January 5, 1965.
The City Council met in regular meeting on the above date with Mayor Cook
presiding and the following councilmen present: Hubert Darby, Mrs. Fred McCles-
key, E. Lee Orbison, Chas. Riggins, Roy Swain, Bill Christian, W. H. Stem and Mrs.
Doyle White.
Others present were Chief Cornell and City Atty. Chandler.
Minutes of previous meetings were read and approved.
Mr. Dan Almon appeared before the Council and presented a resolution for
Estimate:? No. 2 of Texas Water Wells Inc. It was moved by Councilman Swain,
seconded by Councilman Darby, to adopt a resolution approving Estimate No. 2 of
Texas Water Wells Inc., on construction of Water Works improvements. Motion car -
ried. (Said resolution being attached to and becoming a part of these minutes).
It was moved by Councilwoman McCleskey, seconded by Councilwoman White, to
adopt an ordinance approving certain rate schedules filed by Texas Power & Light
Company in the City of Stephenville, Texas, and providing conditions under which
such rate schedule may be changed, modified, amended or withdrawn. Motion carried.
(Said ordinance being attached to and becoming a part of these minutes).
Messrs. Bill Riddick and Bob Moser came before the Council presenting a plat
plan for developing the Jaycee Park in the northwest section of the City. The
Jaycees plan at this time to build the road and playground area. It was moved by
Councilman Orbison, seconded by Councilman Christian, to approve the plat as drawn
and presented by the Jaycees. Motion carried. (Said plat being attached to and
becoming a part of these minutes).
Councilman Stem reported the drilling has been finished at SwIte No. 2 and
preparations are being made to test pump the well. He also reported the pipe-
line easements have been prepared and Mr. John Skipper will begin work on these
Aoon.
Councilwoman McCleskey reported plans have been made to repair the emergency
runways at the Airport and work should begin soon.
Councilman Riggins reported things going real well in the Law & Order Depart-
ment.
It was moved by Councilman Swain, seconded by Councilman Christian, to auth-
orize the City Secretary to bid any reasonable amount on Lot 6, Block 2, Park
Place Addition. Motion carried.
It was moved by Councilman Swain, seconded by Councilman Orbison, for the
City Attorney to prepare the necessary documents to abandon the alley in Block 39,
Frey First Addition and to sell such alley to A. B. Hutchison for $$25.00 plus cost
of the legal work. Motion carried.
It was moved by Councilman Swain, seconded by Councilman Orbison, for the
City Attorney to prepare the necessary documents to abandon the alley between X
Blocks 13 and 14, Shappard & Collins Addition, and to sell some to Messrs. Wakefield,
Moser and Hufstettler.for the sum of $ _a5000 plus cost of legal work. Each property
owner to pay his pro -rata part of the cost. Motion c4rried.unanijamua - -ly
It was reported the bridge on the College Farm Road is in need of repair and
the Street Department recommends steel beams be purchased. The approximate cost I-r
of repairs $1000.00. It was moved by Councilman Swain, seconded by Councilwoman
McCleskey, to authorize the Director of Public Works to repair the bridge. Motion
a,grfted unanimously.
It was moved by Councilman Christian, seconded by Councilman Darby, that re-
pairs to the College Farm Road bridge be paid for out of the contingent fund.
Motion carried uanaimously.
It was moved by Councilman Swain, seconded by Councilman Stem, to pay $1.00
per front foot to the Moorhead and Shuler heirs for a 50 foot street across their
property. Motion carried unanimously.
Councilwoman White had nothing to report.
City Secretary Cates reported there is a need to have the roof of the old
City Hall repaired, and only one bid has been received to date.
It was moved by Councilman Christian, seconded by Councilwoman McCleskey, to
allow Terry Stephens to use part of the upstairs of the old City Hall. Mr. Step-
hens to pay $1.00 per month for the use of this building. Motion carried.
It was agreed that Councilman Swain and City Secretary Cates will contact
Mr. Oscar Hammett about extending 011ie Street across Mr. Hammett's property.
It was moved by Councilman Riggins, seconded by Councilman Stem, to advertise
for bids for a tax billing machine. Motion carried.
It was moved by Councilman Orbison, seconded by Councilman Christian, to pay
City Electric for installing of the Christmas..Lights for ;past years... Also, in the
future bills for the Christmas Lights will b4 in the office of the f t Secretary
the following first of the month after lights are taken down. Motion4barried.
Mayor Cook appointed Councilwomen McCleskey and White:, alongvwiti1 Council-
man Orbison, as a committee td select new-,„.chairs for the Councilnoonl`
Upon motion and second, the Council stood adjourned subject to the Mayor's
call.
