.
