March 2, 1965.
The City Council met in regular meeting on the above date with Mayor Cook presiding
and the following councilmen present: Hubert Darby, Mrs. Fred McCleskey, E. Lee
Orbison, Chas. Riggins, Roy Swain, Bill Christian, W. H. Stem and Mrs. Doyle White.
Others present were Dir. of Public works Gann, Chief Cornell and City Atty.
Chandler.
Minutes of previous meetings were read and approved.
Messrs. Jack English and Robert Ross appeared before the Council asking that
the zoning be changed from Resident 1 to Business 1 on property owned by Mr. English
and located in Block 140 and Block 145 of the City Addition. This request being
made due to the fact that Mr. Ross has made plans to build a shopping center on the
property. There was also presented a plot plan of the proposed shopping center.
It was moved by Councilwoman McCleskey, seconded by Councilman Swain, that the re-
quest and plot plan be referred to the City Zoning Commission and Adjustment Board
for recommendation and report. Motion carried unanimously.
Masie Smith appeared before the Council asking for an adjustment on City
Taxes. This being done since she owns only 2 lots and there are 3 lots listed on
the tax statements. The Mayor appointed Councilman Riggins, Councilwomen White and
McCleskey as a committee to check into this'and make recommendations.
Councilman Stem reported the development of city wells and laying of pipe -
liner;progressing real well.
The following bids were received for a truck for the Water Department:

It was moved by Councilman Riggins, seconded by Councilman Orbison, to accept the
bid of Herrin Motor Company, provided the truck is to specifications as set out
in the advertisement for bids. Motion carried.
Councilman Darby had nothing to report.
Councilman Christian reported there is a lot of trash being dumped on the
City property across fhom the City Park, also a lot of perking in the area. It
was moved by Councilman Christian, seconded by Councilwoman McCleskey, to close
both entrances to the City property south of the City Park. Motion carried.
It was moved by Councilman Christian, seconded by Councilwoman McCleskey to
close the road between the playground area and the practice ballfield in the
City Park. This being done as a safety measure. Motion carried unanimously.
Councilwoman McCleskey reported the Airport Committee would like for the
Street Department to place chat on the emergency runway at the City Airport.
Councilwoman McCleskey also reported a request had been made to close the
alley located in the Sloan Second Addition. This was referred to the Street
Committee for study and recommendation.
Councilman Riggins reported the Law & Order Committee had not gotten a chance
to meet with the Director of Finance to determine if the money can be raised to
hire another policeman.
The Director of Finance gave a report on the approximate cost of an additional
policeman for the balance of the budget year, also stated he did not know where the
money could be found to pay such extra policeman.
The Director of Finance also reported there will be a need for additional tax
revenue for the coming budget year and asked the Council to consider some way to
raise the tax revenue.
It was moved by Councilman Orbison, seconded by Councilman Riggins, to allow
Bramblett Implement Company to use a part of the City Airport land for parking
rolling stock, provided Mr. Bramblett will give the City a letter stating he will
keep the land clean and be prepared to move upon 10 days notice. Motion carried.
The Council discussed the offer of Villa Fontana Inc., to sell back to the
City the 8.96 acres of the old dump ground. The owners are offering to take ap-
r,: proxima #ely $7500.00 for this land. This is considerable more than the purchase
price of this land. After discussion, the Council asked Councilman Orbison and
City Secretary Cates to contact the property owners and determine the exact cost of
this land.

Councilman Orbison reported there is a need to get all City owned equipment
numbered and listed on inventory sheets. There is also a need to dispose of some
junk equipment. It was explained that the inventory has been started and would be
completed at the earliest possible time.
Councilman Swain reported that T. C. Poston has agreed to pay for paving on
Virginia Street, between Green and Mason Streets, provided the City will pave all
the way to existing buildings. It was moved by Councilman Swain, seconded by
Councilman Christian, to pave this portion of Virginia Street as set out above.
Motion carried unanimously.
Councilman Swain reported there has been a delay on the continuation of West
Tarleton Street due to the fact that legal descriptions have not been secured.
It was moved by Councilman Swain, seconded by Councilman Darby, to transfer
the necessary funds to the R & B Fund. Motion carried uaanimously.
It was moved by Councilman Riggins, seconded by Councilman Stem, to adopt
ordinances altering the Prima Facie Speed Limits established for vehicles under the
provisions of Sectioni167 and 169 of Article X1X R. C. S. 670 L. D., uniform act
regulating traffic on highways, upon the basis of an engineering and traffic in-
vestigation upon certain streets and highways, or parts thereof, within the corpor-
ate limits of the City of Stephenville as set out in the ordinances; and providing
penalties of fines not be exceed $200.00 for violation of these ordinances. Motion
carried unanimously. (Said ordinances being attached to and becoming a part of
these minutes).
