November 1, 1966
The City Council met in a regular meeting on the above date with Mayor
Arthur presiding and the following Councilmen present:
Robert Herrin, Mrs. Doyle White, Roy Swain, Charles Riggins, W. M. Irwin,
Telefus Cawyer, Raymond Anderson and Mrs. Fred McCloskey. Others present were:
Fire Marshall Ferguson and City Attorney Chandler.
Minutes of the previous meeting were read and approved.
Mr. Lightfoot appeared before the Council asking permission to add two
gasoline tanks of 4,000 and 6,000 gallons capacity at his service station.
It was moved by Councilman Irwin, seconded by Councilman Swain to grant
Mr. Lightfoot permission to install the 2 gasoline tanks at 206 South St.
Motion carried unanimously.
Mr. Don Foley appeared before the Council asking permission to increase
the rate for taxi service to 45� per fare. City Attorney Chandler stated that
the City Council could give a franchise and pass an ordinance establishing a
minimum rate for taxi service.
The Mayor appointed a committee of Councilmen Herrin, Irwin, and Anderson
to work with City Attorney to study and set up an ordinance to give adequate
protection to both the taxi service and the public. This committee to report
at the next regular meeting.
Mr. E. A. Blanchard appeared before the Council stating that the property
owned by the Industrial Foundation has been placed on the tax roll at the
customary per cent of actual value.
It was moved by Councilman Riggins, seconded by Councilwoman McCleskey,
that the property of Industrial Foundation be placed on the tax roll the same`
as 1965 evaluation. Motion carried unanimously.
It was moved by Councilman Herrin, seconded by Councilman Irwin, that Rex
H. Cates be appointed temporary assistant Chief of Police. Motion carried
unanimously. The Mayor asked the Law and Order Committee to make a study and
recomendation for assistant Chief of Police.
Councilman Irwin reported that retopping of Cain St. has been completed,
also city streets have been patched and work begun on Mimosa Lane.
The Mayor brought up for discussion the need for a truck route from E. Tarleton
Street to Frey Street. This would relieve some of the traffic off of Graham St.
Councilman Anderson reported that some citizens have asked for an adjust-
ment on the new water rates, especially on the large consumers. The Council
discussed this and agreed to leave the water rate as originally set up.
Councilman Anderson reported the need to drive the iron stakes in the
cemateries down so maintenance would be easier, also a need to install new
lights at entrance to West End Cemetery.
The Mayor suggested that college engineering department be given the job
of surveying plots in the new part of West End Cemetary, also suggested a chain
link fence be built on south side, and back entrance be securely closed. Also
discussed the locking of all gates after work hours except the main entrance
then closing it at designated
Councilman Cawyer and Councilwoman White had nothing to report.
Councilwoman McCleskey'reported a good attendance in all activities of
the recreation program, and several improvements have been made on the re-
creation building.
Councilman Riggins reported that work has been started on storm sewer on
Methodist Branch.
Councilman Swain reported a need to revise the portion dif the gasoline
ordinance that regulates the size of gasoline tanks installed at service stations.
The Mayor reported that Bramblett Implement Co. wants to buy the City land
located between their property and the Airport Road.
The Mayor appointed Councilmen Swain and Riggins as a committee to study
the proposal of Bramblett Implement Co. and report back to the Council.
Also appointed Councilmen Swain and Riggins to study the gasoline ordinance
and report to the Council.
The Council was presented a report from Zoning Commission and Adjustment
Board. This was a recomendation for an amendment to zoning ordinance and a
change in zoning of land on Harbin Dr.

It was moved by Councilman Swain, seconded by Councilwoman White, to accept
the recomendations of the Zoning Commission and Adjustment Board, and notice for
public hearing be run in the newspaper with date of such public hearing to be
December 6, 1966 at 7 o'clock P. M. Motion carried unanimously.
There being no other business at this time the Council stands adjo ned, -
subject to the Mayor's call.

PUBLIC NOTICE
Public Notice is hereby given that the City Council has set a
Public hearing on December 6, 1966 at 7:00 P.M. at the City Hall to
consider an amendment to the Zoning ordinance as follows:
Sect -ion 6. Residence 2, Duplex and Apartment District.
A. Use, Regulation.
Add sub ,paragraph, 3: House Trailers
After obtaining a permit from the City building inspector a house
trailer may be installed on a City lot and utilized as a single
family dwelling in leiu of a house, subject to the following:
1. Size of Trailer: Minimum of 300 square feet,
factory built or equavilent, and in good repair.
2. Sanitation; Self contained, both toilet drains etc.,
free of leaks, and meet City plumbing code regulations.
3. Meters: Water and all other items the same as
required for a single family dwelling.
Also to consider rezoning to residence one a tract of land
described as follows:
Beginning on Harbin Drive at the Northeast corner of
West Oaks addition North along Harbin Drive to Lingle
ville Road, West along Linglevlie Road to City limits,
South to West Oaks addition, and East to place of beginning.
Any person objecting to these changes are invited to register
same with City Council at above specified time.

ORDINANCE AMENDING SECTION SIX OF ZONING ORDINANCE
OF THE CITY OF STEPHENVILLE
AN ORDINANCE AMENDING SECTION SIX OF THE ZONING ORDINANCE OF THE CITY OF
STEPHENVILLE, TEXAS, BY ADDING THERETO A NEW SECTION, SECTION H, PERTAINING
TO HOUSE TRAILERS
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS:
Section Six of the Zoning Ordinance of the City of Stephenville,
Texas, is hereby amended by adding thereto a new sub - section to be Subsec-
tion H immediately following Sub- section G which shall read as follows:
After obtaining a permit from the City Building Inspector,
a house trailer may be installed on a city lot and utilized
as a single family dwelling in lieu of a house, subject to
the following;
1. The size of the trailer shall be a minimum of 300
square feet, such trailer shall be factory built
or equivalent in its c instruction and in good repair.
2. With reference to sanitation any such trailer house
shall have complete plumbing facilities consisting
of sink,or sink and lavatory,and toilet, free of
leaks which shall meet all City Plumbing Code
regulations and shall be installed within the
trailer.
3. Such trailer house shall have water meter just as
any other single family dwelling. All trailers must
have City water and sewer connections.

AN ORDINANCE REZONING PROPERTY OF THE PRESBYTERIAN CHURCH, CITY OF STEPHENVILLE
AND INDUSTRIAL FOUNDATION IN NORTHWEST SECTION OF CITY OF STEPHENVILLE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE; TEXAS:
Upon recommendation of the Zoning Commission and Adjustment Board
of the City that certain land described as follows:
BEGINNING on Harbin Drive at the Northeast corner of
West Oaks Addition and running North along Harbin Drive
to Lingleville Road, THENCE running West along Lingle -
ville Road to City Limits and running THENCE South to
West Oaks Addition line and running THENCE East to place
of beginning and being under the ownership of the Presby-
terian Church, City of Stephenville and the Industrial
Foundation,
is hereby rezoned and same shall henceforth be zoned as Residence 1 and Zoning
map shall be changed accordingly.
